2010 - The JISC e-content programme은 2009년부터 디지털화를 위한 기관의 기술과 전략(예,
리즈대학의 Life-Share Project), 분산되어 있는 디지털 콘텐츠를 한데 모으는 방법(예,
브리스톨대학의 Visualising China Project)을 연구하는 프로젝트에 재원을 투입하고 있음.
2009 - JISC Digitisation Programme의 제2단계 사업이 종료됨. RLUK 19세기 팜플렛과 같은
프로젝트에 지원했으며, 옥스포드대학의 First World War Poetry Archive는 큰 성공을 거둠.
2008 - 180만 파운드(한화 31억)의 재원을 투입함. Enriching Digital Resources라는 배너아래
25개의 소규모 프로젝트를 지원함.
2007 - JISC Digitisation Programme 제2단계를 시작함. 1,160만 파운드(£11.6m, 한화 199억)
로 16개 프로젝트를 지원함. Birmingham Museum's Pre-Raphaelite resource와 the University of
Kent's British Political Cartoon archive가 포함됨.
2006 - JISC Digitisation Programme 제1단계 종료됨에 따라 각종 결과물이 온라인으로
공개됨. 영국도서관(British Library)의 Archival Sound Recordings과 에섹스대학(University of
Essex)의 Online Historical Population Reports도 포함됨.
2004 - JISC Digitisation Programme을 시작함. 총 비용 1,200만 파운드(c.£12m, 한화 206억)을
지원함. NewsFilm online이 ITN film footage를 디지털화하고, 귀중한 학술논문을 Medical

파일럿으로 디지털화하든지 소규모 타당성 조사를 수행하는 것, 이미
디지털화되었지만 사용되지 않고 있는 콜렉션의 이용을 촉진시키고 발전시키는
것, 관련된 디지털 자원을 서로 연결함으로써 콘텐트 클러스터를 개발하는 것.

Gareth Roberts 교수의 International Partnerships of Research Excellence와 2009 Higher

보고서에 영향을 받아 JISC eContent and Digitisation programme는 국제적으로
디지털자원의 개발을 고려하는 다양한 국제 프로그램을 개발함.
대서양에 관한 디지털 콘텐트와 전문지식을 묶고자 미국 국립인문재단(National

디지털자원의 보존은 영국대학에서 그 중요도가 점점 더해가고 있는 광범위한

활동임. 교육부문은 디지털 콘텐트를 생성하고 라이선싱하는 것뿐만 아니라
출판사, 정부, 국립도서관, 기록보존소 에 의해 생성되거나 큐레이트된
디지털자원에 많이 의존하는 주요 이용자임. 연구자, 학생, 직원, 기관들은 이들
디지털 자원에 대한 현재의 이용가능성과 미래 접근성을 필요로 함.
디지털정보의 큐레이션과 보존은 과학기술부(Office of Science and Technology,
OST) 워킹그룹에 의해 미래 국가 e-인프라구조의 6개 핵심요소중 하나로
파악되었음.
·JISC는 디지털 자료의 장기보존과 관련하여 연구개발을 수행하는 세계
선도기관중 하나임. JISC가 전부 또는 일부 재정지원하고 있는 프로젝트는 다음과
같음. : the Cedars Project, the Arts & Humanities Data Service, the UK Data Archive and the
Digital Curation Centre.

23. 1.3 디지털 브리튼 (Digital Britain)
영국의 차세대 디지털 전략임.
·
디지털 브리튼 계획은 지식기반 경제활동을 지원하는 기본 인프라로서 유무선
·
네트워크 정비와 영국 고유의 콘텐츠 육성의 필요성을 강조하고 있음. 또한
경제활성화뿐만 아니라 모든 국민에게 공정한 접근기회의 제공이라는 측면에서도
주목하고 있음.
디지털 브리튼 계획은 크게 5개 목표를 추진하기 위한 것임.
·
- 보고서는 디지털 네트워크, 디지털 콘텐츠, 보편적 접속, 보편적 서비스 4개 부문으로
구성됨. 이들 부문의 목표를 구체화하기 위해 2012년까지 추진해야 할 22개
실행계획을 담고 있음.
2. 미국
2.1 National Digital Information Infrastructure and Preservation Program (Library of
Congress NDIIPP)
미션 :「현재 및 장래 세대의 위해 급증하는 디지털 정보-특히 디지털 형식으로만
·
존재하는 정보-를 수집 보존, 이용하기 위한 국가 전략을 개발하는 것」
미국이 국가 규모의 포괄적인 디지털 정보 보존 프로젝트를 본격 시작한 것은
·
주목할 만함.
프로그램 파트너 및 이니셔티브들 : NDIIPP은 민간이 공동으로 수행한
·
국가차원의디지털 프로젝트임. LC는 어려움을 헤쳐나가기 위해 130개 이상의
기관들과 보존네트워크를 구축하고 이들과 다양한 이니셔티브를 수행함.
배경 : 구미에 있어서의 디지털 정보 보존 계획의 동향에 대해 조사한 JISC의
·

24. 비그리(Neil Beagrie) 씨는 현재 상태는 디지털 정보 보존보다 디지털화에
자금분배하는 것이 주류를 이루고, 단기적인 액세스를 중시하여 장기적인 이익을
가져와야할 보존 문제는 경시 경향에 있는 것을 지적함. 지금까지 전자도서관
사업은 주로 콜렉션의 전자화에 중점을 두어 왔음을 부정할 수 없을 것임.
NDIIPP의 직접적인 배경은 전미 과학 아카데미(National Academy of Science: NAS),
·
전미 연구 협의회(National Research Council: NRC)에 의해 2000년 7월에 제출된 보고서
「LC21:LC를 위한 디지털 전략」임. 이 보고서에는 LC가 다른 공공· 민간 부문과
제휴해 디지털 정보를 국가 규모로 협동적으로 수집 보존하기 위한 리더쉽을
발휘해야 한다고 제언함.
이 제언에 따라 2000년 12월 주로 Born-Digital 정보의 장기적 보존을 위해, LC가
국가 규모의 기반 정비를 주도하는 것을 목적으로 한 NDIIPP법이 통과(Public Law.
No. 106-554)함. 이 법안에 따라 미의회도서관은 디지털 콘텐트의 장기보존계획을
수립하고, 분야별 국가도서관, 연방기관, 연구기관, 영리조직 등과 협력할 과업을
부여받음. 2003년 2월 14일 NDIIPP의 초기 기본계획이 의회에서 승인되었음.
- 프로그램을 위한 예산으로는 1억달러가 책정됨.
·5백만 달러는 즉시 인가되었고 2천만 달러는 NDIIPP 계획의 의회 승인 후에,
마지막 7천 5백만 달러는 민간 부분에서 7천 5백만 달러를 조달하는 것을 조건으로
매칭 펀드 방식으로 배정받도록 하였으므로 가용 예산은 총 1억 7천 5백만 달러에
달함.
·예산액은 초기 계획 책정 및 선택적인 웹 아카이빙을 위해서 500만 달러, 의회 승인
후의 초기 계획 이행을 위해서 2,000만 달러라고 보고됨.
사업 초기에 NDIIPP에서 예상한 사업 분야별 예산 배분 계획은 다음과 같음.
-범주 1, 실제적인 응용 및 모델 분야 : 5개 내지 8개 프로젝트에 70% 비중 할당
-범주 2, 디지털 보존 아키텍처 분야 : 1개 내지 3개 프로젝트에 20% 비중 할당
-범주 3, 디지털 보존 기초 연구 : 1개 내지 2개 프로젝트에 10% 비중 할당
분야별 응용 사업은 보존 대상 콘텐트의 주제 분야별 다양성과 매체형식별 다양성을
보장하기 위한 것임. 2003년 8월부터 11월까지 3개월간 NDIIPP가 파트너 단체들에게
사업계획을 공모한 결과 대학, 정부기관, 기업체, 방송국, 법률회사, 비영리 단체
등의 25개 기관이 참여하는 8개 프로젝트가 추진됨. 여기에 참여하는 기관들은 최장
3년까지 최대 300만 달러를 지원받으면서 상응하는 금액을 매칭 펀드형태로 투자함.
이와 함께 디지털 보존 기초 연구를 위해서 2004년 6월에 National Science
Foundation과 공동으로 디지털 자료의 보존에 관한 고등 연구 기금을 2백만 달러 규
모로 제정하여 디지털 리포지터리 모형, 디지털 보존 도구 및 기술과 절차, 그리고
체제, 경제 및 정책적 논점의 세 분야로 나누어 연구과제를 공모한다고 발표함.
이와 같은 미국내 사업을 진행하는 한편으로 대외적으로 NDIIPP는 영국의 DPC와
협정 체결, 프랑스 국립도서관이 주도하는 국제 협력 컨소시엄인 IIPC 등에의 참여를
통해 적극적인 협력활동을 추진해 나감.

25. 이 사명을 달성하기 위한 국가적 기반은, (1) 다양한 파트너와의 협동적인 네트워크
구축, (2) 그 네트워크를 개입시켜 협동적인 디지털 정보 보존을 가능으로 하는
분산형의 시스템 아키텍쳐 구축, 으로부터 구성되어야 한다고 함. 이 발상의
근저에는, 디지털 정보 보존은 단독의 조직으로 해결할 수 있는 문제는 아니님.보존
프로세스에 대해 이해가 복잡하게 서로 관련됨. 예를 들면 기록 포맷의 통일,
프로토콜이나 메타데이타의 표준화, 지적 재산권의 처리등의 여러 문제가 존재해,
그것들에 임하기 위해서는 아무래도 타기관간 협력 체제가 불가결함.
실제, NDIIPP 초기 계획 책정 단계에 있어, LC는 전미 디지털 전략
자문위원회(National Digital Strategy Advisory Board)를 설치하는 등
해(공공부문으로부터 상무성, 백악관 과학기술 정책실, 국립 공문서관, 국립 의학
도서관 등, 민간 부문에서 도서관 관련 업계나 디지털 컨텐츠 업계, IT업계등에서
구성), 다양한 이해관계자라는 협의를 거듭해 왔음.
이것들 전략을 구현하기 위해, 웹 사이트등을 개입시킨 홍보 체제도 충실시키면서,
구체적으로는 다음의 제프로젝트를 당면 1~5년의 기간에 진행시켜 나가는 것이 초기
기본계획에서는 정해졌음.
(1) 누가 무엇을 보존할까:누가 무엇을 보존할까를 명확하게 하기 위해서, 국립
도서관간 혹은 다른 수집 기관과 협동 수집의 협정을 체결하는 것, 영속적 가치가
있는 컨텐츠를 사정하기 위한 가이드 라인 책정, 동적인 디지털 정보를 선택하기
위한 베스트 프랙티스의 검증, 웹 컨텐츠의 보존 대상 범위의 정의, 디지털 정보에도
적용 가능한 콜렉션 구축 방침의 검증이 실시됨.
(2) 비지니스 모델의 개발:보존 프로세스를 사업으로서 성립시키려면 그것을
지지하는 구조가 불가결이 됨. 거기서 비지니스 모델을 개발하기 위해서, 컨텐츠를
납본 하는 정보 작성자측등의 인센티브의 분류, 디지털 정보 보존의 비용과 편익을
측정하는 수법의 책정, 장기성을 보증 할 수 없을 가능성이 있는 영리 조직등이
보존하는 자료의 피난장을 마련하기 위한 모델화, 등에 자원이 투자됨.
(3) 표준화의 촉진:표준화를 촉진하기 위해서, 메타데이타 및 영속 식별자등의
표준화, 기록 포맷이나 encode 방식에 관한 조사 및 베스트 프랙티스 활용의 추천,
migration나 에뮬레이션 등에 관한 조사나 전략 책정등을 들 수 있음.
(4) 지적 재산권 문제:장해가 되는 지적 재산권 문제를 해결하기 위해서, 인터넷상의
디지털 정보를 LC가 보존하기 위해서 필요한 권한에 대한 조사, 디지털 컨텐츠와
납본제도와의 관계성의 조사, 디지털 정보 보존 후에서의 시큐러티나 프로텍트
기능의 조사, 다른 국립 도서관이나 다국적 출판· 미디어 산업과의 협동에 대해
문제가 되는 저작권법등의 국제적인 적용 범위의 조사등도 실시됨.
(5) 시스템 아키텍쳐의 구축:현실화하려면 고도의 시스템이 필요하기 때문에, LC는
타기관과 협동해, 이하의 요건을 채우는 아키텍쳐 구축을 목표로 함. 그 요건이란,

26. 조직간의 제휴 협력을 지원하는 것인 것, 보존과 액세스의 문제를 구분해 취급할 수
있는 것 같은 설계로 해, 개념적으로 4층 구조-인터페이스층, 콜렉션층, 게이트웨이층,
레포지트리층-로 하는 것(즉, 법적·경제적 문제가 해결할 때까지 잠정적인 액세스
제한을 용인해 두는 전략을 취하는 것을 의미함), 가능한 한 기존 기술을 활용해
모듈 방식에서의 설계로 하는 것, 한 번에 구축하는 것이 아니라 장기적으로 조립해
갈 수가 있는 것 같은 설계로 하는 것, 폭넓게 적용되고 있는 프로토콜을 채용하는
것임.
이와 같이 미국은, LC가 리더쉽을 취해, 다양한 이해관계자와의 파트너십에 의해
실현될 수 있는 디지털 정보 보존의 네트워크와 아키텍쳐로부터 완성되는 국가
기반을 쌓아 올려, 책임을 분담하는 형태로 전미의 디지털 정보를 국가 유산으로
해서 보존해 나가는 전략을 선택하려고 하고 있음.
시사점 :
- 한국의 현상에 비춰보면, 디지털 정보 보존에 대한 인식은 대체로 낮고, 직면하는
문제의 긴급성에 비교해 과제의 수행 난이도는 상당히 높음. 따라서 디지털 정보
보존의 WHY, HOW는 중요한 문제이지만, 현단계에서 한국에서 시급하게 임해야 하는
것은, 누가(WHO) 책무를 져야 하는 것인가라고 하는 것임.
- 국가 지식자원 아카이빙을 위한 통합기구를 신설할 필요가 있음 이 기구를 통하여
정책적 문제, 법률적 문제, 기술적 문제, 표준화 문제, 참조모형 개발, 이해관계자 협력
문제 등을 담당하여 국가 지식자원 아카이빙을 지원하는 거버넌스 서비스를 담당해야
함.
- 미국의 NDIIPP법처럼 디지털 아카이빙 사업을 추진할 수 있는 독자적 법률을
제정하고 이를 근거로 관련 재원 및 조직을 확보해야 함.
