Rice with fewer stomata requires less water
and is better suited for climate change

Rice plants engineered to have fewer stomata—tiny openings used for gas exchange—are more
tolerant to drought and resilient to future climate change, a new study has revealed.
Scientists from the University of Sheffield have discovered that engineering a high-yielding rice
cultivar to have reduced stomatal density, helps the crop to conserve water and to survive high
temperatures and drought.
Much of humanity relies on rice as a food source, but rice cultivation is particularly water
intensive—using an estimated 2,500 litres of water per kilogram of rice produced.
However, almost half of the global rice crop derives from rain-fed agricultural systems where
drought and high temperatures are predicted to become more frequent and damaging
under climate change.
Like most plants, rice uses microscopic pores called stomata to regulate carbon dioxide uptake
for photosynthesis, along with the release of water vapour via transpiration. When water is
plentiful, stomatal opening also permits regulation of plant temperature by evaporative cooling.
Under water-limiting drought conditions, stomatal closure normally slows down water loss. Low
stomatal density rice conserves its water better under drought, and so has more water left to cool
itself when necessary.
Dr. Robert Caine, Research Associate from the University of Sheffield's Department of
Molecular Biology and Biotechnology and Principal Investigator of the study, said: "Future
predicted decreases in water availability, combined with increased frequency of extreme drought
and high temperature events, are likely to present particular challenges for farmers—resulting in
substantial crop loss.
"Our study has shown that rice plants with fewer stomata are drought tolerant and more
conservative in their water use. This means they should perform better in the future under
climate change conditions.
"We found that the engineered rice crops gave equivalent or even improved yields, which means
it could have a massive impact on our future food security which is threatened by climate
change."
The new study, published today (Wednesday 25 July 2018) in New Phytologist and conducted in
collaboration with the International Rice Research Institute in the Philippines, found low
stomatal density rice lines used just 60 per cent of the normal amount of water.
When grown at elevated atmospheric carbon dioxide levels, the low stomatal density rice plants
were able to survive droughtand high temperature (40 degrees Celsius) for longer than unaltered
plants.
Julie Gray, Professor of Plant Molecular Biology and lead author of the study, said: "Stomata
help plants to regulate their water use, so this study could have a significant impact on other
crops which are at risk under climate change.
"At the University of Sheffield we believe in a sustainable future and work towards solutions to
the most pressing global challenges."

US-China may be in a trade war, but Pakistan is looking at
solutions

KARACHI: As the US and China battle it out in a trade war, some of the other
countries are reverting to the centuries-old barter system, but an ‗upgraded‘
version of it.
With the world‘s two largest economies at each other‘s throats on trade issues,
there are some that are adopting open doors and liberal policies.
Ahmed Zaman, head of research at the Federation of Pakistan Chambers of
Commerce and Industry (FPCCI), says international trade has evolved as
competition has intensified. In such a scenario, the centuries-old barter system
has been revived, but with a different approach.
World on brink of trade war as US slaps tariffs on allies
Countries are now adopting product-based preferential agreements, which
could be looked upon as remodeled barter, the ancient form of trade where
products were exchanged without the involvement of currency, according to a
research paper Zaman has written.
Zaman explained that the product-based agreement would involve a country
eliminating tariffs and taxes on the import of a specific commodity. In return,
the benefactor would reciprocate by extending a similar benefit to the other
trading partner.
He said that many countries are now adopting the model, including Iran,
Russia and India. Moreover, Pakistan has also undertaken it with Iran,
importing oil, while exporting kinnow and rice.
―If we don‘t have to pay customs or import duty to Kenya while exporting
rice, then it will be cheaper for us, therefore the demand for our product
increases,‖ Zaman told The Express Tribune.
He added that if Pakistan wants to do that, it will also have to let Kenya export
its tea to Pakistan as well, without imposing duties. Pakistan and Kenya are
negotiating a product-specific free trade agreement (FTA) to enhance bilateral
trade, which currently stands at $789 million, with the volume of Pakistan‘s
exports at $319 million and imports at $468 million. Analytical examination
shows that bilateral trade is confined to a few products, but is growing.
Pakistan is the largest importer of Kenyan tea, with $592.84 million out of a
total $1,424.43 million worth of tea shipments into the country. Similarly,
Pakistan exports rice worth $229.104 million in the total import of $259.043
million to Kenya.
Pharmaceutical products comprise $6.36 million out of total Kenyan
pharmaceutical imports of $518.28 million. Other items that have a major
share in Pakistan‘s export basket to Kenya are textile and furniture. Besides
exports, Pakistani investors have also entered in the auto, pharmaceutical and
textile sectors.
―If India levies duties on Pakistan‘s rice and its cost becomes higher than
elsewhere in the market, then people would not prefer our rice. Certainly, the
demand for Pakistan‘s rice would be lower.‖
He said the Planning Commission, which has been preparing the 12th five-year
plan, has mentioned in the document that tea producers will be given subsidy
in order to encourage them to enter the business.
―This will only contribute to budget and fiscal anomalies. The weather and
other conditions in Pakistan are not favourable to produce tea. It will always
cost us more than importing it from Kenya. There‘s a need to produce
commodities like rice instead, which we can do better,‖ he added.

could excel in the agricultural sector,‖ the research head explained.
With the recent volatility in rupee making trade-related investments difficult,
product-based preferential trade agreements would help stabilise to some
extent the impact in such cases, he added, referring to the 22% decline in the
Pakistani currency in the last eight months.

China takes key step in unlocking rice trade with US

U.S. rice millers don‘t normally allow visitors into their facilities. The plants must meet rigorous
domestic and international sanitary and phytosanitary standards, so allowing people to trudge
through is not usually permitted, but 10 operations in Texas, Arkansas, California and Louisiana
made an exception last month for a visiting Chinese delegation.
In a virtual media blackout, the U.S. rice industry and the USDA hosted representatives of
China‘s newly formed State Market Regulatory Administration (SMRA) as they inspected the
facilities to make sure they were suitable to provide Chinese consumers with the primary staple
in just about every meal they eat.
It was – U.S. government and industry officials hope – the final major step in a process to open
China‘s massive market to U.S. rice that has so far taken more than a decade. Still, nothing is
certain with China. U.S. farmers, millers and exporters won‘t be satisfied until the first sales are
made and Chinese citizens are dining on medium and long grain rice grown in U.S. fields.
The precarious nature of the deal, being forged now amid an escalating trade war as the U.S. and
China continue to hurl new tariffs at each other‘s goods, is why USDA officials hoped to keep
the Chinese delegation‘s visit out of the spotlight. A quiet resolution is what they are still hoping
for, government and industry sources tell Agri-Pulse. The officials asked not to be named
because of the sensitivity of the issue.
―It was a positive sign they carried out the inspections, and we are doing all we can to maintain
momentum for our members and to lead the effort with USDA to open this market,‖ a rice
industry official said.
The delegation‘s visit to the 10 U.S. facilities (China had initially requested to visit 30, according
to one U.S. official, but they agreed to streamline the trip) went smoothly with no obvious
problems, but the final verdict from the visitors may not be known any time soon.
If the Chinese delegation sends back a positive report from its June visit, the U.S. could
presumably begin exporting rice almost immediately.
It was about a year ago, in July of 2017, that China officially agreed to the sanitary and
phytosanitary protocols needed to allow in U.S. rice. That happened during the first
Comprehensive Economic Dialogue meeting between the two countries and the agreement was
immediately hailed as a success.
―This is another great day for U.S. agriculture and, in particular, for our rice growers and millers,
who can now look forward to gaining access to the Chinese market,‖ U.S. Agriculture Secretary
Sonny Perdue said at the time. ―This market represents an exceptional opportunity today, with
enormous potential for growth in the future.‖

Alvaro Durand-Morat, an assistant professor and rice trade expert for the University of Arkansas,
agrees.
The U.S. exports about half the rice it produces, so farmers are highly dependent on trade, said
Durand-Morat, who stressed that even a very small fraction of China‘s market would be a major
win for the U.S. rice sector.
China consumes about 144 million tons of rice every year and is the world‘s largest rice
producing and importing country.
―Any time you open that kind of opportunity, even a 1 percent share of that market would mean
a lot for U.S. rice farmers,‖ Durand-Morat said.
And some of that market should be guaranteed, thanks to a pledge made by China when it joined
the World Trade Organization in 2001. The country, as one condition for its acceptance into the
WTO, agreed to buy at least 2.7 million tons of U.S. rice each year.
Ever since then the U.S. has been working with China to settle on protocols that would allow for
that trade to take place, but there have been many delays and disappointments over the years as
talks dragged on.
The rice industry and some USDA officials had initially expected China to send the inspection
delegation over soon after the July protocol was signed, but months went by with no word from
Beijing. Then earlier this year China sent a 10-page questionnaire to USDA‘s Animal and Plant
Health Inspection Service and demanded that it be completed by mills across the U.S.
This added months of delay, and months more may be in store because few in the industry or at
USDA expect China to complete the process and open its market while a trade war rages
between the two countries. The U.S. first hit China with tariffs on steel and aluminum,
prompting retaliatory tariffs. Separately, the U.S. hit China with a second round of tariffs to
punish it for intellectual property theft.
Part of the Chinese retaliation was a 25 percent tariff on U.S. rice, so even if China were to open
up its market, new trade would be unlikely until the two countries settle their differences.

Broadcasting the Benefits of U.S. Rice in Mexico

MEXICO CITY, MEXICO -- Each month, USA Rice partners with
different chefs in Mexico to encourage increased usage of rice in
restaurants and in the home. Last month, USA Rice partnered with
Executive Chef Omar Cuellar to produce two TV shows on Efekto
TV, which is broadcast in Mexico City and viewed throughout
Mexico. Cuellar is the executive chef at Tiffany Gourmet, an upscale
restaurant here, and has won many culinary awards. During the
shows, Cuellar prepared a healthy rice salad and a main dish currently
offered exclusively at his restaurant using U.S. parboiled rice as the
primary ingredient. The important message he shares with viewers is
that U.S. rice is versatile, easy to prepare, and nutritious.
"Chef Cuellar has collaborated with USA Rice for many years now, including participating in our
professional chef competitions," said Gaby Carbajal, who manages USA Rice promotions in
Mexico. "Our promotions activities are meant to build relationships with influencers here in Mexico and
encourage them to then spread the great message about U.S. rice."
USA Rice conducts more than 20 foodservice seminars in Mexico each year to encourage decision
makers in the foodservice industry to incorporate U.S.-grown rice in their operations. Four such seminars
were conducted last month, in conjunction with culinary schools and the Mexican Social Security
Institute to show how using U.S. rice can increase their profits.
"USA Rice conducted an activity with the directors, nutritionists, and kitchen staff of a cafeteria in a busy
medical center here," said Brian King, chairman of the USA Rice Western Hemisphere Promotion
Subcommittee. "Each day, the medical center serves 600 medical staff and 700 patients, using about 77
pounds of long grain rice. As a result of USA Rice's activities, six new rice dishes are now permanent
menu items at the cafeteria."
Mexico is the United States' largest export market, bringing in nearly a quarter of all U.S. rice exports,
and is USA Rice's most active promotions market with more than 300 marketing activities scheduled each
year.

Salt Rice Springs From Chinese Hands in Dubai’s Sands
(Yicai Global) July 23 -- Scientists with East China's Qingdao Seawater Rice
Research and Development Center, led by Yuan Longping, a member of the Chinese
Academy of Engineering known in China as the ‗Father of Hybrid Rice,‘ have
achieved initial success with experiments to grow highly salt-tolerant ‗seawater rice‘
in Dubai.
They will introduce the technology to more places in the city, which is the capital of
the United Arab Emirates, and other parts of the Middle East and North Africa, the
state People‘s Daily media reported.
The Qingdao R&D center and the UAE government plan to set up a 100-hectare
seawater rice experiment farm next year under a framework agreement styled ‗Green
Dubai‘ signed by the center and Sheikh Mohammed bin Rashid Al Maktoum, the
UAE‘s vice president and prime minister and Ruler of Dubai.
The project will go into commercial operation with the introduction of external
investors, including China‘s Belt and Road sovereign funds.
Sheikh Mohammed‘s vision is that from 2020 onward the salt rice acreage will extend
to cover over 10 percent of Dubai‘s total area, boosting food supplies for local
residents as well as improving the ecosystem in the desert country.
The parties will also set up a local research center to introduce the grain strain to the
entire Arab world while improving its ecosystem.
Sheikh Mohammed learned of the successful trial production of the salty rice in China
in November, and his private office contacted Yuan‘s team shortly thereafter and
invited them to experiment with the technology in the emirate‘s desert.
The group started their trials on Jan. 8, and had more than 80 rice varieties --
including the saltwater rice -- mature between May and this month. Five varieties
delivered higher yields than the global average (4.539 tons per hectare), as production
tests conducted by a joint international expert team on the first mature crop on May 26
demonstrated.

BIOTECHJP INTRODUCES PROTEIN REDUCED
PRECOOKED RICE IN PHILIPPINES

BiotechJP Corp. a Philippines subsidiary of a Japanese company, Biotech Japan Corp., is introducing
pre-cooked rice to Philippines. Echigo, the ready-to-eat, protein reduced rice introduced by
BiotechJP, intended for people suffering from chronic kidney disease, is an engineered rice product
that uses the unique technology of the mother company.
BiotechJP is working on three products namely a regular pre-cooked microwave-ready rice called
Insta Rice, a calorie reduced precooked rice that requires only reheating called Gohan Lite, and a
ready to eat rice called Rice-To-Go. All the variants are to be sold in 200-gram packs. The products
are all sourced from locally grown Rc-160 rice and licensed by the Food and Drug Administration
with a shelf life of 6 months or longer.
Incidentally, Biotech Japan Corp. produces rice products that involve plant-based lactic acid bacteria
fermentation. The processed rice has reduced protein content and is suitable for chronic kidney
disease sufferers. As per records, Philippines has an unusual prevalence of the disease – apparently,
one Filipino dies of the disease every hour.
Estimates by The National Kidney and Transplant Institute predict that dialysis patients are
increasing at the rate of 15% every year in Philippines. Calorie reduced rice can prove beneficial in
combating these alarming trends but NKTI deputy director for medical education, Romina
Danguilan, has been reported to say that the institute is yet to conduct its own study to verify the
claims presented by protein-reduced rice such as Echigo.
Trisha Ann Garcia, general manager, BiotechJP, claimed that a five-year study conducted in Japan
demonstrated that consumption of Echigo can significantly decrease urinary protein excretion. But
the major challenge that BiotechJP will have to face in Philippines is the Filipino habit of consuming
rice straight out of the pot.
Philippines may not take too well to the lifestyle change that eating pre-cooked rice has to offer but
BiotechJP is hopeful that this can be changed as rice is a very significant part of the Filipino diet and
health-conscious consumers are growing in number recently

Following last year's successful cultivation of high yielding Purple paddy during the Borto
season, the agriculture department in Sundarganj upazila under the district has started plantation
of its seedlings to see the production ratio in the ongoing Aman season.
Cultivation of vitamin-enriched purple paddy, locally known as 'Beguni Dhan', started in
Gaibandha for the first time last year, said Rashedul Islam, upazila agriculture officer (UAO) of
Sundarganj.
Dulali Begum, member of IPM Farmer's Club of Ramjibon village, brought a few grams of the
paddy seeds from her relative in Gazipur district early 2017 and planted it on 25 decimals of land
as per instruction of upazila agriculture department in the last Boro season.
She got 25 maunds of yield per bigha whereas Boro produces 18 to 20 maunds per bigha.
Five-bigha demonstration plots are being made with seedlings of Purple paddy at different
locations and it has created much curiosity among local farmers, said the UAO of Sundarganj.
The Purple paddy plants develop 90 centimetres long and have 20 to 28 spikes. Each spike
contains 200 to 313 corns, whereas HYV Boro plants possess 180 to 190 corns in each spike.
It needed 140 days to harvest, and the harvested paddy of Boro season was preserved as seed for
farming in more areas next time, he said.
―According to agriculture experts, China-origin purple paddy contains high amount of vitamins
and fibre. We have sent the sample of the Purple paddy grown in Sundarganj to a rice research
laboratory for further research,‖ said the agriculture officer.
―Following last year's success in Purple paddy farming in Boro season, we are now
experimenting on its cultivation in the Aman season to see the production ratio of the new paddy
with Aman. We have made demonstration plots accordingly,‖ he added

Egypt gives green light to rice imports amid water
shortages

Egypt's President Abdel Fattah al-Sisi gave the go-ahead for the government's strategy to import rice with the
aim of meeting local demands, after limiting the areas allocated for rice cultivation to adapt to a water
shortage. The presidential decision, which turns Egypt from a major rice exporter into an importer, came
during Sisi's meeting July 8 with Prime Minister Mostafa Madbouli and Minister of Supply and Internal Trade
Ali al-Meselhi.
The meeting dealt with a host of files, including the Supply Ministry's strategy to ensure the availability of
essential, strategic crops besides controlling the local market, according to presidential spokesperson Bassam
Rady.
In light of this strategy, Sisi agreed to allow rice imports into the country, assigning the General Authority for
Supply Commodities to publicize rice in the upcoming year and determine adequate prices for this important
crop in cooperation with the Agriculture Ministry.
Rady said that Sisi sent his directives to intensify price control procedures and put an end to the market
monopoly and commercial fraud.
Egypt's government officially announced its intent to open doors for rice imports on June 6, when then-Prime
Minister Sherif Ismail announced that such imports would help provide enough rice stocks so that the majority
of citizens can find rice easily.
The country started to suffer from the rice crisis in 2016, when citizens failed to find it in markets. At the time,
traders were under fire over claims that they stock rice bags so as to sell them at higher prices. Actually, the
government's import program demonstrates its desperate attempt to avoid public uproar that may stem from a
shortage of rice, which is a staple of the typical Egyptian diet.
While this move has been seen as a serious attempt by the Egyptian government to deal a bitter blow to rice
monopolists, farmers complain this decision hit them the hardest, adding to their burdens.
―Definitely it is a step backward. No Egyptian citizen who genuinely loves his country can be happy with this
decision, which supports foreign farmers at the expense of Egyptian ones,‖ Farmers Syndicate head Hussein
Abu Saddam complained to Al-Monitor.
Egypt will now turn into an importer, wasting hard currency and making the country incur hefty losses, Abu
Saddam added.
―Claiming this move will curtail monopoly is groundless. Those greedy traders will monopolize the imported
rice as they are doing with the local one. Lack of monitoring is the key reason lurking behind such
malpractices,‖ Abu Saddam said. Monopolies are combated by law and not by imports, he stressed.
Abu Saddam elucidated that local consumption amounts to around 3.5 million tons. The current area cultivated
with rice produces approximately 3 million tons. ―This means that the deficit is nearly 500,000 tons. Such
deficit can be met by growing and introducing other low-water rice varieties as well as adopting modern
irrigation techniques,‖ he said.
It is worth mentioning that Egypt's Ministry of Irrigation and Land Reclamation issued in January a decision to
decrease area allocated for the water-intensive rice from 1.14 million acres last year to only about 750,000.
This decision came within the framework of the ministry's broader plan to rationalize water consumption in
agriculture, which is the largest water consumer in Egypt.
The Irrigation Ministry is grappling with numerous water challenges haunting the country in light of the
limited water resources, growing population and the nightmarish, anticipated decrease in Egypt's share of the
Nile River following the construction of the Grand Ethiopian Renaissance Dam.
However, in May the government agreed to add 104,000 acres to rice cultivation, a matter that brought total
rice cultivation area up to 850,000 acres.
―Limiting rice agriculture is posing a serious threat to many lands, making it vulnerable to soil salinity. Rice
cultivation is not the reason lurking behind water concerns in Egypt,‖ Abu Saddam confirmed.
Egypt's executive and legal authorities also took certain decisions to tighten the grip over rice cultivation by
introducing imprisonment as a tool of punishment.
Egypt's parliament in April finally approved certain amendments to Agriculture Law No. 53 of 1966, which
were later ratified by Sisi on May 21. Under this bill, the government is authorized to determine certain areas
to cultivate water-intensive crops like rice and sugar cane. It can also prohibit the cultivation of particular
crops in certain areas. More importantly, this law stipulates that those who do not abide by the ministerial
decisions shall face up to six months in jail and shall be fined a maximum of 20,000 Egyptian pounds (around
$1,123).
Furthermore, Agriculture Minister Ezz El-Din Abou Steit on July 10 warned traders of stockpiling rice to get
high profits, saying that they ―will regret‖ the move. He also announced that rice prices will remarkably
decline by early September.
―Allowing rice imports into Egypt were highly expected and an inevitable consequence of the amended
agriculture law. Those imports will help fill the gap arising from limiting rice cultivation,‖ professor of
agricultural economy at the Desert Research Center Sherif Fayyad told Al-Monitor.
Fayyad, meanwhile, said he is against imprisonment as a sanction, adding that the agricultural research centers
should not be blamed for not introducing new varieties. ―The government allocates a meager part of its budget
to scientific research. Of course, we the researchers can provide new varieties with higher productivity and less
water consumption, but we need adequate financial support,‖ he said.
Despite this heated debate, the import program found much applause by Agriculture Ministry
spokesperson Hamed Abdel Dayem, who told the state-run Al-Ahram that these imports will help ensure
stability in rice prices in local markets. The competition between the public and private sectors in general will
help offer competitive prices, he added.
―Apart from the economic and political reasons behind such a decision, the imported rice will not
be appealing for Egyptians. They adore the taste of Egyptian rice,‖ Abu Saddam concluded.

Vietnam rice farmers in a sticky situation
Production of sticky rice in the Mekong Delta over the past weeks has faced challenges due to China’s new import tariff policy,
forcing a strong reduction in the price of sticky rice at home and in export markets.
Rice is stored at a Dong Thap Food Co warehouse. Half of Viet Nam’s rice volume exported to
China has been sticky rice in recent years.
According to Do Ha Nam, general director of Intimex Group JSC, China‘s Ministry of Finance
announced an increase in the import tax on rice to 50 per cent from July 1, 2018, including sticky
rice. China‘s sudden announcement had a huge impact on the export performance of enterprises.
Half of Viet Nam‘s rice volume exported to China has been sticky rice in recent years. The
change in China‘s import tax policy has pushed local businesses to delay exports of thousands of
tonnes of sticky rice that were ready to ship to this market. They must now reduce selling prices
or stockpile the product.
Nguyen Van Don, director of Viet Hung Co Ltd, one of the enterprises specialising in exporting
sticky rice to the Chinese market, said due to the new policy, local enterprises could not increase
the volume of their sticky rice exports to China.
In this case, local enterprises do not want to pay import tax of 50 per cent, so they must buy a
quota because enterprises with import quotas and countries joining the most favoured nations
(MFN) will not impose the new import rate.
However, Don said buying quotas will increase the cost of imports up to US$120 per tonne, so
the Chinese importers only buy when the sticky rice price is low or they will accept high prices
when demand increases in the local market.
At present, the sticky rice inventory of Chinese enterprises is still high, so they buy small
volumes or at very low prices.
On the other hand, the US-China trade war has no direct impact on the rice sector, but affects the
general sentiment of Chinese enterprises as well as China‘s import and export activities.
Therefore, exports of sticky rice of Viet Nam can be difficult.
Chinese firms have pushed for a reduction in Viet Nam‘s price of sticky rice to $380 a tonne,
while sticky rice in the domestic market is traded at VND8,600-8,800 per kilogramme or $374-
$383 per tonne. They must sell at $400 per tonne to break even.
An export price of under $400 per tonne of sticky rice is also the lowest level in the past two
years, and marks a sharp fall from the beginning of this year when the price was at $530-$540
per tonne, bringing profit for both businesses and farmers.
China‘s recent change in import tax policy on the local rice industry is not its first. A year ago,
China also changed its policy of importing sticky rice from Viet Nam, which had an big impact
on local enterprises‘ sticky rice exports, although the tariff then wasn‘t as high.
In recent years, China has become a major export market for Vietnamese sticky rice. China has
promoted the import of sticky rice with high prices, leading to a strong increase in the area
producing sticky rice in the Cuu Long (Mekong) Delta region.
According to the Viet Nam Food Association (VFA), Viet Nam exported 1.4 million tonnes of
sticky rice in 2017, with 90 per cent shipped to China. There is a high risk with exporting a large
volume to one market, and warnings were issued about this situation.
However, reducing the sticky rice growing area is not easy because the farmers maintain
production with the belief that the export price of sticky rice will recover in the future, said Dang
Thi Lien, director of Long An Food and Foodstuff Co.
In this situation, experts said the Cultivation Department and localities need to monitor more
closely the structure of cultivated rice, avoiding any increase in the growing area in the autumn-
winter crop.
In addition, businesses should also try to expand the export market for sticky rice to other
countries, especially those in the Middle East and other Southeast Asian nations, to avoid

Duterte‘s Sona pitch leaves Congress with full plate of measures

AT a meeting of Senate and House leaders last March 13 on their common legislative
agenda, the senators came away with a list of 39 measures they wanted passed before
the 17th Congress bows out in 2019, of which 15 are economic bills.
Besides this list, the lawmakers knew at that time they still had to tackle several other
key measures—the Bangsamoro Basic Law (BBL), the Fair Election Act, and
federalism and Charter change that they expected would end up with them once
President Duterte‘s handpicked Constitutional Committee is done with its work.
Topping the economic measures was of
course the rest of the tax reform package,
or the sequel to the Tax Reform for
Acceleration and Inclusion (TRAIN) law
that took effect on January 1.
Fast forward to July 23, as President
Duterte delivers his third State of the
Nation Address. To the relief of many
quarters, there were no rambling, ad lib portions; no expletives or insults; just a calm,
simple delivery of a speech that lasted 48 minutes and packed with at least 15 key
legislations and issues that the Chief Executive pitched to Congress.
Atty. Raul Lambino, lawyer of newly installed Speaker Gloria Macapagal-Arroyo and
vice president for international affairs of the PDP-Laban, said the leadership of
Arroyo is expected to pass all the economic measures of the Duterte administration
this year.
―All the economic measures will be prioritized by [Speaker Arroyo] this year,‖ he said
in an interview.
Duterte in his Sona asked members of the 17th Congress to prioritize the passage of
several economic measures to augment government coffers for the delivery of social
services.
The President sought urgent passage of: rice tariffication, the second package of the
tax reform law, lowering of interconnection rates between telecommunications
industry players, universal health care, end of contractualization, a national land use
law and environmental protection, among others.
In his Sona, Duterte dwelt at length on the
BBL, since renamed to Bangsamoro
Organic Law (BOL) or the Bangsamoro
Organic Law on the Autonomous Region
in Muslim Mindanao (BARMM). But
since Congress‘s bicameral conference
committee cochaired by Sen. Juan Miguel
Zubiri and House Majority Leader Rodolfo
Fariñas had worked overtime during the
break to hammer out a compromise
version of such a complicated piece of legislation with transcendental implications, at
least that task was already completed by the time Sona day rolled around. And all the
two chambers had to do was ratify the bicameral conference committee‘s output and
send the measure to Duterte, who promised to sign it ―within 48 hours‖ of getting the
same.
In contrast to the generous pitch for the Bangsamoro, Duterte did not—as analysts and
business groups noted—sound as gung-ho on Charter change, although he thanked
profusely the chairman of the Constitutional Committee he handpicked to draft a
federal charter, former Chief Justice Reynato S. Puno.
Business leaders interviewed by the BusinessMirror a day after the Sona expressed
some relief about the President‘s applying the brakes on Charter change, as they had
worried over the additional bureaucratic layers and more tax burdens that a shift to
federalism might entail.
On Wednesday, Senate President Pro Tempore Ralph Recto said senators are not keen
on supporting Cha-cha amid concerns ―it will bloat the government. It will mean
another layer and a bigger tax burden that would lead to a credit downgrade,‖ said
Recto, adding that it is better to focus on job creation and fix inflation.
He stressed that ―Congress cannot rush Cha-cha,‖ and ―senators need to study the
issue.‖
Tax reform
The BBL or BARMM and the Cha-cha
aside, at least four items on the President‘s
Sona wish list were coincidentally on the
common legislative agenda that was drawn
up after the March 23 Senate-House
meeting, and therefore these are expected
to take priority attention from legislators.
Topping the list of these four items that are
common to both the Executive and the Legislative agenda is the rest of the tax reform
package under TRAIN, which will include a tax amnesty, corporate income tax
reduction, rationalization of fiscal incentives, and higher tobacco and alcohol taxes,
and a comprehensive mining tax reform.
Following Duterte‘s appeal for Package 2 of TRAIN, the House Committee on Ways
and Means on Tuesday immediately buckled down to work.
Led by committee chairman Dakila Carlo Cua of Quirino, the panel convened for a
DOF briefing on the cost-benefit analysis of Package 2 as well as on House measures
advocating for lower corporate income tax rate.
Finance Undersecretary Karl Kendrick Chua said the Philippines has one of the
highest corporate income tax rates in the region at 30 percent. The government,
however, collected only 3.7 percent of gross domestic product in corporate income tax
revenue.
―That is a revenue productivity of 12.3 percent. Compare that with Vietnam,
Malaysia, or Thailand with much lower rates of 20 percent or 24 percent, but they
collect 4 percent, 6 percent, or 7 percent of GDP, respectively, with much, much
higher productivity,‖ Chua said.
―On the other hand, we have a very complicated tax incentive system. We grant the
most generous fiscal incentives since they are in lieu of all taxes, both national and
local, and given forever,‖ he said.
In Package 2, he said the government‘s main objective is to arrive at more fair and
accountable tax incentives. ―Because every peso granted as tax incentive is a peso off
the budget that could have been spent for infrastructure, health, education, and social
protection.‖
To be sure, deliberations on the second round of tax reforms are bound to be tough,
given the huge clamor for lawmakers to first revisit the original TRAIN that took
effect last January 1, in order to satisfy various sectors who insist that the so-called
TRAIN played a big role in the higher-than-expected inflation posted in April, May
and June.
The review of the TRAIN, however, is not seen to derail deliberations on the rest of
the tax reform package, given that most stakeholders acknowledge their importance to
the economy.
Moreover, the last two items on the second batch of tax reforms—taxes on tobacco
and mining—are seen to be among the key sources for funding the universal health
care act, also listed as a priority for both Executive and Legislative.
Universal health care
Besides shepherding the tax reform packages, Ways and Means committee chairman
Sen. Juan Edgardo Angara had earlier told the BusinessMirror he strongly pushes his
friend and ―seatmate‖ Sen. Joseph Victor Ejercito‘s advocacy for universal health
care.
Ejercito, chairman of the Senate Health committee, had conducted a marathon hearing
on the bill in March, and has promised to fast-track the process of enacting the law
now that Duterte himself has endorsed it.
Asked whether the universal health care that he also strongly supports will now get
even faster disposition since Duterte cited it in his Sona, Senate President Vicente
Sotto III told the BusinessMirror that ―yes, starting Monday [July 30],‖ the health care
measure will be on the Senate‘s agenda.
Duterte had said defects in the healthcare system were ―resulting in disparity in health
outcomes between the rich and the poor in the urban areas and rural.‖
The House bill‘s main sponsor, party-list representative now Duterte‘s spokesman
Harry Roque, said the House bill grants every Filipino the right to health by virtue of
citizenship.
In the Senate, Ejercito said, ―We‘re targeting passage of universal health care program
in September, before the busy month of October, which is the filing of certificates of
candidacy for next year‘s election.‖
Following the normal legislative route in the Senate, that means Ejercito‘s committee
should be reporting out the measure by early August, so it can be deliberated on and
voted upon in plenary.
The House of Representatives had approved the bill on third and final reading in
September 6 last year while the Senate version—arising from five separate bills—is
still pending.
Sen. Joel Villanueva authored Senate Bill 60, or the Enhanced Universal Healthcare
Act, together with Senators Ralph Recto and Sherwin Gatchalian. The measure seeks
to expand the benefit packages being offered by PhilHealth by increasing the amount
of benefits to lessen the out-of-pocket expenses on the part of the members, according
to Villanueva.
Improving the benefit packages would entail the inclusion of preventive and
promotive health services in a bid to alleviate the chances of confinement and
encourage a healthy lifestyle among Filipinos.
Villanueva, in pushing his bill, had noted that as of 2016, at least 91 percent or 93
million Filipinos are covered by PhilHealth, but about half of them are indigents while
the rest are composed of paying individuals from both formal and informal economies
and lifetime members. ―We want all Filipinos or 100 percent of the population to be
covered by PhilHealth since we believe that every Filipino should not suffer any
injustice in availing health services,‖ Villanueva said.
The Senate bill aims to qualify every Filipino for health insurance benefits regardless
of whether or not he or she is a PhilHealth ID holder.
Villanueva crunched data from financial statements of PhilHealth in 2015 that showed
it collected P96.7 billion from premium contributions of all its members, including the
government subsidy for indigents. ―Consequently, the PhilHealth paid out around P97
billion for benefit payments that covered about 8.4 million claims. If each claim
would be treated as one patient, then it can be assumed that on average, each person
who availed PhilHealth benefits in 2015 only got P11,500 each, a measly amount to
cover annual medical expenses.‖
The bill‘s funding source indicates why pursuing the next-round sin taxes is crucial
and must be frontloaded: under the bill, funds from the universal health care program
will be sourced from: a) 80 percent of the incremental value collected from sin tax; b)
50 percent share of the national government from Pagcor income; and c) the charity
fund from the PCSO.
Rice tarrification
Besides tax reform, the President pitched at his third Sona the urgent need for rice
tariffication—that is, converting quantitative restrictions or caps on rice imports to
imposing rice tariffs. This measure is universally seen as a key solution to resolving
the problem of rice price spikes on account of supply shortages, a problem that in turn
has been blamed for feeding the record inflation in May and June that breached
targets. Together with the global oil price increases that the crafters of the TRAIN law
admitted to having underestimated, the rice price hikes had been cited among those
that caused blame to be heaped on the tax reform law.
The President had said in his Sona that ―we need to switch from the current quota
system in importing rice to a tariff system where rice can be imported more freely.
This will give us additional resources for our farmers, reduce the price of rice by up to
P7 per kilo, and lower inflation significantly.‖
House Agriculture and Food Committee Chairman Jose Panganiban Jr. said House
Bill 7735, or the ―Revised Agricultural Tariffication Act,‖ is up for plenary debates in
the House of Representatives soon. This will amend Republic Act 8178.
In the Senate, Agriculture Committee chairman Sen. Cynthia Villar had, in the last
hearing on the measure in May, said she would rather take her time and completely
thresh out all issues on the rice tarrification than risk a haphazard bill that would later
create problems for the Philippine farm sector. She said she wanted to protect Filipino
farmers.
Villar‘s indicative timeline of end-2018 for finishing her committee work on the rice
tarrification could be problematic, however, because the Philippines risks being
subject of a complaint in the World Trade Organization (WTO) if it does not effect
the conversion from QR to rice tariffs by the third quarter.
The National Economic and Development Authority (Neda) echoed President
Duterte‘s call on Congress to pass the bill to ―tariffy‖ the country‘s quantitative
restriction on rice. In a statement on Tuesday, Socioeconomic Planning Secretary
Ernesto M. Pernia agreed that the passage of the bill will reduce rice prices and make
the agriculture sector more competitive in the long run.
The Philippines‘ rice waiver, which expired last year, needs to be replaced by a rice
tariff for all rice imports. This is part of the country‘s commitments when it acceded
to the WTO in the 1990s.
―There is no time to waste. All of us must rally behind the administration‘s reform
agenda, most especially the rice tariffication bill, which if implemented will make our
agriculture sector competitive in the long term,‖ Pernia said.
Two bills are pending in the Senate on the shift from QR to tariffs: SB 1476 amending
the Agricultural Tariffication Act, authored by Sens. Ralph Recto and Leila de Lima;
and SB 1689, by Sen. Risa Hontiveros.
In Neda‘s preliminary estimate, headline inflation rate would be reduced by one
percentage point if the domestic wholesale rice market reduces its price to the level of
imported rice.
Pernia also welcomed the President‘s stern warning against ―rice hoarders, cartels and
their protectors‖ who can create the impression of an artificial rice shortage. He said
these culprits manipulate the prices of rice to their advantage and to the detriment of
the Filipino people.
Land Use Act
Yet another measure cited in the 2018 Sona that was also listed on the March 23
common legislative agenda of the Senate-House is the long-pending bill for a National
Land Use Act (Nalua).
On Tuesday, Pernia had welcomed the President‘s inclusion of Nalua as priority. It
had been languishing in Congress for 20 years.
Pernia said Nalua aims to protect prime agricultural lands, to provide rationalized land
use planning in the country, to consolidate national laws on land uses, and to address
long-standing land use conflicts.
―We all share the President‘s desire to protect the present and future generations. With
the passage of Nalua, we ensure the sustainable use of the country‘s land and physical
resources,‖ Pernia said.
―We need to do this now,‖ Duterte had said, as the Nalua will ―put in place a national
land use policy that will address our competing land requirements for food, housing,
businesses and environmental conservation.‖
HB 5240, or ―An Act Instituting a National Land Use and Management Policy,
Providing the Implementing Mechanisms and Appropriating Funds Therefor,‖ was
approved by the House on May 2, 2017.
Until press time, it remained unclear how the Senate environment committee would
proceed on the Nalua, for which four separate bills were filed in 2016 and 2017.
There are obstacles to land use implementation, said former environment
undersecretary Elmer Mercado, and one of them is the conflict between mines and the
ancestral domain of indigenous peoples. Conflicting laws also pose a problem.
End ‗Endo‘ and contractualization
One of Duterte‘s most commented on moments in the Sona was his admission that
redressing the situation of workers in order to finally end the scourge of ―Endo‖ was
not entirely in his hands, despite his May 1, 2018, executive order proscribing Endo.
A lawyer, Duterte realized that it would require congressional action to enact a law
that satisfies both labor and employers.
He asked Congress ―to pass legislation to end the practice of contractualization once
and for all.‖
While the Sona pronouncement may be construed as a marching order for Congress to
enact a law to end the odious practice of ―Endo,‖ the slang for ―end of contract‖ (the
practice of hiring and terminating workers in five months to avoid the employers‘
burden of regularizing them), labor groups sounded skeptical a day after Edsa. One
group said a new order ―without an attached written certification‖ must be taken with
a grain of salt.
House Bill 6908 had been approved on third reading since January 2018. The Senate
bill (SB 1826) principally shepherded by Villanueva was reported out by his Labor
committee in March and awaits plenary approval.
Replying to the BusinessMirror about the Senate timeline for passage of the Security
of Tenure bill and how he would push it, Villanueva said action on the measure must
be ―Asap‖ now that the President himself had explicitly put it on top of the priority
agenda.
Labor groups feel the President must certify as urgent Senate Bill 1826, to hasten its
passage before October, the deadline for filing certificates of candidacy for the May
2019 elections.
Villanueva told the BusinessMirror he is confident his security of tenure bill addresses
both the concerns of both employers and workers.
Right after hearing the Sona, Villanueva said he agreed ―with the President that while
the Department of Labor and Employment had some successes in regularizing some
workers, there are issues that can only be addressed through tax reforms.‖
Villanueva had released in end-May the committee report on Senate Bill 1826, or the
―Security of Tenure and End of Endo Act of 2018.‖
Once passed into law, the measure, Villanueva explained, would remove ambiguities
in the Labor Code, which is the source of circumventions, and: (a) prohibit labor-only
contracting, and provide penalties for violation, (b) limit job contracting to licensed
and specialized services, (c) classify workers into regular and probationary
employees—and treat project and seasonal employees as regular employees, (d)
provide security of tenure, (e) clarify standards on probationary employment, and (f)
provide a ―Transition Support Program‖ for employees while they are not at work or
transitioning in between jobs.
In wrapping up his report in May, Villanueva said that in the process of producing the
measure, ―we learned the conflicting and contrasting interests of the different
stakeholders. But we also learned that these interests converge. We all want economic
growth, we want increase in productivity and we want better quality of life and we
want certainty both in doing business and in employment.‖
Hopefully, he can indeed produce a bill that guarantees workers‘ rights without
disrupting business unduly, as employer groups had fretted in interviews with the
BusinessMirror on Tuesday that the President‘s Sona pitch might be taken as a
blanket order against even those forms of contracting that are allowed by law.
―We believe that what we are proposing is consistent to these principles agreed upon
by all stakeholders. Ending ‗endo‘ is not anti-business. Guaranteeing the right to
security of tenure gives our workers certainty and social protection. It makes them
more efficient and more productive, which is the primary concern of every business.
Being pro-worker and pro-industry at the same time is not an impossibility,‖ the
senator stressed.
The Senate measure kept the absolute prohibition on labor-only contracting, which
happens ―when a job contractor merely recruits and supplies workers to a contractee
or the workers supplied by the job contractor are performing activities which are
directly related to the core business of the said contractee or are under the control and
supervision of the contractee.‖
Villanueva said that in cases of labor-only contracting, the job contractor shall be
considered merely an agent, and the contractee shall be responsible to the workers as
if the workers were directly employed by the contractee.
Further, in all cases where labor-only contracting is present, the workers shall be
regularized by the contractee, retroactive to the date they were first deployed to the
said contractee, without prejudice to any criminal, civil, or administrative case against
the labor-only contractor and the contractee.
The measure further provides for the licensing and regulation of contractors for
specialized work, job or services, and imposes penalties for violations including the
cancellation of license and administrative penalty for the responsible DOLE officer
who licensed a noncompliant contractor.
Coconut farmers fund, EODB, open pit mining
The President‘s Sona had also endorsed the creation of the Coconut Farmers and
Industry Trust Fund, something that Neda‘s Pernia hailed the day after.
Three bills on the subject that were filed in the Senate—by Sens. Bam Aquino, Risa
Hontiveros, Francis Pangilinan, Ralph Recto and Cynthia Villar—have been
consolidated and the resulting measure was pending at the Conference Committee
level as of late March 2018.
HB 5745 is the House version of the coconut farmers‘ trust fund. Currently, both
chambers have approved their versions but with reservations, and this prompted
Duterte to openly urge them in the Sona to create a bicameral conference committee
promptly and reconcile both bills.
Meanwhile, the Senate environment committee has yet to wrap up work on three bills
meant to prohibit open pit mining, outlaw black sand mining, and rationalize the
sharing of mining revenue, the latter of which was filed by Recto, former ways and
means committee chief.
Improving telco services
The President also cited one of his pet peeves in the Sona: the state of
telecommunications service in the country. Despite having prodded all relevant
agencies to move quickly to encourage a third telco player seen to end the duopoly in
the industry, Duterte still flagged the issue, apparently in a bid to ensure the policy
trajectory is sustained.
In the Senate, two related bills remain pending after both hurdling second-reading
approval: the Open Access in Data Transmission Act and the Public
Telecommunications Policy Act.
The mention of the recently enacted Ease of Doing Business Law or the Ease of
Doing Business and Efficient Government Service Delivery Act (Republic Act 11032)
was a welcome input, Pernia said, agreeing with the President that it will enhance
market competitiveness in the Philippines.
Not all legislators were applauding at the Sona, meanwhile. Akbayan party-list Rep.
Tom Villarin said ―again his promises to end contractualization, give the coco levy
trust fund to farmers, and other basic sector issues are good sound bites but lack
political will. He totally skirted the state of our economy, inflation, unemployment
and rising debts.‖
The President‘s determination to pursue the controversial war on drugs—still focused
on law enforcement primarily—while refusing to treat drug abuse as a health problem
as well, was also scored by critics. Lawmakers in the minority in both chambers of
Congress were dismayed that Duterte simply glossed over all the issues raised against
the bloody manner—with body count estimates ranging from 3,000 to 20,000—in
which his administration has fought illegal drugs.
In the Senate, 19 drug-related pieces of legislation are pending, an indication of how
seriously lawmakers regard the issue. As to how they will handle the drug-related
bills, given the plateful of economic measures already on the agenda, bears watching
in days to come. Meanwhile, it‘s back to work for everyone, even in the troubled
House, where the leadership change that marred the Sona continued to play out till
midweek. And no one‘s taking the time to breathe.

Researchers say the best choice for some developing countries may be to rethink the types of
crops they‘re growing.
A paper by researchers at Columbia University, published recently in the journal Science
Advances, examined the situation in India and found plenty of challenges based on its
widespread cultivation of rice.
It‘s a water-hungry plant that‘s being grown in a region experiencing more and more moisture
stress.
Starting in the 1960s, a boom in rice and wheat production helped reduce hunger throughout
India. Unfortunately, this Green Revolution also took a toll on the environment, increasing
demands on the water supply, greenhouse gas emissions, and pollution from fertilizer, the
researchers say.
―If we continue to go the route of rice and wheat, with unsustainable resource use and increasing

Researchers with Qingdao‘s saltwater rice team led by ―the father of hybrid rice‖ Yuan
Longping, were recently successful in harvesting rice in Dubai‘s desert.
H.H. Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the
United Arab Emirates (UAE), recognized the significance of the breakthrough. To commemorate
the moment, the Al Marmoom rice brand was created and will be presented as a souvenir to
distinguished guests to help promote the Yuanmi brand.
The Chinese government has made it clear it would like to take on more responsibilities and
obligations to make greater contributions in agricultural development and economic growth.
The Qingdao Saltwater Rice R&D center, led by Yuan, made the saltwater breakthrough in
September 2017.
HH Sheikh Mohammed bin Rashid Al Maktoum values food safety and health in Dubai, the
UAE, the Middle East and North Africa. It is hoped that his efforts will help countries overcome
long-standing agriculture problems and to help them be more self-sufficient, eliminate hunger,
and bring peace and prosperity to nations in need of food.
When Maktoum first heard about Yuan and the agriculture breakthrough, he invited the 87-year-
old scientist and his research team to Dubai.
Yuan‘s research team always adhered to the spirit of the Belt and Road initiative which helped
both sides to reach an agreement, establishing a strategic long-term partnership.
The project officially began on January 8, from May through July over 80 varieties of rice,
including the saltwater rice was created.
Experts from the International Rice Research Institute, India, Egypt, the UAE and China
conducted the first yield determination tests in May.
Ye Guoyou, group leader with the International Rice Research Institute, announced that the
tested production yields of five varieties numbered YCLJ59, YCYJ48, YCRN4H, YCSTU9712
and YCLJ58 were respectively: 7.8041 tons/ha, 7.4106 tons/ha, 7.3076 tons/ha, 5.952 tons/ha
and 4.8266 tons/ha. All these varieties exceed the world‘s average rice yield of 4.539 tons/ha
(From the 2014 FAO statistics).
Growing rice in the desert has always been a challenge. Extreme temperatures, high saline water,
low humidity, lack of fresh water, sand storms, lack of proper soil and planting resources have
always been obstacles.
To overcome difficulties, the team used an advanced intelligent agriculture system to help
develop Dubai‘s digital agriculture.
Under the guidelines of the ―Green Dubai‖ cooperation framework agreement, the Chinese
research team will conduct four stages of experimental and industrial tests.
The first stage involved a variety of rice planting methods in different temperatures to help
decide genetic resources and growth techniques.
Experiments for the rest of 2018 are underway. Confirming optimal soil parameters and fertilizer
circulation aimed at reducing production expenses is a primary focus.
Both sides will begin the third stage in 2019 which will include the development of a saltwater
rice farm. They will also explore green ecological land usage, and introduce commercial
investment through the Belt and Road industrial capital.
The fourth and final stage involves comprehensive promotion.
Maktoum‘s vision wants to expand the area of the saltwater rice rapidly beginning in 2020, and
sees the crop covering 10 percent of Dubai‘s total land area.
In working with the Qingdao research team, together they will establish the Yuan Longping
Middle East and North Africa Saltwater Hybrid Rice Research and Promotion Center, and
continue testing, optimizing technology conditions, training and industrial promotion.
Both sides are committed to serving the entire Arab world with saltwater rice agriculture
methods to solve hunger issues caused by poor nature conditions throughout the region.

Scientists from the University of Sheffield have discovered that engineering a high-yielding rice cultivar to have reduced stomatal density, helps the crop to conserve water and to survive high temperatures and drought. Much of humanity relies on rice as a food source, but rice cultivation is particularly water intensive—using an estimated 2,500 litres of water per kilogram of rice produced.

However, almost half of the global rice crop derives from rain-fed agricultural systems where drought and high temperatures are predicted to become more frequent and damaging under climate change. Like most plants, rice uses microscopic pores called stomata to regulate carbon dioxide uptake for photosynthesis, along with the release of water vapour via transpiration. When water is plentiful, stomatal opening also permits regulation of plant temperature by evaporative cooling. Under water-limiting drought conditions, stomatal closure normally slows down water loss. Low stomatal density rice conserves its water better under drought, and so has more water left to cool itself when necessary. Dr. Robert Caine, Research Associate from the University of Sheffield's Department of Molecular Biology and Biotechnology and Principal Investigator of the study, said: "Future predicted decreases in water availability, combined with increased frequency of extreme drought and high temperature events, are likely to present particular challenges for farmers—resulting in substantial crop loss. "Our study has shown that rice plants with fewer stomata are drought tolerant and more conservative in their water use. This means they should perform better in the future under climate change conditions. "We found that the engineered rice crops gave equivalent or even improved yields, which means it could have a massive impact on our future food security which is threatened by climate change." The new study, published today (Wednesday 25 July 2018) in New Phytologist and conducted in collaboration with the International Rice Research Institute in the Philippines, found low stomatal density rice lines used just 60 per cent of the normal amount of water. When grown at elevated atmospheric carbon dioxide levels, the low stomatal density rice plants were able to survive droughtand high temperature (40 degrees Celsius) for longer than unaltered plants. Julie Gray, Professor of Plant Molecular Biology and lead author of the study, said: "Stomata help plants to regulate their water use, so this study could have a significant impact on other crops which are at risk under climate change. Countries are now adopting product-based preferential agreements, which could be looked upon as remodeled barter, the ancient form of trade where products were exchanged without the involvement of currency, according to a research paper Zaman has written. Zaman explained that the product-based agreement would involve a country eliminating tariffs and taxes on the import of a specific commodity. In return, the benefactor would reciprocate by extending a similar benefit to the other trading partner. He said that many countries are now adopting the model, including Iran, Russia and India. Moreover, Pakistan has also undertaken it with Iran, importing oil, while exporting kinnow and rice. ―If we don‘t have to pay customs or import duty to Kenya while exporting rice, then it will be cheaper for us, therefore the demand for our product increases,‖ Zaman told The Express Tribune. He added that if Pakistan wants to do that, it will also have to let Kenya export its tea to Pakistan as well, without imposing duties. Pakistan and Kenya are negotiating a product-specific free trade agreement (FTA) to enhance bilateral trade, which currently stands at $789 million, with the volume of Pakistan‘s exports at $319 million and imports at $468 million. Analytical examination shows that bilateral trade is confined to a few products, but is growing. Pakistan is the largest importer of Kenyan tea, with $592.84 million out of a total $1,424.43 million worth of tea shipments into the country. Similarly, Pakistan exports rice worth $229.104 million in the total import of $259.043 million to Kenya.

The plants must meet rigorous domestic and international sanitary and phytosanitary standards, so allowing people to trudge through is not usually permitted, but 10 operations in Texas, Arkansas, California and Louisiana made an exception last month for a visiting Chinese delegation. In a virtual media blackout, the U.S. rice industry and the USDA hosted representatives of China‘s newly formed State Market Regulatory Administration (SMRA) as they inspected the facilities to make sure they were suitable to provide Chinese consumers with the primary staple in just about every meal they eat. It was – U.S. government and industry officials hope – the final major step in a process to open China‘s massive market to U.S. rice that has so far taken more than a decade. Still, nothing is certain with China. U.S. farmers, millers and exporters won‘t be satisfied until the first sales are made and Chinese citizens are dining on medium and long grain rice grown in U.S. fields. The precarious nature of the deal, being forged now amid an escalating trade war as the U.S. and China continue to hurl new tariffs at each other‘s goods, is why USDA officials hoped to keep the Chinese delegation‘s visit out of the spotlight. A quiet resolution is what they are still hoping for, government and industry sources tell Agri-Pulse. The officials asked not to be named because of the sensitivity of the issue. ―It was a positive sign they carried out the inspections, and we are doing all we can to maintain momentum for our members and to lead the effort with USDA to open this market,‖ a rice industry official said. The delegation‘s visit to the 10 U.S. facilities (China had initially requested to visit 30, according to one U.S. official, but they agreed to streamline the trip) went smoothly with no obvious problems, but the final verdict from the visitors may not be known any time soon. If the Chinese delegation sends back a positive report from its June visit, the U.S. could presumably begin exporting rice almost immediately. It was about a year ago, in July of 2017, that China officially agreed to the sanitary and phytosanitary protocols needed to allow in U.S. rice. That happened during the first

Comprehensive Economic Dialogue meeting between the two countries and the agreement was immediately hailed as a success. ―This is another great day for U.S. agriculture and, in particular, for our rice growers and millers, who can now look forward to gaining access to the Chinese market,‖ U.S. Agriculture Secretary Sonny Perdue said at the time. ―This market represents an exceptional opportunity today, with enormous potential for growth in the future.‖ Sonny Perdue Alvaro Durand-Morat, an assistant professor and rice trade expert for the University of Arkansas, agrees. The U.S. exports about half the rice it produces, so farmers are highly dependent on trade, said Durand-Morat, who stressed that even a very small fraction of China‘s market would be a major win for the U.S. rice sector. China consumes about 144 million tons of rice every year and is the world‘s largest rice producing and importing country. ―Any time you open that kind of opportunity, even a 1 percent share of that market would mean a lot for U.S. rice farmers,‖ Durand-Morat said. And some of that market should be guaranteed, thanks to a pledge made by China when it joined the World Trade Organization in 2001. The country, as one condition for its acceptance into the WTO, agreed to buy at least 2.7 million tons of U.S. rice each year. Ever since then the U.S. has been working with China to settle on protocols that would allow for that trade to take place, but there have been many delays and disappointments over the years as talks dragged on. The rice industry and some USDA officials had initially expected China to send the inspection delegation over soon after the July protocol was signed, but months went by with no word from Beijing. Then earlier this year China sent a 10-page questionnaire to USDA‘s Animal and Plant Health Inspection Service and demanded that it be completed by mills across the U.S. This added months of delay, and months more may be in store because few in the industry or at USDA expect China to complete the process and open its market while a trade war rages between the two countries. The U.S. first hit China with tariffs on steel and aluminum, prompting retaliatory tariffs. Separately, the U.S. hit China with a second round of tariffs to punish it for intellectual property theft. Part of the Chinese retaliation was a 25 percent tariff on U.S. rice, so even if China were to open up its market, new trade would be unlikely until the two countries settle their differences.

Cultivation of vitamin-enriched purple paddy, locally known as 'Beguni Dhan', started in Gaibandha for the first time last year, said Rashedul Islam, upazila agriculture officer (UAO) of Sundarganj. Dulali Begum, member of IPM Farmer's Club of Ramjibon village, brought a few grams of the paddy seeds from her relative in Gazipur district early 2017 and planted it on 25 decimals of land as per instruction of upazila agriculture department in the last Boro season. She got 25 maunds of yield per bigha whereas Boro produces 18 to 20 maunds per bigha. Five-bigha demonstration plots are being made with seedlings of Purple paddy at different locations and it has created much curiosity among local farmers, said the UAO of Sundarganj. The Purple paddy plants develop 90 centimetres long and have 20 to 28 spikes. Each spike contains 200 to 313 corns, whereas HYV Boro plants possess 180 to 190 corns in each spike.

Egypt's President Abdel Fattah al-Sisi gave the go-ahead for the government's strategy to import rice with the aim of meeting local demands, after limiting the areas allocated for rice cultivation to adapt to a water shortage. The presidential decision, which turns Egypt from a major rice exporter into an importer, came during Sisi's meeting July 8 with Prime Minister Mostafa Madbouli and Minister of Supply and Internal Trade Ali al-Meselhi. The meeting dealt with a host of files, including the Supply Ministry's strategy to ensure the availability of essential, strategic crops besides controlling the local market, according to presidential spokesperson Bassam Rady. In light of this strategy, Sisi agreed to allow rice imports into the country, assigning the General Authority for Supply Commodities to publicize rice in the upcoming year and determine adequate prices for this important crop in cooperation with the Agriculture Ministry. Rady said that Sisi sent his directives to intensify price control procedures and put an end to the market monopoly and commercial fraud. Egypt's government officially announced its intent to open doors for rice imports on June 6, when then-Prime Minister Sherif Ismail announced that such imports would help provide enough rice stocks so that the majority of citizens can find rice easily. The country started to suffer from the rice crisis in 2016, when citizens failed to find it in markets. At the time, traders were under fire over claims that they stock rice bags so as to sell them at higher prices. Those imports will help fill the gap arising from limiting rice cultivation,‖ professor of agricultural economy at the Desert Research Center Sherif Fayyad told Al-Monitor. Fayyad, meanwhile, said he is against imprisonment as a sanction, adding that the agricultural research centers should not be blamed for not introducing new varieties. ―The government allocates a meager part of its budget to scientific research. Of course, we the researchers can provide new varieties with higher productivity and less water consumption, but we need adequate financial support,‖ he said. Despite this heated debate, the import program found much applause by Agriculture Ministry spokesperson Hamed Abdel Dayem, who told the state-run Al-Ahram that these imports will help ensure stability in rice prices in local markets. According to Do Ha Nam, general director of Intimex Group JSC, China‘s Ministry of Finance announced an increase in the import tax on rice to 50 per cent from July 1, 2018, including sticky rice. China‘s sudden announcement had a huge impact on the export performance of enterprises. Half of Viet Nam‘s rice volume exported to China has been sticky rice in recent years. The change in China‘s import tax policy has pushed local businesses to delay exports of thousands of tonnes of sticky rice that were ready to ship to this market. They must now reduce selling prices or stockpile the product. Nguyen Van Don, director of Viet Hung Co Ltd, one of the enterprises specialising in exporting sticky rice to the Chinese market, said due to the new policy, local enterprises could not increase the volume of their sticky rice exports to China.

In this case, local enterprises do not want to pay import tax of 50 per cent, so they must buy a quota because enterprises with import quotas and countries joining the most favoured nations (MFN) will not impose the new import rate. However, Don said buying quotas will increase the cost of imports up to US$120 per tonne, so the Chinese importers only buy when the sticky rice price is low or they will accept high prices when demand increases in the local market. At present, the sticky rice inventory of Chinese enterprises is still high, so they buy small volumes or at very low prices. On the other hand, the US-China trade war has no direct impact on the rice sector, but affects the general sentiment of Chinese enterprises as well as China‘s import and export activities. Therefore, exports of sticky rice of Viet Nam can be difficult. Chinese firms have pushed for a reduction in Viet Nam‘s price of sticky rice to $380 a tonne, while sticky rice in the domestic market is traded at VND8,600-8,800 per kilogramme or $374- $383 per tonne. They must sell at $400 per tonne to break even. An export price of under $400 per tonne of sticky rice is also the lowest level in the past two years, and marks a sharp fall from the beginning of this year when the price was at $530-$540 per tonne, bringing profit for both businesses and farmers. China‘s recent change in import tax policy on the local rice industry is not its first. A year ago, China also changed its policy of importing sticky rice from Viet Nam, which had an big impact on local enterprises‘ sticky rice exports, although the tariff then wasn‘t as high. In recent years, China has become a major export market for Vietnamese sticky rice. China has promoted the import of sticky rice with high prices, leading to a strong increase in the area producing sticky rice in the Cuu Long (Mekong) Delta region. According to the Viet Nam Food Association (VFA), Viet Nam exported 1.4 million tonnes of sticky rice in 2017, with 90 per cent shipped to China. There is a high risk with exporting a large volume to one market, and warnings were issued about this situation. However, reducing the sticky rice growing area is not easy because the farmers maintain production with the belief that the export price of sticky rice will recover in the future, said Dang Thi Lien, director of Long An Food and Foodstuff Co. In this situation, experts said the Cultivation Department and localities need to monitor more closely the structure of cultivated rice, avoiding any increase in the growing area in the autumn- winter crop. AT a meeting of Senate and House leaders last March 13 on their common legislative agenda, the senators came away with a list of 39 measures they wanted passed before the 17th Congress bows out in 2019, of which 15 are economic bills. Besides this list, the lawmakers knew at that time they still had to tackle several other key measures—the Bangsamoro Basic Law (BBL), the Fair Election Act, and federalism and Charter change that they expected would end up with them once President Duterte‘s handpicked Constitutional Committee is done with its work. Topping the economic measures was of course the rest of the tax reform package, or the sequel to the Tax Reform for Acceleration and Inclusion (TRAIN) law that took effect on January 1. Fast forward to July 23, as President Duterte delivers his third State of the Nation Address. To the relief of many quarters, there were no rambling, ad lib portions; no expletives or insults; just a calm, simple delivery of a speech that lasted 48 minutes and packed with at least 15 key legislations and issues that the Chief Executive pitched to Congress. Atty. Raul Lambino, lawyer of newly installed Speaker Gloria Macapagal-Arroyo and vice president for international affairs of the PDP-Laban, said the leadership of Arroyo is expected to pass all the economic measures of the Duterte administration this year. ―All the economic measures will be prioritized by [Speaker Arroyo] this year,‖ he said in an interview.

In his Sona, Duterte dwelt at length on the BBL, since renamed to Bangsamoro Organic Law (BOL) or the Bangsamoro Organic Law on the Autonomous Region in Muslim Mindanao (BARMM). But since Congress‘s bicameral conference committee cochaired by Sen. Juan Miguel Zubiri and House Majority Leader Rodolfo Fariñas had worked overtime during the break to hammer out a compromise version of such a complicated piece of legislation with transcendental implications, at least that task was already completed by the time Sona day rolled around. And all the two chambers had to do was ratify the bicameral conference committee‘s output and send the measure to Duterte, who promised to sign it ―within 48 hours‖ of getting the same. In contrast to the generous pitch for the Bangsamoro, Duterte did not—as analysts and business groups noted—sound as gung-ho on Charter change, although he thanked profusely the chairman of the Constitutional Committee he handpicked to draft a federal charter, former Chief Justice Reynato S. Puno. Business leaders interviewed by the BusinessMirror a day after the Sona expressed some relief about the President‘s applying the brakes on Charter change, as they had worried over the additional bureaucratic layers and more tax burdens that a shift to federalism might entail.

He stressed that ―Congress cannot rush Cha-cha,‖ and ―senators need to study the issue.‖ Tax reform The BBL or BARMM and the Cha-cha aside, at least four items on the President‘s Sona wish list were coincidentally on the common legislative agenda that was drawn up after the March 23 Senate-House meeting, and therefore these are expected to take priority attention from legislators. Topping the list of these four items that are common to both the Executive and the Legislative agenda is the rest of the tax reform package under TRAIN, which will include a tax amnesty, corporate income tax reduction, rationalization of fiscal incentives, and higher tobacco and alcohol taxes, and a comprehensive mining tax reform. Following Duterte‘s appeal for Package 2 of TRAIN, the House Committee on Ways and Means on Tuesday immediately buckled down to work. Led by committee chairman Dakila Carlo Cua of Quirino, the panel convened for a DOF briefing on the cost-benefit analysis of Package 2 as well as on House measures advocating for lower corporate income tax rate. Finance Undersecretary Karl Kendrick Chua said the Philippines has one of the highest corporate income tax rates in the region at 30 percent. The government, however, collected only 3.7 percent of gross domestic product in corporate income tax revenue.

Compare that with Vietnam, Malaysia, or Thailand with much lower rates of 20 percent or 24 percent, but they collect 4 percent, 6 percent, or 7 percent of GDP, respectively, with much, much higher productivity,‖ Chua said. ―On the other hand, we have a very complicated tax incentive system. We grant the most generous fiscal incentives since they are in lieu of all taxes, both national and local, and given forever,‖ he said. In Package 2, he said the government‘s main objective is to arrive at more fair and accountable tax incentives. ―Because every peso granted as tax incentive is a peso off the budget that could have been spent for infrastructure, health, education, and social protection.‖ To be sure, deliberations on the second round of tax reforms are bound to be tough, given the huge clamor for lawmakers to first revisit the original TRAIN that took effect last January 1, in order to satisfy various sectors who insist that the so-called TRAIN played a big role in the higher-than-expected inflation posted in April, May and June. The review of the TRAIN, however, is not seen to derail deliberations on the rest of the tax reform package, given that most stakeholders acknowledge their importance to the economy. Moreover, the last two items on the second batch of tax reforms—taxes on tobacco and mining—are seen to be among the key sources for funding the universal health care act, also listed as a priority for both Executive and Legislative. Universal health care Besides shepherding the tax reform packages, Ways and Means committee chairman Sen. Juan Edgardo Angara had earlier told the BusinessMirror he strongly pushes his friend and ―seatmate‖ Sen. Joseph Victor Ejercito‘s advocacy for universal health care.

Duterte had said defects in the healthcare system were ―resulting in disparity in health outcomes between the rich and the poor in the urban areas and rural.‖ The House bill‘s main sponsor, party-list representative now Duterte‘s spokesman Harry Roque, said the House bill grants every Filipino the right to health by virtue of citizenship. In the Senate, Ejercito said, ―We‘re targeting passage of universal health care program in September, before the busy month of October, which is the filing of certificates of candidacy for next year‘s election.‖ Following the normal legislative route in the Senate, that means Ejercito‘s committee should be reporting out the measure by early August, so it can be deliberated on and voted upon in plenary. The House of Representatives had approved the bill on third and final reading in September 6 last year while the Senate version—arising from five separate bills—is still pending. Sen. Joel Villanueva authored Senate Bill 60, or the Enhanced Universal Healthcare Act, together with Senators Ralph Recto and Sherwin Gatchalian. The measure seeks to expand the benefit packages being offered by PhilHealth by increasing the amount of benefits to lessen the out-of-pocket expenses on the part of the members, according to Villanueva.

Villanueva crunched data from financial statements of PhilHealth in 2015 that showed it collected P96.7 billion from premium contributions of all its members, including the government subsidy for indigents. ―Consequently, the PhilHealth paid out around P97 billion for benefit payments that covered about 8.4 million claims. If each claim would be treated as one patient, then it can be assumed that on average, each person who availed PhilHealth benefits in 2015 only got P11,500 each, a measly amount to cover annual medical expenses.‖ The bill‘s funding source indicates why pursuing the next-round sin taxes is crucial and must be frontloaded: under the bill, funds from the universal health care program will be sourced from: a) 80 percent of the incremental value collected from sin tax; b) 50 percent share of the national government from Pagcor income; and c) the charity fund from the PCSO. Rice tarrification Besides tax reform, the President pitched at his third Sona the urgent need for rice tariffication—that is, converting quantitative restrictions or caps on rice imports to imposing rice tariffs. This measure is universally seen as a key solution to resolving the problem of rice price spikes on account of supply shortages, a problem that in turn has been blamed for feeding the record inflation in May and June that breached

Together with the global oil price increases that the crafters of the TRAIN law admitted to having underestimated, the rice price hikes had been cited among those that caused blame to be heaped on the tax reform law. The President had said in his Sona that ―we need to switch from the current quota system in importing rice to a tariff system where rice can be imported more freely. This will give us additional resources for our farmers, reduce the price of rice by up to P7 per kilo, and lower inflation significantly.‖ House Agriculture and Food Committee Chairman Jose Panganiban Jr. said House Bill 7735, or the ―Revised Agricultural Tariffication Act,‖ is up for plenary debates in the House of Representatives soon. This will amend Republic Act 8178. In the Senate, Agriculture Committee chairman Sen. Cynthia Villar had, in the last hearing on the measure in May, said she would rather take her time and completely thresh out all issues on the rice tarrification than risk a haphazard bill that would later create problems for the Philippine farm sector. She said she wanted to protect Filipino farmers. Villar‘s indicative timeline of end-2018 for finishing her committee work on the rice tarrification could be problematic, however, because the Philippines risks being subject of a complaint in the World Trade Organization (WTO) if it does not effect the conversion from QR to rice tariffs by the third quarter. The National Economic and Development Authority (Neda) echoed President Duterte‘s call on Congress to pass the bill to ―tariffy‖ the country‘s quantitative restriction on rice. In a statement on Tuesday, Socioeconomic Planning Secretary Ernesto M. Pernia agreed that the passage of the bill will reduce rice prices and make the agriculture sector more competitive in the long run. The Philippines‘ rice waiver, which expired last year, needs to be replaced by a rice tariff for all rice imports. This is part of the country‘s commitments when it acceded to the WTO in the 1990s.

Two bills are pending in the Senate on the shift from QR to tariffs: SB 1476 amending the Agricultural Tariffication Act, authored by Sens. Ralph Recto and Leila de Lima; and SB 1689, by Sen. Risa Hontiveros. In Neda‘s preliminary estimate, headline inflation rate would be reduced by one percentage point if the domestic wholesale rice market reduces its price to the level of imported rice. Pernia also welcomed the President‘s stern warning against ―rice hoarders, cartels and their protectors‖ who can create the impression of an artificial rice shortage. Land Use Act Yet another measure cited in the 2018 Sona that was also listed on the March 23 common legislative agenda of the Senate-House is the long-pending bill for a National Land Use Act (Nalua). With the passage of Nalua, we ensure the sustainable use of the country‘s land and physical resources,‖ Pernia said.

Until press time, it remained unclear how the Senate environment committee would proceed on the Nalua, for which four separate bills were filed in 2016 and 2017. There are obstacles to land use implementation, said former environment undersecretary Elmer Mercado, and one of them is the conflict between mines and the ancestral domain of indigenous peoples. Conflicting laws also pose a problem. End ‗Endo‘ and contractualization One of Duterte‘s most commented on moments in the Sona was his admission that redressing the situation of workers in order to finally end the scourge of ―Endo‖ was not entirely in his hands, despite his May 1, 2018, executive order proscribing Endo. A lawyer, Duterte realized that it would require congressional action to enact a law that satisfies both labor and employers. He asked Congress ―to pass legislation to end the practice of contractualization once and for all.‖ While the Sona pronouncement may be construed as a marching order for Congress to enact a law to end the odious practice of ―Endo,‖ the slang for ―end of contract‖ (the practice of hiring and terminating workers in five months to avoid the employers‘ burden of regularizing them), labor groups sounded skeptical a day after Edsa. One group said a new order ―without an attached written certification‖ must be taken with a grain of salt.

Right after hearing the Sona, Villanueva said he agreed ―with the President that while the Department of Labor and Employment had some successes in regularizing some workers, there are issues that can only be addressed through tax reforms.‖ Villanueva had released in end-May the committee report on Senate Bill 1826, or the ―Security of Tenure and End of Endo Act of 2018.‖ Once passed into law, the measure, Villanueva explained, would remove ambiguities in the Labor Code, which is the source of circumventions, and: (a) prohibit labor-only contracting, and provide penalties for violation, (b) limit job contracting to licensed and specialized services, (c) classify workers into regular and probationary employees—and treat project and seasonal employees as regular employees, (d) provide security of tenure, (e) clarify standards on probationary employment, and (f) provide a ―Transition Support Program‖ for employees while they are not at work or transitioning in between jobs. In wrapping up his report in May, Villanueva said that in the process of producing the measure, ―we learned the conflicting and contrasting interests of the different stakeholders. But we also learned that these interests converge. We all want economic
  • 40. growth, we want increase in productivity and we want better quality of life and we want certainty both in doing business and in employment.‖ Hopefully, he can indeed produce a bill that guarantees workers‘ rights without disrupting business unduly, as employer groups had fretted in interviews with the BusinessMirror on Tuesday that the President‘s Sona pitch might be taken as a blanket order against even those forms of contracting that are allowed by law. ―We believe that what we are proposing is consistent to these principles agreed upon by all stakeholders. Ending ‗endo‘ is not anti-business. Guaranteeing the right to security of tenure gives our workers certainty and social protection. It makes them more efficient and more productive, which is the primary concern of every business. Being pro-worker and pro-industry at the same time is not an impossibility,‖ the senator stressed. The Senate measure kept the absolute prohibition on labor-only contracting, which happens ―when a job contractor merely recruits and supplies workers to a contractee or the workers supplied by the job contractor are performing activities which are directly related to the core business of the said contractee or are under the control and supervision of the contractee.‖ Villanueva said that in cases of labor-only contracting, the job contractor shall be considered merely an agent, and the contractee shall be responsible to the workers as if the workers were directly employed by the contractee. Further, in all cases where labor-only contracting is present, the workers shall be regularized by the contractee, retroactive to the date they were first deployed to the said contractee, without prejudice to any criminal, civil, or administrative case against the labor-only contractor and the contractee. The measure further provides for the licensing and regulation of contractors for specialized work, job or services, and imposes penalties for violations including the cancellation of license and administrative penalty for the responsible DOLE officer who licensed a noncompliant contractor.
