MEETING MINUTES
12/09/2011
A regular meeting of the Arizona Department of Homeland Security (AZDOHS) Central Regional Advisory Council (CRAC)
was convened on December 9, 2011. The meeting was held at the Maricopa County Sheriff’s Office Training Facility
located at 2627 S. 35th
Avenue in Phoenix, AZ. Pursuant to A.R.S. §38-431.02, notice had been duly given (Attachment
A). Present and absent were the following members of the CRAC:

REGULAR BUSINESS
WELCOME AND INTRODUCTIONS
Chair Jeff Clark called the meeting to order at 1:10 pm. It was determined a quorum was present.
APPROVAL OF MINUTES
A motion was made by Steve Conrad and seconded by Alisa Diggs to approve the October 28, 2011 meeting minutes
with one change (second bullet of AZDOHS update- January 31, 2012 not 2011) (Attachment B). The motion carried
unanimously.

GENERAL BUSINESS
GRANT EXTENSIONS/MODIFICATIONS/REALLOCATIONS
There was one Extension Requests for action by the RAC.
1. Maricopa County Department of Emergency Management project #777201-03, SACCNET (Attachment C). MCDEM
asked for an extension until June 30, 2012. A motion was made by Bob Hansen and seconded by Tom Abbott to
recommend extending project 777201-03 until June 30, 2012. No discussion. The motion was unanimously approved.
Reallocations:
A motion was made by Jeff Stanhope and seconded by Steve Conrad to reallocate $7,064 of FFY 2009 funds and $26,534
of FFY 2010 funds to project 11-CEN-020, MCSO’s Facial Recognition Video Capture Project. The motion carried
unanimously.
There was discussion on several projects and the option to wait to reallocate until more funds became available. It was
recommended the RAC get additional information on the following projects: 11-CEN-021, 11-CEN-035, 11-CEN-014, 11-
CEN-017, and 11-CEN-042 (Attachment D). The RAC decided to reallocate the remaining FFY 2010 funds at their next
meeting.
ARIZONA DEPARTMENT OF HOMELAND SECURITY (AZDOHS) UPDATE
Susan Dzbanko updated the RAC on the following:
Ray Churay is back on the RAC as Arpaio’s proxy.
100% of FFY 2009 ADEM training funds have been spent. A $53,394 balance remains for FFY 2010 funds, which is
on track to be completely spent during the period of performance.
Stakeholders who do not submit all required documentation as outlined in the award letters by January 31, 2012
will have their awards rescinded and the funds will be reallocated.
There is no 2012 budget yet; however, AZDOHS will be beginning the 2012 process with Grant Information
Seminars to be held in late January. Dates and locations are to be determined. The status of the Phoenix UASI is
unknown, so the CRAC needs to be prepared for an increase in applications if the funding for the Phoenix UASI is
eliminated.
There was a complete overhaul to the State Preparedness Report this year. The first draft, due December 31,
2011, was completed by AZDOHS. AZDOHS will be reaching out to subject matter experts to complete the next
draft due in 2012.
The Target Capabilities will be changing to the Core Capabilities; however, for 2012 applications stakeholders will
continue to use Target Capabilities.
ADEM will be coming to the next RAC meeting to discuss the types of training available, and to take advantage of
training through the Center for Domestic Preparedness Training Consortium.
ACTIC UPDATE AND PHILOSOPHY
Major Mike Orose from the Arizona Department of Public Safety, and Scott Krushak, Emergency Manager for the City of
Phoenix gave a presentation on the ACTIC (Attachment E). The ACTIC is looking to expand the Executive board to include
regional participation and members of all disciplines. A motion was made by Ray Churay and seconded by Cliff Puckett to
nominate Pete Weaver as the Central RAC’s participant on the ACTIC Executive Board. The motion was unanimously
approved.

RAC GUIDELINES/STRATEGIES
The RAC decided to update their Grant Funding Guidelines (Attachment F). Cliff Puckett suggested under Funding of
Positions the first sentence read “Show proof regional benefit and need within answers of application.” Sheri Gibbons
stated under Sustainability/Phase Projects/Maintenance she would like to see actual data to support the
accomplishments that have already been achieved in phased projects.
CALL TO THE PUBLIC
There were no comments from members of the public.
NEXT MEETING
The next will be held in January or February 2012. An exact date and location is TBD.
CALL TO ADJOURN
A motion was made by Bob Hansen and seconded by Sheri Gibbons to adjourn the meeting at 2:20 pm. The motion
passed unanimously.
