Mental health has been in the news quite a bit lately. Dozens of U.S. states are currently suing Meta for contributing to the youth mental health crisis by inserting addictive features into their products, while the U.S. Surgeon General is touring the nation to bring awareness to the growing epidemic of loneliness and isolation. The country has endured periods of low national morale, such as in the 1970s when high inflation and the energy crisis worsened public sentiment following the Vietnam War. The current mood, however, feels different. Gallup recently reported that national mental health is at an all-time low, with few bright spots to lift spirits.
To better understand how Americans are feeling and their attitudes towards mental health in general, ThinkNow conducted a nationally representative quantitative survey of 1,500 respondents and found some interesting differences among ethnic, age and gender groups.
Technology
For example, 52% agree that technology and social media have a negative impact on mental health, but when broken out by race, 61% of Whites felt technology had a negative effect, and only 48% of Hispanics thought it did.
While technology has helped us keep in touch with friends and family in faraway places, it appears to have degraded our ability to connect in person. Staying connected online is a double-edged sword since the same news feed that brings us pictures of the grandkids and fluffy kittens also feeds us news about the wars in Israel and Ukraine, the dysfunction in Washington, the latest mass shooting and the climate crisis.
Hispanics may have a built-in defense against the isolation technology breeds, owing to their large, multigenerational households, strong social support systems, and tendency to use social media to stay connected with relatives abroad.
Age and Gender
When asked how individuals rate their mental health, men rate it higher than women by 11 percentage points, and Baby Boomers rank it highest at 83%, saying it’s good or excellent vs. 57% of Gen Z saying the same.
Gen Z spends the most amount of time on social media, so the notion that social media negatively affects mental health appears to be correlated. Unfortunately, Gen Z is also the generation that’s least comfortable discussing mental health concerns with healthcare professionals. Only 40% of them state they’re comfortable discussing their issues with a professional compared to 60% of Millennials and 65% of Boomers.
Race Affects Attitudes
As seen in previous research conducted by ThinkNow, Asian Americans lag other groups when it comes to awareness of mental health issues. Twenty-four percent of Asian Americans believe that having a mental health issue is a sign of weakness compared to the 16% average for all groups. Asians are also considerably less likely to be aware of mental health services in their communities (42% vs. 55%) and most likely to seek out information on social media (51% vs. 35%).

maar ook voor rugby, korfbal, hockey,…

42. 6.1. Mandaatverlening
• de subsidie-aanvrager dient met de Vlaamse
Gemeenschap een mandaatovereenkomst af te
sluiten teneinde
– gebundelde aanbesteding te organiseren
– opdracht toe te wijzen aan de gekozen private partner
– individuele DBFM-overeenkomst te ondertekenen binnen

• Dit mandaat kan alleen beëindigd worden:
– als de opgegeven jaarlijkse beschikbaarheidsvergoeding
hoger ligt dan de mandaatprijs zoals vermeld in de
mandaatovereenkomst, met name
• 105.000 euro voor een multifunctioneel kunstgrasveld
• 130.000 euro voor een kunstgrasveld bestemd voor hockey
• In elk geval na ontvangst offertes terugkoppeling
naar subsidieaanvragers over de
beschikbaarheidsvergoeding en het project
• Mandaatverlening onder opschortende voorwaarde
van selectie en gunstige rangschikking door de VR
44. 6.2. Voordelen

49. 8.1. Principe DBFM-overeenkomst
• De opdrachtgever krijgt infrastructuur ter beschikking waarvoor
een periodieke beschikbaarheidsvergoeding wordt betaald aan
de private projectvennnootschap.
• Deze beschikbaarheidsvergoeding dekt de kosten voor:
– het beschikbaar stellen en houden van de desbetreffende
sportinfrastructuur
– Inclusief
• kost voor aanleg van sportinfrastructuur
• financieringskost
• onderhoudskost
• kosten van projectvennootschap
• Ingeval van onbeschikbaarheid of het niet voldaan zijn aan
speeltechnische eisen, wordt een prestatiekorting in
mindering gebracht van beschikbaarheidsvergoeding.
50. 8.2. DBFM-overeenkomst: fasen
• Na gunning: ondertekening individuele DBFM-overeenkomst
door de Vlaamse Gemeenschap in naam en voor rekening van
de lokale overheid (zie mandaat)
• Ondertekeningsdatum = Contractdatum
– start aanvangsfase
• Afgifte Aanvangsbevel = Aanvangsdatum
– start bouwfase

51. 8.3. Betalingsmechanisme
• Bruto Beschikbaarheidsvergoeding (BBV)
– Periodieke vaste vergoeding betaalbaar door de opdrachtgever aan
de private partner voor het ontwerp, de aanleg en het onderhoud
van het kunstgrasveld
– goede prijs door standaardisatie en bundeling
– Life cycle benadering door bouw- en beschikbaarheidsrisico bij
private partner te leggen
• Netto Beschikbaarheidsvergoeding (NBV) = BBV – PK, waarbij
– Prestatiekorting (PK) een korting is ten gevolge van
• Overschrijding responstijd bij drie categoriën Gebreken
• Het niet-voldaan zijn van Speeltechnische Eisen
• De NBV is voor het eerst verschuldigd in het kwartaal van
de aflevering van het Beschikbaarheidscertificaat.
52. 8.3.1. Prestatiekorting bij gebrek
• Drie categorieën van gebreken:
– Gebrek Prioriteit 1
• Een defect waardoor het Kunstgrasveld niet meer kan
worden bespeeld tijdens (een deel) van de dag
– Gebrek Prioriteit 2
• Een gebrek dat een veiligheidsrisico voor het gebruik van
het kunstgrasveld met zich meebrengt
– Gebrek Prioriteit 3
• Overige gebreken
53. 8.3.2. Responstijd
• = maximum tijd waarbinnen gebrek dient hersteld te
worden
• de verplichte responstijd voor de gebreken is als
volgt:
– responstijd Gebrek Prioriteit 1: max. 2 werkdagen
– responstijd Gebrek Prioriteit 2: max. 7 werkdagen
– responstijd Gebrek Prioriteit 3: max. 19 werkdagen
• korting berekend op basis van overschrijding van
responstijden
54. 8.3.3. Prestatiekorting bij
Speeltechnische eisen
• minimum 2-jaarlijks wordt het Kunstgrasveld op zes plaatsen
gekeurd door een ISO 17025 (voor multifunctionele gebruik dan
wel door een FIH (voor hockeysport) geaccrediteerd
veldtestinstituut
• indien bij een tweede keuring nog steeds niet aan de
speeltechnische eisen wordt voldaan, wordt een
prestatiekorting aangerekend
• de prestatiekorting wordt dan per kwartaal berekend op basis
van:
– het aantal dagen in het kwartaal dat aan eisen niet voldaan is
– het aantal eisen waar niet aan voldaan is
55. 8.3.4. 100%-korting
• indien een Kunstgrasveld volledig verzakt is,
wordt een korting van 100% toegepast en
wordt het Kunstgrasveld als geheel
onbeschikbaar beschouwd:
– een put van méér dan 50mm diep met een
oppervlakte van méér dan 4m²; of
– een helling van het Kunstgrasveld van méér dan
2.5%.
56. Opdrachtnemer (projectvennootschap)
• Het kunstgrasveld ontwerpen, aanleggen, financieren,
beschikbaar stellen en houden, en overdragen in
overeenstemming met deze Overeenkomst;
• Hierbij de risico‟s dragen, beheersen en ondergaan die volgens
deze Overeenkomst te zijnen laste zijn.
Opdrachtgever (subsidietrekker)
• Periodieke betalingen (per kwartaal) aan de Opdrachtnemer in
overeenstemming met de Overeenkomst.

61. 9.1.1. Gunningsfase
• Opdracht:
– opdracht voor het ontwerpen, aanleggen en financieren van een bundel
van kunstgrasvelden, welke tevens gedurende een periode van 10 jaar
dienen onderhouden te worden.
– de private kandidaten in de gunningsprocedure dienen een bod
(bruto-beschikbaarheidsvergoeding) in voor elk individueel project in de
bundel.
– hiertoe dient elk project individueel opgenomen te worden in het bestek
(belang van correcte en volledige individuele projectfiche).
• Gunningsfase:
– na de gunning zal de gekozen private kandidaat een projectvennootschap
(SPV) oprichten
– de projectvennootschap zal een individuele DBFM-overeenkomst afsluiten
met elke opdrachtgever (waarvoor mandaat gevraagd wordt door de
Vlaamse Gemeenschap)
62. 9.1.2. Aanleg- en
Beschikbaarheidsfase
• Aanlegfase:
– realisatie van het kunstgrasveld zodoende de sportinfrastructuur
beschikbaar te stellen in overeenstemming met de outputspecificaties
(DBFM-overeenkomst).
– geen overdracht van een zakelijk recht naar de SPV.
– bij aflevering van het beschikbaarheidscertificaat dient de eerste
beschikbaarheidsvergoeding betaald te worden door de afnemer van het
project.
• Beschikbaarheidsfase:
– indien de sportinfrastructuur onbeschikbaar is of aan bepaalde eisen niet
wordt voldaan, zal een korting worden toegepast op de
beschikbaarheidsvergoeding.
– na de beschikbaarheidsperiode gaat de sportinfrastructuur om niet
(“kosteloos”) over naar de afnemer of subsidieaanvrager (einde van het
DBFM-overeenkomst).
– bij overdracht zal de sportinfrastructuur moeten voldoen aan de in het
DBFM-overeenkomst vermelde overdrachtseisen.
63. 9.2. Projectfiche
• Zal deel uitmaken van het bestek
• Doel: bieders kunnen op basis van individuele
projectfiche een optimale
beschikbaarheidsvergoeding berekenen
• Info over o.m. inplanting, toegankelijkheid terrein,
nutsleidingen, contactgegevens,…

komen bespreken nadat project geselecteerd werd
