The JSC Auditing Center "Risks Evaluation" (ACRE) was established in 2001 to conduct aviation technical audits of airlines to evaluate risks for customers. Over 15 years, ACRE has audited 202 airlines, inspecting 977 aircraft and evaluating over 10,000 pilots. The audits assess aircraft condition, flight operations, maintenance, and pilot qualifications. Audit reports are provided to customers with ACRE expert recommendations on airline approval or disapproval. ACRE's main customers include oil and gas companies. By identifying issues, ACRE aims to reduce risks and increase flight safety for customers.

The article covers implementation in Russia of the Continuous Monitoring
Approach (CMA) under the Universal Safety Oversight Audit Programme (USOAP)
developed by the International Civil Aviation Organization (ICAO). Authors analyzed
the problems arisen during the experts’ data collection, processing and submitting to
the ICAO and revealed the main causes of those problems: the use of ICAO’s original
questionnaires as the main tool for keeping and exchanging expert data, as well as
complexity of the expert activity coordination in a two-level interaction scheme
comprised of a national coordinator and experts. It is demonstrated the need to switch
to a three-level interaction scheme that include coordinators for each audit area, and
the need to develop an information system, which introduction would allow us to
avoid the revealed problems during implementation of the CMA under the Universal
Security Audit Programme.

■ JSC Auditing Center "Risks Evaluation" (ACRE) was registered in July, 2001. Auditing Center has
been accredited in the IPO “International Association of Quality" - "SovAsK" and received a
Certificate of accreditation as a Body on technical aviation audit (BTAA). With the help of technical
aviation audits ACRE reduces the possible risks in the services provided by Airlines during flight
operations or aerial works in the interests of the Customers. Today the founders of the JSC
Auditing Center - Alexander CHERKASOV and Tatyana MAKAROVA will share their experience of
how effectively to perform this task - lowering risks and increase of flight safety.

- What does it includes carrying out an aviation technical audit?
Alexander CHERKASOV:
- Conducted by the Auditing Center an aviation technical audits of Airlines includes an assessment of
technical and service life status of their aircraft (A/C), assessment of Airlines flight operations and
maintenance activities, evaluation of flight personnel qualifications from the point of view of compliance with
the requirements of item 5.8.4. FAP-128 and application recommendations of Oil & Gas Producers (OGP) –
Aircraft Management Guidelines regarding minimum recommended flying time of flight personnel,
assessment of maintenance operations and flight safety status in the Airlines. Objective analysis of the
obtained data allows estimating the risks of use by the Customers of the selected carriers.
- What is the result of this audit?
Tatyana MAKAROVA:
2. The result of such audit is the audit report and comprehensive conclusion, provided to the Customer with
the recommendations of the Experts of the Auditing Center on the possibility of the use/non-use of the
audited Airlines.
- What are the achievements of Auditing Center "Risks Evaluation" on the eve of its anniversary?
Alexander CHERKASOV:
- The 15-years anniversary of auditing activity ACRE meets with the following figures. We performed audits
of 202 Airlines/Aviation Enterprises in Russia, CIS, and foreign countries. The total 977 aircraft have been
actually checked, which includes 511 helicopters of domestic and foreign manufacturers & 466 aircraft of
domestic and foreign manufacturers, such as Boeing B-737/757/767 and Airbus A320/321/319,
Bombardier, Embraer, L-410, IL-86/IL-96, Tu-154/Tu-134, Yak-40/42 etc. The log-books and on-board
documentation of 977 aircraft were inspected which means thousands of log-books of fuselages, engines,
main gearboxes of helicopters, auxiliary power units, Certificates of Registration, Airworthiness certificates,
different permissions etc.). The ACRE Experts inspected the status of the ongoing and periodic training of
more than 10,000 pilots, flight-mechanics, and navigators. As the result around 600 flight specialists (Cpts,
Co-pilots, flight-engineers/mechanics) were temporarily not recommended to our Customers for use .
The team of Auditing Center “Risks Evaluation” is proud not only of these figures, but more importantly of
the fact that after our audits the Airlines were not reported to have any accidents/incidents associated with
failure of aircraft or actions approved by us aircrew members of the audited Airlines. This is the main
purpose of our work – supporting the high level of flight safety for all customers.
- And can you give specific examples that allowed your customers to avoid involvement in aviation
incidents?
Alexander CHERKASOV:
- On August 8, 2011 in the district of airport "Blagoveshchensk" the accident without human casualties
occurred with the airplane Antonov An-24RV tail nbr. RA-46561 of “IrAero” Airlines” (Irkutsk). There were
four crew members and 36 passengers on board. The airplane commander (Cpt) made piloted the aircraft
to land outside an aerodrome in the forests. The aircraft was completely destroyed and discarded later,
eight people are injured. At the time of the accident the aircraft commander had total flying time of 6722
hours, out of them only 605 hours as a Captain. But in February and July, 2011 he was not approved twice
by ACRE’ Experts to fly for our main Customer - JSC "Verchnechonskneftegas” - because of the small
flying hours as a captain. Thus ACRE has saved its own Customers from possible trouble, but was unable
to protect other clients of that Airline.
- Who are your main Customers?
Tatyana MAKAROVA:
- During the first years of our activity the foreign oil- and gas companies: British -Petroleum, Shell, Rio
Tinto Group and the EBRD were the main customers of aviation technical audits of the Airlines. Later they
were joined by Russian and CIS countries companies: OJSC "TNK-BP", JSC "Bashneft Polyus", JSC
"RUSIA PETROLEUM” Irkutsk, Caspian pipeline consortium (CPC-K and CPC-R), " Kazakhmys
Corporation", "KCA-DEUTAG Drilling GmbH.", "McDermott Caspian Contractors, Inc.", Branch
"Messoyakha" of LLC "Gazpromneft-development", LLC "Gazpromneft-Vostok", LLC "Gazpromneft shelf",
JSC "YAMAL SPG" and many others.
- Does ACRE have competitors in the market of aviation auditing services in the Russian
Federation?
Tatyana MAKAROVA:
- Major competitors for us are the foreign auditing companies who take advantage of ignorance of the
aviation managers of the Russian oil and gas companies and impose their services, not understanding
the current situation in Russian civil aviation and approaching our companies with their standards. I was
surprised to come across the conclusion in the report from Western auditor a couple of years ago with
regards to for the audit of "UTair" Airlines”: "as the aircraft division of "UTair" Airlines” has passed the
audit according to IOSA standards, so the helicopter unit of the Airline, no doubt, meets the same high
standards of IOSA". But it is not considered that the IOSA standards apply to the airlines performing
regular commercial flights and which are the members of IATA. Actually, the standard is called as IOSA,
"IATA Operational Safety Audit". Helicopters companies are not engaged in regular passenger service (at
least here in Russia), so use of the IOSA standards for the audits of helicopter companies cannot be
accepted. But many people do not know it.
3. To become a real professional requires dozens of years to work in aviation, to get to know all of the
mechanisms and peculiarities of this complex and dangerous industry, to work directly on the aircraft, to
be able "to twist nuts" and analyze the failures, to monitor trends to have access to the current
documentation etc.
The average working experience of the experts of Auditing Center “Risks Evaluation” in Civil aviation is
more than 30 years and all of them are specialists with extensive practical experience in civil aviation,
allowing us to quickly find the weak points in the activities of airlines/air enterprises. All of our experts are
registered in the Register of technical experts and consultants of the Body on technical aviation audit.
You are two founders of JSC Auditing Center “Risks Evaluation” - and in the same time you hold
leadership positions. This involves a dual responsibility, aren’t you afraid of it?
Tatyana MAKAROVA:
- President of Auditing Center "Risks Evaluation” - Alexander CHERKASOV – has Diploma of engineer-
mechanic on aircraft & power plant operation, graduated the Institute of Civil Aviation Engineers in Riga
and about 45 years worked in Civil aviation on a very serious and responsible positions, served abroad
visits of the heads of our State, can replace any of the experts and ready to go even in the most remote
places for the audit, he checks the aircraft, their log-books and log-cards and very well aware of all the
peculiarities of the industry. Therefore, he is not afraid the take this responsibility. It makes no sense to be
afraid if you know your stuff.
4. Alexander CHERKASOV:
- Actually, Tatyana MAKAROVA was the organizing and guiding force that led to the creation and
improvement of the Auditing Center performance. Having financial and legal high education and
experience, she, as the Vice-President successfully manages the Finance unit of Auditing Center,
accepts applications for conducting of audits, preparing commercial offers, negotiates with the Customers
always reaching success. This was largely facilitated by her nature substantiated by intelligence and
natural beauty, as well as the friendly attitude towards people.
- What is the current situation with the flight safety in the domestic airlines, especially peripheral:
in Eastern and Western Siberia, in the North?
Alexander CHERKASOV:
- Based on ACRE current statistics, the auditors consistently report numerous facts of the violations by
the crews of flights rules, as per the results of decoding of FDRs, and note that no measures are taken
against violators of flight rules (even when repeated violations occurred). But the aviation technical audits
force the management of the audited airlines to resolve the comments and inconsistencies, as the report
on the rectification should be submitted to the Customer of flights. Thus, aviation technical audit is the
stimulus to progress for the Airlines. ■
It is only a small part of examples of complex, responsible work, called technical aviation audit, performed
in the Airlines by the Auditing Center "Risks Evaluation".
