The Treaty seeks fundamental objectives of non-discrimination, equal opportunity, access, and complete individual development, effective as well as inclusive participation in society. The Treaty of Marrakesh truly balances human rights and intellectual property rights.
The Treaty recognizes the obligation of right holders to make works accessible to persons with visual impairments and to the print disabled, recognizes that though countries have different limitations and exceptions to their copyright laws, a uniform international framework is required to address the needs of this section of society in order to harmonize the law on this point and to ensure cross-border exchange of books in accessible formats.

"Lifting the Corporate Veil" is a legal concept that refers to the judicial act of disregarding the separate legal personality of a corporation or limited liability company (LLC). Normally, a corporation is considered a legal entity separate from its shareholders or members, meaning that the personal assets of shareholders or members are protected from the liabilities of the corporation. However, there are certain situations where courts may decide to "pierce" or "lift" the corporate veil, holding shareholders or members personally liable for the debts or actions of the corporation.
Here are some common scenarios in which courts might lift the corporate veil:
Fraud or Illegality: If shareholders or members use the corporate structure to perpetrate fraud, evade legal obligations, or engage in illegal activities, courts may disregard the corporate entity and hold those individuals personally liable.
Undercapitalization: If a corporation is formed with insufficient capital to conduct its intended business and meet its foreseeable liabilities, and this lack of capitalization results in harm to creditors or other parties, courts may lift the corporate veil to hold shareholders or members liable.
Failure to Observe Corporate Formalities: Corporations and LLCs are required to observe certain formalities, such as holding regular meetings, maintaining separate financial records, and avoiding commingling of personal and corporate assets. If these formalities are not observed and the corporate structure is used as a mere façade, courts may disregard the corporate entity.
Alter Ego: If there is such a unity of interest and ownership between the corporation and its shareholders or members that the separate personalities of the corporation and the individuals no longer exist, courts may treat the corporation as the alter ego of its owners and hold them personally liable.
Group Enterprises: In some cases, where multiple corporations are closely related or form part of a single economic unit, courts may pierce the corporate veil to achieve equity, particularly if one corporation's actions harm creditors or other stakeholders and the corporate structure is being used to shield culpable parties from liability.

In 2020, the Ministry of Home Affairs established a committee led by Prof. (Dr.) Ranbir Singh, former Vice Chancellor of National Law University (NLU), Delhi. This committee was tasked with reviewing the three codes of criminal law. The primary objective of the committee was to propose comprehensive reforms to the country’s criminal laws in a manner that is both principled and effective.
The committee’s focus was on ensuring the safety and security of individuals, communities, and the nation as a whole. Throughout its deliberations, the committee aimed to uphold constitutional values such as justice, dignity, and the intrinsic value of each individual. Their goal was to recommend amendments to the criminal laws that align with these values and priorities.
Subsequently, in February, the committee successfully submitted its recommendations regarding amendments to the criminal law. These recommendations are intended to serve as a foundation for enhancing the current legal framework, promoting safety and security, and upholding the constitutional principles of justice, dignity, and the inherent worth of every individual.

7. Article 4
National Law Limitations and Exceptions
Regarding Accessible Format Copies
• 1. (a) Contracting Parties shall provide in their national
copyright laws for a limitation or exception to the right
of reproduction, the right of distribution, and the right
of making available to the public as provided by the
WIPO Copyright Treaty (WCT), to facilitate the
availability of works in accessible format copies for
beneficiary persons.

• 4. A Contracting Party may confine limitations or
exceptions under this Article to works which, in the
particular accessible format, cannot be obtained
commercially under reasonable terms for beneficiary
persons in that market.

• (2) An equitable remuneration shall be paid to the author for
reproduction and distribution; production solely of individual
copies shall be exempted. Claims may only be asserted
through a collecting society.

10. • Art 2 Marrakesh treaty
• (c) "authorized entity" means an entity that is authorized
or recognized by the government to provide education,
instructional training, adaptive reading or information
access to beneficiary persons on a non-profit basis. It also
includes a government institution or non-profit
organization that provides the same services to beneficiary
persons as one of its primary activities or institutional
obligations
• Agreed statement concerning Article 2(c): For the
purposes of this Treaty, it is understood that "entities
recognized by the government" may include entities
receiving financial support from the government to provide
education, instructional training, adaptive reading or
information access to beneficiary persons on a non-profit
basis.

• Cross-Border Exchange of Accessible Format Copies
• 1. Contracting Parties shall provide that if an accessible format copy
is made under a limitation or exception or pursuant to operation of
law, that accessible format copy may be distributed or made
available by an authorized entity to a beneficiary person or an
authorized entity in another Contracting Party [6].
• 2. A Contracting Party may fulfill Article 5(1) by providing a
limitation or exception in its national copyright law such that:
• (a) authorized entities shall be permitted, without the authorization
of the rightholder, to distribute or make available for the exclusive
use of beneficiary persons accessible format copies to an
authorized entity in another Contracting Party; and
• (b) authorized entities shall be permitted, without the authorization
of the rightholder and pursuant to Article 2(c), to distribute or make
available accessible format copies to a beneficiary person in
another Contracting Party;
• provided that prior to the distribution or making available the
originating authorized entity did not know or have reasonable
grounds to know that the accessible format copy would be used for
other than beneficiary persons [7].

Importation of Accessible Format Copies
To the extent that the national law of a Contracting
Party would permit a beneficiary person, someone
acting on his or her behalf, or an authorized entity,
to make an accessible format copy of a work, the
national law of that Contracting Party shall also
permit them to import an accessible format copy
for the benefit of beneficiary persons, without the
authorization of the rightholder.

paragraph 1, in the absence of voluntary measures taken
by rightholders, including agreements between

accordance with Article 5(2)(a), (2)(c), (2)(d), (2)(e), (3)(a),
(3)(b) or (3)(e) the means of benefiting from that
exception or limitation, to the extent necessary to benefit
from that exception or limitation and where that
beneficiary has legal access to the protected work or
subject-matter concerned.
16. Recommendation for national implementation of
“Technological Protection Measures”
The most straightforward measure is to allow the
circumvention of TPMs to enable the accessible
formats to be made or distributed, as well as tools
and services needed to undertake the circumvention.
If the law only permits circumvention of the TPM, but
does not permit the tools and services needed by
authorized entities or beneficiaries to undertake the
circumvention, the norm will have limited utility.”

(a) When an authorized entity in a Contracting Party receives accessible format copies pursuant to Article 5(1) and that Contracting Party does not have obligations under Article 9 of the Berne Convention, it will ensure, consistent with its own legal system and practices, that the accessible format copies are only reproduced, distributed or made available for the benefit of beneficiary persons in that Contracting Party’s jurisdiction.
(b) The distribution and making available of accessible format copies by an authorized entity pursuant to Article 5(1) shall be limited to that jurisdiction unless the Contracting Party is a Party to the WIPO Copyright Treaty or otherwise limits limitations and exceptions implementing this Treaty to the right of distribution and the right of making available to the public to certain special cases which do not conflict with a normal exploitation of the work and do not unreasonably prejudice the legitimate interests of the rightholder [8], [9].
(c) Nothing in this Article affects the determination of what constitutes an act of distribution or an act of making available to the public.
5. Nothing in this Treaty shall be used to address the issue of exhaustion of rights.
