Dozens of U.S. states are currently suing Meta for contributing to the youth mental health crisis by inserting addictive features into their products, while the U.S. Surgeon General is touring the nation to bring awareness to the growing epidemic of loneliness and isolation. The country has endured periods of low national morale, such as in the 1970s when high inflation and the energy crisis worsened public sentiment following the Vietnam War. The current mood, however, feels different. Gallup recently reported that national mental health is at an all-time low, with few bright spots to lift spirits.
To better understand how Americans are feeling and their attitudes towards mental health in general, ThinkNow conducted a nationally representative quantitative survey of 1,500 respondents and found some interesting differences among ethnic, age and gender groups.
Technology
For example, 52% agree that technology and social media have a negative impact on mental health, but when broken out by race, 61% of Whites felt technology had a negative effect, and only 48% of Hispanics thought it did.
While technology has helped us keep in touch with friends and family in faraway places, it appears to have degraded our ability to connect in person. Staying connected online is a double-edged sword since the same news feed that brings us pictures of the grandkids and fluffy kittens also feeds us news about the wars in Israel and Ukraine, the dysfunction in Washington, the latest mass shooting and the climate crisis.
Hispanics may have a built-in defense against the isolation technology breeds, owing to their large, multigenerational households, strong social support systems, and tendency to use social media to stay connected with relatives abroad.
Age and Gender
When asked how individuals rate their mental health, men rate it higher than women by 11 percentage points, and Baby Boomers rank it highest at 83%, saying it’s good or excellent vs. 57% of Gen Z saying the same.
Gen Z spends the most amount of time on social media, so the notion that social media negatively affects mental health appears to be correlated. Unfortunately, Gen Z is also the generation that’s least comfortable discussing mental health concerns with healthcare professionals. Only 40% of them state they’re comfortable discussing their issues with a professional compared to 60% of Millennials and 65% of Boomers.
Race Affects Attitudes
As seen in previous research conducted by ThinkNow, Asian Americans lag other groups when it comes to awareness of mental health issues. Twenty-four percent of Asian Americans believe that having a mental health issue is a sign of weakness compared to the 16% average for all groups. Asians are also considerably less likely to be aware of mental health services in their communities (42% vs. 55%) and most likely to seek out information on social media (51% vs. 35%).

1. Российская Федерация и Соединенные Штаты Америки, ниже именуемые Сторонами,
считая, что глобальные вызовы и угрозы требуют новых подходов к взаимодействию по
всему спектру их стратегических отношений,
работая в этой связи над упрочением новых стратегических отношений, основанных на
взаимном доверии, открытости, предсказуемости и сотрудничестве,
желая привести свою ядерную политику в соответствие с этими новыми отношениями и
стремясь к дальнейшему снижению роли и значения ядерного оружия,
будучи приверженными выполнению своих обязательств по статье VI Договора о
нераспространении ядерного оружия от 1 июля 1968 года и достижению исторической
цели избавления человечества от ядерной угрозы,
выражая решительную поддержку предпринимаемым в глобальном масштабе усилиям в
области нераспространения,
стремясь сохранить преемственность поэтапного процесса сокращения и ограничения
ядерных вооружений и придать ему новый импульс в условиях поддержания сохранности
и безопасности своих ядерных арсеналов, а также с целью расширения этого процесса в
будущем, включая придание ему многостороннего характера,
руководствуясь принципом неделимой безопасности и будучи убежденными, что меры по
сокращению и ограничению стратегических наступательных вооружений и другие
обязательства, изложенные в настоящем Договоре, укрепят предсказуемость и
стабильность и, таким образом, безопасность обеих Сторон,
признавая наличие взаимосвязи между стратегическими наступательными вооружениями
и стратегическими оборонительными вооружениями, возрастающую важность этой
взаимосвязи в процессе сокращения стратегических ядерных вооружений и то, что
нынешние стратегические оборонительные вооружения не подрывают жизнеспособность
и эффективность стратегических наступательных вооружений Сторон,
учитывая влияние МБР и БРПЛ в обычном оснащении на стратегическую стабильность,
принимая во внимание позитивное воздействие на ситуацию в мире значительного
поддающегося контролю сокращения ядерных арсеналов, осуществленного на рубеже
XXI столетия,
желая создать механизм контроля за выполнением обязательств по настоящему Договору,
адаптированный, упрощенный и менее затратный по сравнению с Договором между
Союзом Советских Социалистических Республик и Соединенными Штатами Америки о
сокращении и ограничении стратегических наступательных вооружений от 31 июля 1991
года, ниже именуемым Договором о СНВ,
признавая, что Договор о СНВ был выполнен Республикой Беларусь, Республикой
Казахстан, Российской Федерацией, Украиной и Соединенными Штатами Америки и что
предусмотренные Договором о СНВ уровни сокращений были достигнуты,
высоко оценивая вклад Республики Беларусь, Республики Казахстан и Украины в дело
ядерного разоружения и укрепления международного мира и безопасности в качестве
2. государств, не обладающих ядерным оружием по Договору о нераспространении ядерного
оружия от 1 июля 1968 года,
приветствуя выполнение Договора между Российской Федерацией и Соединенными
Штатами Америки о сокращении стратегических наступательных потенциалов от 24 мая
2002 года,
договорились о нижеследующем:
СтатьяI
1. Каждая из Сторон сокращает и ограничивает свои стратегические наступательные
вооружения в соответствии с положениями настоящего Договора и выполняет другие
обязательства, изложенные в настоящем Договоре и Протоколе к нему.
2. Определения терминов, используемых в настоящем Договоре и Протоколе к нему,
приводятся в Главе первой Протокола.
СтатьяII
1. Каждая из Сторон сокращает и ограничивает свои МБР и пусковые установки МБР,
БРПЛ и пусковые установки БРПЛ, тяжелые бомбардировщики, боезаряды МБР,
боезаряды БРПЛ и ядерные вооружения тяжелых бомбардировщиков таким образом,
чтобы через семь лет после вступления в силу настоящего Договора и
в дальнейшем суммарные количества, подсчитываемые в соответствии со Статьей III
настоящего Договора, не превышали:
а) 700 единиц для развернутых МБР, развернутых БРПЛ и развернутых тяжелых
бомбардировщиков;
b) 1550 единиц для боезарядов на развернутых МБР, боезарядов на развернутых БРПЛ и
ядерных боезарядов, засчитываемых за развернутыми тяжелыми бомбардировщиками;
c) 800 единиц для развернутых и неразвернутых пусковых установок МБР, развернутых и
неразвернутых пусковых установок БРПЛ, развернутых и неразвернутых тяжелых
бомбардировщиков.
2. Каждая из Сторон имеет право самостоятельно определять состав и структуру своих
стратегических наступательных вооружений.
СтатьяIII
1. Для целей засчета в суммарный предельный уровень, предусмотренный в подпункте a)
пункта 1 Статьи II настоящего Договора:
а) каждая развернутая МБР засчитывается как одна единица;
b) каждая развернутая БРПЛ засчитывается как одна единица;
c) каждый развернутый тяжелый бомбардировщик засчитывается как одна единица.
3. 2. Для целей засчета в суммарный предельный уровень, предусмотренный в подпункте b)
пункта 1 Статьи II настоящего Договора:
а) применительно к МБР и БРПЛ – количеством боезарядов является количество
боеголовок, установленных на развернутых МБР и на развернутых БРПЛ;
b) за каждым развернутым тяжелым бомбардировщиком засчитывается один ядерный
боезаряд.
3. Для целей засчета в суммарный предельный уровень, предусмотренный в подпункте с)
пункта 1 Статьи II настоящего Договора:
a) каждая развернутая пусковая установка МБР засчитывается как одна единица;
b) каждая неразвернутая пусковая установка МБР засчитывается как одна единица;
с) каждая развернутая пусковая установка БРПЛ засчитывается как одна единица;
d) каждая неразвернутая пусковая установка БРПЛ засчитывается как одна единица;
e) каждый развернутый тяжелый бомбардировщик засчитывается как одна единица;
f) каждый неразвернутый тяжелый бомбардировщик засчитывается как одна единица.
4. Для целей настоящего Договора, в том числе засчета МБР и БРПЛ:
а) применительно к МБР или БРПЛ, которые обслуживаются, хранятся и
транспортируются в виде собранных ракет в пусковых контейнерах, собранная ракета
определенного типа в ее пусковом контейнере рассматривается как МБР или БРПЛ этого
типа;
b) применительно к МБР или БРПЛ, которые обслуживаются, хранятся и
транспортируются в виде собранных ракет без пусковых контейнеров, собранная ракета
определенного типа рассматривается как МБР или БРПЛ этого типа;
с) применительно к МБР или БРПЛ, которые обслуживаются, хранятся и
транспортируются по ступеням, первая ступень МБР или БРПЛ определенного типа
рассматривается как МБР или БРПЛ этого типа;
d) каждый пусковой контейнер рассматривается как содержащий МБР или БРПЛ с того
момента, когда он впервые покидает объект, на котором в него установлена МБР или
БРПЛ, до того момента, когда из него был осуществлен пуск МБР или БРПЛ, или до того
момента, когда из него была удалена МБР или БРПЛ с целью ликвидации. Пусковой
контейнер не рассматривается как содержащий МБР или БРПЛ, если он содержит
учебную модель ракеты или если он был включен в стационарную экспозицию. Пусковые
контейнеры МБР или БРПЛ определенного типа должны быть отличимы от пусковых
контейнеров МБР или БРПЛ другого типа.
5. Вновь построенные стратегические наступательные вооружения начинают подпадать
под действие настоящего Договора в следующем порядке:
а) МБР – когда она впервые покидает объект по производству;
4. b) мобильная пусковая установка МБР – когда она впервые покидает объект по
производству;
с) шахтная пусковая установка МБР – когда впервые установлена и закрыта защитная
крыша шахты;
d) БРПЛ – когда она впервые покидает объект по производству;
е) пусковая установка БРПЛ – когда подводная лодка, на которой установлена эта
пусковая установка, впервые спущена на воду;
f) тяжелый бомбардировщик, оснащенный для ядерных вооружений, - когда его планер
впервые выводится из цеха, предприятия или здания, в котором производятся целые
планеры путем сборки компонентов такого тяжелого бомбардировщика; или когда его
планер впервые выводится из цеха, предприятия или здания, в котором существующие
планеры бомбардировщиков переоборудуются в планеры таких тяжелых
бомбардировщиков.
6. МБР, БРПЛ, пусковые установки МБР, пусковые установки БРПЛ и тяжелые
бомбардировщики перестают подпадать под действие настоящего Договора в
соответствии с Главами третьей и четвертой Протокола к настоящему Договору. МБР или
БРПЛ существующего типа перестают подпадать под действие настоящего Договора в
случае, если все пусковые установки МБР или БРПЛ типа, предназначенного для таких
МБР или БРПЛ, ликвидированы или переоборудованы в соответствии с Главой третьей
Протокола к настоящему Договору.
7. Для целей настоящего Договора:
а) ракета типа, созданного и испытанного исключительно для перехвата объектов и
борьбы с объектами, не находящимися на поверхности Земли, не рассматривается как
баллистическая ракета, на которую распространяются положения настоящего Договора;
b) в рамках одного и того же типа тяжелый бомбардировщик, оснащенный для ядерных
вооружений, должен быть отличим от тяжелого бомбардировщика, оснащенного для
неядерных вооружений;
c) тяжелые бомбардировщики одного и того же типа перестают подпадать под действие
или ограничения настоящего Договора, когда последний тяжелый бомбардировщик этого
типа, оснащенный для ядерных вооружений, соответственно, ликвидирован или
переоборудован в тяжелый бомбардировщик, оснащенный для неядерных вооружений, в
соответствии с Главой третьей Протокола к настоящему Договору.
8. На дату подписания настоящего Договора:
а) существующими типами МБР являются:
i) для Соединенных Штатов Америки – Минитмен-II, Минитмен-III и «Пискипер»;
ii) для Российской Федерации – РС-12М, РС-12М2, РС-18, РС-20 и РС-24;
b) существующими типами БРПЛ являются:
5. i) для Российской Федерации – РСМ-50, РСМ-52, РСМ-54 и РСМ-56;
ii) для Соединенных Штатов Америки – Трайдент-II;
с) существующими типами тяжелых бомбардировщиков являются:
i) для Соединенных Штатов Америки – B-52G, В-52Н, В-1В и В-2А;
ii) для Российской Федерации – ТУ-95МС и ТУ-160;
d) существующими типами пусковых установок МБР и пусковых установок БРПЛ
являются:
i) для Российской Федерации – пусковые установки МБР РС-12М, РС-12М2, РС-18, РС-
20, РС-24; пусковые установки БРПЛ РСМ-50, РСМ-52, РСМ- 54 и РСМ-56;
ii) для Соединенных Штатов Америки – пусковые установки МБР Минитмен-II,
Минитмен-III и «Пискипер»; пусковые установки БРПЛ Трайдент-II.
Статья IV
1. Каждая из Сторон базирует:
а) развернутые пусковые установки МБР только на базах МБР;
b) развернутые тяжелые бомбардировщики только на авиационных базах.
2. Каждая из Сторон устанавливает развернутые пусковые установки БРПЛ только на
подводных лодках, оснащенных пусковыми установками БРПЛ.
3. Каждая из Сторон размещает:
а) неразвернутые пусковые установки МБР только на базах МБР, объектах по
производству, в местах загрузки МБР, в местах ремонта, местах складского хранения,
местах переоборудования или ликвидации, местах обучения, на испытательных полигонах
и в местах запуска космических объектов. Мобильные пусковые установки прототипов
МБР не размещаются на объектах по обслуживанию баз МБР;
b) неразвернутые МБР и неразвернутые БРПЛ, соответственно, только на базах
подводных лодок, в местах загрузки МБР или БРПЛ, на объектах по обслуживанию,
местах ремонта МБР или БРПЛ, местах складского хранения МБР или БРПЛ, местах
переоборудования или ликвидации МБР или БРПЛ, на испытательных полигонах, в
местах запуска космических объектов и на объектах по производству. Однако прототипы
МБР и прототипы БРПЛ не размещаются на объектах по обслуживанию баз МБР или на
базах подводных лодок.
4. Неразвернутые МБР и неразвернутые БРПЛ, а также неразвернутые мобильные
пусковые установки МБР могут находиться в пути следования. Каждая из Сторон
ограничивает каждое пребывание в пути следования между объектами сроком, не
превышающим 30 дней.
6. 5. Пусковые установки МБР или БРПЛ, предназначенные для испытаний, могут
находиться только на испытательных полигонах.
6. Пусковые установки, предназначенные для обучения, могут находиться только на базах
МБР, в местах обучения и на испытательных полигонах. Количество шахтных пусковых
установок, предназначенных для обучения, которые находятся на каждой базе МБР для
шахтных пусковых установок МБР, не превышает одну единицу для каждого типа МБР,
указанного для этой базы МБР.
7. Каждая из Сторон ограничивает тяжелые бомбардировщики, предназначенные для
испытаний, количеством, не превышающим 10 единиц.
8. Каждая из Сторон базирует тяжелые бомбардировщики, предназначенные для
испытаний, только в центрах летных испытаний тяжелых бомбардировщиков.
Неразвернутые тяжелые бомбардировщики, не являющиеся тяжелыми
бомбардировщиками, предназначенными для испытаний, находятся только в местах
ремонта или на объектах по производству тяжелых бомбардировщиков.
9. Каждая из Сторон не осуществляет на авиационной базе совместное базирование
тяжелых бомбардировщиков, оснащенных для ядерных вооружений, и тяжелых
бомбардировщиков, оснащенных для неядерных вооружений, если только Сторонами не
согласовано иное.
10. Стратегические наступательные вооружения не размещаются на ликвидированных
объектах, кроме как при их перемещении через такие объекты и при временном
пребывании тяжелых бомбардировщиков на таких объектах.
11. Стратегические наступательные вооружения, подпадающие под действие настоящего
Договора, не базируются за пределами национальной территории каждой из Сторон.
Предусмотренные в настоящем пункте обязательства не затрагивают прав Сторон в
соответствии с общепризнанными принципами и нормами международного права в
отношении прохода подводных лодок или полетов летательных аппаратов, либо в
отношении заходов подводных лодок в порты третьих государств. Тяжелые
бомбардировщики могут временно размещаться за пределами национальной территории,
о чем предоставляется уведомление в соответствии с Главой четвертой Протокола к
настоящему Договору.
Статья V
1. С учетом положений настоящего Договора могут производиться модернизация и
замена стратегических наступательных вооружений.
2. Когда, по мнению одной Стороны, появляется новый вид стратегического
наступательного вооружения, эта Сторона имеет право поднять вопрос о таком
стратегическом наступательном вооружении для рассмотрения в Двусторонней
консультативной комиссии.
3. Каждая из Сторон не переоборудует и не использует пусковые установки МБР и
пусковые установки БРПЛ для размещения в них противоракет. Каждая из Сторон также
не переоборудует и не использует пусковые установки противоракет для размещения в
них МБР и БРПЛ. Данное положение не применяется к пусковым установкам МБР,
7. которые до подписания настоящего Договора были переоборудованы для размещения в
них противоракет.
СтатьяVI
1. Переоборудование, ликвидация или исключение из засчета другими способами
стратегических наступательных вооружений и объектов осуществляются в соответствии с
Главой третьей Протокола к настоящему Договору.
2. Уведомления, касающиеся переоборудования, ликвидации или исключения из засчета
другими способами, предоставляются в соответствии с Главами третьей и четвертой
Протокола к настоящему Договору.
3. Контроль за переоборудованием или ликвидацией в соответствии с настоящим
Договором осуществляется:
а) с помощью национальных технических средств контроля в соответствии со Cтатьей Х
настоящего Договора; и
b) путем инспекционной деятельности, как это предусмотрено в Статье XI настоящего
Договора.
СтатьяVII
1. База данных, относящихся к обязательствам по настоящему Договору, создается в
соответствии с Главами второй и четвертой Протокола к настоящему Договору.
Категории данных такой базы данных приводятся в Главе второй Протокола к
настоящему Договору.
2. Каждая из Сторон уведомляет другую Сторону об изменениях в данных и
предоставляет другие уведомления в порядке, предусмотренном Главой четвертой
Протокола к настоящему Договору.
3. В целях предоставления и получения уведомлений каждая из Сторон использует
Центры по уменьшению ядерной опасности, если только в настоящем Договоре не
предусмотрено иное.
4. Каждая из Сторон на добровольной основе, помимо уведомлений, указанных в пункте2
настоящей Статьи, может предоставлять дополнительные уведомления, если она сочтет,
что они необходимы для обеспечения уверенности в выполнении принятых по
настоящему Договору обязательств.
5. Стороны проводят консультации в рамках Двусторонней консультативной комиссии по
вопросу о предании огласке данных и информации, полученных при осуществлении
настоящего Договора. Стороны имеют право предавать огласке такие данные и
информацию после согласования этого вопроса в рамках Двусторонней консультативной
комиссии. Каждая из Сторон имеет право предавать огласке данные относительно своих
стратегических наступательных вооружений.
6. Географические координаты, относящиеся к данным, предусмотренным в Главе второй
Протокола к настоящему Договору, собственные опознавательные знаки, схемы объектов,
предоставленные Сторонами согласно настоящему Договору, а также схемы береговых
8. линий и акваторий, предоставленные Сторонами согласно настоящему Договору, не
предаются огласке, если только Сторонами не согласовано иное в рамках Двусторонней
консультативной комиссии.
7. Независимо от пункта 5 настоящей Статьи суммарные количества развернутых МБР,
развернутых БРПЛ и развернутых тяжелых бомбардировщиков, суммарные количества
боезарядов на развернутых МБР, развернутых БРПЛ и ядерных боезарядов,
засчитываемых за развернутыми тяжелыми бомбардировщиками, а также суммарные
количества развернутых и неразвернутых пусковых установок МБР, развернутых и
неразвернутых пусковых установок БРПЛ, развернутых и неразвернутых тяжелых
бомбардировщиков могут предаваться огласке Сторонами.
СтатьяVIII
В тех случаях, когда одна из Сторон определяет, что ее действия могут привести к
неясным ситуациям, эта Сторона принимает меры для обеспечения жизнеспособности и
эффективности настоящего Договора и в целях укрепления доверия, открытости и
предсказуемости в отношении сокращения и ограничения стратегических наступательных
вооружений. Такие меры могут включать, среди прочего, заблаговременное
предоставление информации о деятельности этой Стороны, которая связана с
развертыванием или повышением готовности стратегических наступательных
вооружений, с тем, чтобы предотвратить возможность неправильного истолкования ее
действий другой Стороной. Эта информация предоставляется по дипломатическим или
иным каналам.
СтатьяIX
По взаимному согласию Сторон на паритетной основе осуществляется обмен
телеметрической информацией о пусках МБР и БРПЛ. Стороны согласуют объем обмена
такой телеметрической информацией.
СтатьяХ
1. В целях обеспечения контроля за соблюдением положений настоящего Договора
каждая из Сторон обязуется:
a) использовать имеющиеся в ее распоряжении национальные технические средства
контроля таким образом, чтобы это соответствовало общепризнанным принципам
международного права;
b) не чинить помех национальным техническим средствам контроля другой Стороны,
выполняющим свои функции в соответствии с настоящей Статьей; и
c) не применять меры маскировки, затрудняющие осуществление контроля за
соблюдением положений настоящего Договора национальными техническими средствами
контроля.
2. Обязательство не применять меры маскировки включает обязательство не применять
их на испытательных полигонах, включая меры, приводящие к сокрытию МБР, БРПЛ,
пусковых установок МБР или взаимосвязи между МБР или БРПЛ и их пусковыми
установками при проведении испытаний. Обязательство не применять меры маскировки
не распространяется на практику укрытия или маскировки на базах МБР или на
9. применение укрытий для защиты стратегических наступательных вооружений от
воздействия атмосферных явлений.
СтатьяXI
1. В целях подтверждения точности заявленных данных о стратегических наступательных
вооружениях, подпадающих под действие настоящего Договора, и обеспечения контроля
за соблюдением положений настоящего Договора каждая из Сторон имеет право
осуществлять инспекционную деятельность в соответствии с настоящей Статьей и Главой
пятой Протокола к настоящему Договору.
2. Каждая из Сторон имеет право проводить инспекции на базах МБР, базах подводных
лодок и на авиационных базах. Целью таких инспекций является подтверждение точности
заявленных данных о количествах и типах развернутых и неразвернутых стратегических
наступательных вооружений, подпадающих под действие настоящего Договора;
количестве боезарядов, размещенных на развернутых МБР и развернутых БРПЛ; а также
количестве ядерных вооружений, размещенных на развернутых тяжелых
бомбардировщиках. Такие инспекции ниже именуются инспекциями первого типа.
3. Каждая из Сторон имеет право проводить инспекции на объектах, перечисленных в
Разделе VII Главы пятой Протокола к настоящему Договору. Целью таких инспекций
является подтверждение точности заявленных данных о количествах, типах и технических
характеристиках неразвернутых стратегических наступательных вооружений,
подпадающих под действие настоящего Договора, а также подтверждение факта
переоборудования или ликвидации стратегических наступательных вооружений.
В дополнение к этому каждая из Сторон имеет право проводить инспекции на ранее
заявленных объектах, которые предусмотрены в Главе второй Протокола к настоящему
Договору, для подтверждения того, что такие объекты не используются в целях,
несовместимых с настоящим Договором.
Инспекции, предусмотренные в настоящем пункте, ниже именуются инспекциями
второго типа.
4. Каждая из Сторон проводит показы и имеет право принимать участие в показах,
проводимых другой Стороной. Целью таких показов является демонстрация
отличительных признаков и подтверждение технических характеристик новых типов,
демонстрация результатов переоборудования первого средства каждого типа
стратегических наступательных вооружений, подпадающих под действие настоящего
Договора.

Для содействия осуществлению целей и положений настоящего Договора Стороны
настоящим создают Двустороннюю консультативную комиссию, полномочия и
процедуры деятельности которой изложены в Главе шестой Протокола к настоящему
Договору.
СтатьяХIII
В целях обеспечения жизнеспособности и эффективности настоящего Договора каждая из
Сторон не принимает никаких международных обязательств и не предпринимает никаких
10. международных акций, которые противоречили бы его положениям. Стороны не
передают третьим сторонам стратегические наступательные вооружения, подпадающие
под действие настоящего Договора. Стороны проводят консультации в рамках
Двусторонней консультативной комиссии для разрешения любых неясных моментов,
которые могут возникнуть в этом отношении. Настоящее положение не распространяется
на какую бы то ни было существующую на момент подписания настоящего Договора
практику сотрудничества, включая обязательства, в области стратегических
наступательных вооружений между одной из Сторон и третьим государством.
СтатьяХIV
1. Настоящий Договор, включая Протокол к нему, который является его неотъемлемой
частью, подлежит ратификации в соответствии с конституционными процедурами каждой
из Сторон. Настоящий Договор вступает в силу в день обмена ратификационными
грамотами.
2. Настоящий Договор остается в силе в течение 10лет, если только он не будет заменен
ранее этого срока последующим соглашением о сокращении и ограничении
стратегических наступательных вооружений. Если любая из Сторон поднимает вопрос о
продлении настоящего Договора, Стороны совместно его рассматривают. Если Стороны
решат продлить настоящий Договор, он продлевается на срок не более пяти лет, если
только он не будет заменен ранее этого срока последующим соглашением о сокращении и
ограничении стратегических наступательных вооружений.
3. Каждая из Сторон в порядке осуществления своего государственного суверенитета
имеет право выйти из настоящего Договора, если она решит, что связанные с
содержанием настоящего Договора исключительные обстоятельства поставили под угрозу
ее высшие интересы. Она уведомляет другую Сторону о принятом ею решении. В таком
уведомлении должно содержаться заявление об исключительных обстоятельствах,
которые уведомляющая Сторона рассматривает как поставившие под угрозу ее высшие
интересы. Настоящий Договор прекращает свое действие по истечении трех месяцев с
даты получения упомянутого уведомления другой Стороной, если в уведомлении не
указан более поздний срок.
4. Настоящий Договор с даты его вступления в силу заменяет Договор между Российской
Федерацией и Соединенными Штатами Америки о сокращении стратегических
наступательных потенциалов от 24 мая 2002года, который с этой даты прекращает свое
действие.
СтатьяХV
1. Каждая из Сторон может предлагать поправки к настоящему Договору. Согласованные
поправки вступают в силу в соответствии с процедурами, регулирующими вступление в
силу настоящего Договора.
2. Eсли возникнет необходимость внесения изменений в Протокол к настоящему
Договору, которые не затрагивают прав и обязательств по настоящему Договору,
касающихся вопросов существа, Стороны используют для согласования таких изменений
Двустороннюю консультативную комиссию, не прибегая к процедуре внесения поправок,
изложенной в пункте 1 настоящей Статьи.
СтатьяXVI
11. Настоящий Договор регистрируется в соответствии со статьей102 Устава Организации
Объединенных Наций.
Совершено в Праге «08» апреля 2010 года в двух экземплярах, каждый на русском и
английском языках, причем оба текста имеют одинаковую силу.
