Mental health has been in the news quite a bit lately. Dozens of U.S. states are currently suing Meta for contributing to the youth mental health crisis by inserting addictive features into their products, while the U.S. Surgeon General is touring the nation to bring awareness to the growing epidemic of loneliness and isolation. The country has endured periods of low national morale, such as in the 1970s when high inflation and the energy crisis worsened public sentiment following the Vietnam War. The current mood, however, feels different. Gallup recently reported that national mental health is at an all-time low, with few bright spots to lift spirits.
To better understand how Americans are feeling and their attitudes towards mental health in general, ThinkNow conducted a nationally representative quantitative survey of 1,500 respondents and found some interesting differences among ethnic, age and gender groups.
Technology
For example, 52% agree that technology and social media have a negative impact on mental health, but when broken out by race, 61% of Whites felt technology had a negative effect, and only 48% of Hispanics thought it did.
While technology has helped us keep in touch with friends and family in faraway places, it appears to have degraded our ability to connect in person. Staying connected online is a double-edged sword since the same news feed that brings us pictures of the grandkids and fluffy kittens also feeds us news about the wars in Israel and Ukraine, the dysfunction in Washington, the latest mass shooting and the climate crisis.
Hispanics may have a built-in defense against the isolation technology breeds, owing to their large, multigenerational households, strong social support systems, and tendency to use social media to stay connected with relatives abroad.
Age and Gender
When asked how individuals rate their mental health, men rate it higher than women by 11 percentage points, and Baby Boomers rank it highest at 83%, saying it’s good or excellent vs. 57% of Gen Z saying the same.
Gen Z spends the most amount of time on social media, so the notion that social media negatively affects mental health appears to be correlated. Unfortunately, Gen Z is also the generation that’s least comfortable discussing mental health concerns with healthcare professionals. Only 40% of them state they’re comfortable discussing their issues with a professional compared to 60% of Millennials and 65% of Boomers.
Race Affects Attitudes
As seen in previous research conducted by ThinkNow, Asian Americans lag other groups when it comes to awareness of mental health issues. Twenty-four percent of Asian Americans believe that having a mental health issue is a sign of weakness compared to the 16% average for all groups. Asians are also considerably less likely to be aware of mental health services in their communities (42% vs. 55%) and most likely to seek out information on social media (51% vs. 35%).

2. MEMUTUSKAN :
Menetapkan :
KEPUTUSAN KEPALA BADAN PENGENDALIAN DAMPAK LINGKUNGAN
TENTANG SIMBOL DAN LABEL LIMBAH BAHAN BERBAHAYA DAN BERACUN
Pasal 1
Simbol adalah gambar yang menyatakan karakteristik limbah B3.
Pasal 2
Label adalah tulisan yang menunjukkan antara la karakteristik dan jenis
in
limbah B3.
Pasal 3
Tata cara pemasangan simbol dan label limbah B3 adalah sebagaimana
dimaksud dalam lampiran keputusan ini.
Pasal 4
Setiap kemasan atau tempat/wadah untuk penyimpanan, pengolahan,
pengumpulan, pemanfaatan limbah B3 wajib diberi simbol dan label yang
menunjukkan karakteristik dan jenis limbah B3.
Pasal 5
Apabila limbah B3 dalam satu kemasan mempunyai lebih dari satu
karakteristik (mudah meledak, mudah terbakar, reaktif, beracun,
menyebabkan infeksi dan korosif) wajib dilakukan pengujian karakteristik
limbah B3.
Pasal 6
Pemberian simbol dan label sebagaimana dimaksud dalam Pasal 5 diberikan
berdasarkan hasil uji karakteristik yang paling dominan.
3. Pasal 7
Dalam hal hasil uji karakteristiklimbah B3 menunjukkan karakteristik yang
sama diberikan simbol dan label campuran, sebagaimana tercantum dalam
lampiran keputusan ini.
Pasal 8
Pencetakan Simbol dan Label dilakukan sesuai dengan lampiran keputusan
ini.
Pasal 9
Simbol dan Label untuk keperluan ekspor akan diterapkan kemudian.
Pasal 10
Keputusan ini mulai berlaku pada tanggal ditetapkan.

1. PENDAHULUAN
Pengemasan, penyimpanan, pengumpulan, pengelolaan, dan pengangkutan limbah
B3 harus dilakukan dengan cara yang aman bagi pekerjaan, masyarakat dan
lingkungan. Faktor penting yang berhubungan dengan keamanan ini adalah
penandaan pada tempat penyimpanan, pengumpulan, pengolahan serta pada setiap
kemasan dan kendaraan pengangkut limbah B3.
Penandaan limbah B3 dimaksudkan untuk memberikan identitas limbah sehingga
kehadiran limbah B3 dalam suatu tempat dapat dikenali. Melalui penandaan dapat
diketahui informasi dasar tentang jenis dan karakteristik/sifat limbah B3 bagi orang
yang melaksanakan pengelolaan (menyimpan, mangangkut, mengumpulkan,
memanfaatkan, dan mengolah) limbah B3 dan bagi pengawas pengolahan limbah B3
serta bagi orang sekitarnya. Penandaan terhadap limbah B3 sangat penting guna
menelusuri dan menentukan pengolahan limbah B3. Tanda yang digunakan untuk
penandaan ada 2 (dua) jenis yaitu, simbol dan label.
2. SIMBOL
1. Bentuk Dasar, Ukuran, dan Bahan
Simbol berbentuk bujur sangkar diputar 45 derajat sehingga membentuk
belah ketupat. Pada keempat sisi belah ketupat tersebut dibuat garis sejajar
5. yang menyambung sehingga membentuk bidang belah ketupat dalam dengan
ukuran 95 persen dari ukuran belah ketupat bahan. Warna garis yang
membentuk belah ketupat dalam sama dengan warna gambar simbol. Pada
bagian bawah simbol terdapat blok segilima dengan bagian atas mendatar
dan sudut terlancip berhimpit dengan garis sudut bawah belah ketupat bagian
dalam. Panjang garis pada bagian sudut teriancip adalah 1/3 dari garis
vertikal simbol dengan lebar 1/2 dari panjang garis horizontal belah ketupat
dalam (gambar 1).
Simbol yang dipasang pada kemasan minimal berukuran 10 cm x 10 cm,
sedangkan simbol pada kendaraan pengangkut limbah B3 dan tempat
penyimpanan limbah B3 minimal 25 cm x 25 cm.

Simbol harus dibuat dari bahan yang tahan terhadap goresan dan atau bahan
kimia yang kemungkinan akan mengenainya. Warna simbol untuk dipasang
di kendaraan pengangkut limbah B3 harus dengan cat yang dapat berpendar
(fluorescence).
2. Jenis-Jenis Simbol
Setlap simbol adalah satu gambar tertentu untuk menandakan
sifat/karakteristik bahan limbah B3 datam suatu pengemasan, penyimpanan
dan pengumpulan atau pengangkutan.
Terdapat 8 (delapan) jenis simbol, yaitu:
a. Simbol klasifikasi limbah B3 mudah meledak
Warna dasar bahan oranye. Simbol berupa gambar berwarna hitam
suatu materi limbah yang menunjukkan meledak, yang terletak di tepi
6. antara sudut atas dan sudut kiri belah ketupat bagian dalam. Pada
bagian tengah terdapat tulisan "MUDAH MELEDAK" berwarna
hitam yang diapit oleh 2 (dua) bangun segitiga sama kaki pada bagian
dalam belah ketupat. Blok segilima berwarna merah.

b. Simbol klasifikasi limbah B3 mudah terbakar
Terdapat 2 (dua) macam simbol untuk klasifikasi limbah yang mudah
terbakar, yaitu simbol untuk cairan mudah terbakar dan padatan
mudah terbakar:
1. Simbol cairan mudah terbakar.
Bahan dasar berwarna merah. Gambar simbol berupa lidah
api berwarna putih yang menyala pada suatu permukaan
berwarna putih. Gambar terletak di bawah sudut atas garis
ketupat bagian dalam. Pada bagian tengah terdapat tulisan
CAIRAN dan dibawahnya terdapat tulisan ..MUDAH
TERBAKAR berwarna putih. Blok segilima berwarna putih.
2. Simbol padatan mudah terbakar.
Dasar simbol terdiri dari warna merah dan putih yang berjajar
vertikal berselingan. Gambar simbol berupa lidah api
berwarna hitam yang menyala pada satu bidang berwarna
hitam. Pada bagian tengah terdapat tulisan PADATAN ... dan
di bawahnya terdapat tulisan ... MUDAH TERBAKAR
berwarna hitam. Blok segilima berwarna kebalikan dari warna
dasar simbol.

c. Simbol klasifikasi limbah B3 reaktif
Bahan dasar berwarna kuning dengan blok segilima berwarna merah.
Simbol berupa lingkaran hitam dengan asap berwarna hitam
mengarah ke atas yang terletak pada suatu permukaan garis berwarna
hitam. Di sebelah bawah gambar simbol terdapat tulisan "REAKTIF"
berwarna hitam.

d. Simbol klasifikasi limbah B3 beracun
Bahan dasar berwarna putih dengan blok segilima berwarna merah.
Simbol berupa tengkorak manusia dengan tulang bersilang berwarna
hitam. Garis tepi simbol berwarna hitam. Pada sebelah bawa gambar
simbol terdapat tulisan BERACUN berwarna hitam.

e. Simbol klasifikasi limbah B3 korosif
Belah ketupat terbagi pada garis horisontal menjadi dua bidang
segitiga. Pada bagian atas yang berwarna putih terdapat 2 gambar,
yaitu: di sebelah kiri adalah gambar tetesan limbah korosif yang
merusak pelat bahan berwarna hitam, dan di sebelah kanan adalah
gambar lengan yang terkena tetesan limbah korosif. Pada bagian
bawah, bidang segitiga berwarna hitam, terdapat tulisan KOROSIF
berwarna putih, serta blok segitiga berwarna merah.

f. Simbol klasifikasi limbah B3 menimbulkan infeksi
Warna dasar bahan adalah putih dengan garis pembentuk belah
ketupat bagian dalam berwarna hitam. Simbol infeksi berwarna hitam
terletak di sebelah bawah sudut atas garis belah ketupat bagian
dalam. Pada bagian tengah terdapat tulisan "INFEKSI" berwarna
hitam, dan di bawahnya terdapat blok segilima berwarna merah.

g. Simbol limbah B3 klasifikasi campuran
Warna dasar bahan adalah putih dengan garis pembentuk belah
ketupat bagian dalam berwarna hitam. Gambar simbol berupa tanda
seru berwarna hitam terietak di sebelah bawah sudut atas garis belah
ketupat bagian dalam. Pada bagian tengah bawah terdapat tulisan
"CAMPURAN" berwarna hitam serta blok segilima berwarna merah.

3. Ketentuan Pemasangan Spidol
a. Simbol pada kemasan limbah
Simbol yang dipasang pada kemasan limbah B3 harus memenuhi
ketentuan sebagai berikut:
1. Jenis simbol yang dipasang harus sesuai dengan karakteristik
limbah yang dikemasnya. Jika suatu limbah memiliki
karakteristik lebih dari satu, maka simbol yang dipasang
adalah simbol dari karakteristik yang dominan, sedangkan
10. jika terdapat lebih dari satu karakteristik dominan
(predominan), maka kemasan harus ditandai dengan simbol
karakteristik campuran (gambar 8);
2. Ukuran minimum yang dipasang adalah 10 cm x 10 cm atau
lebih besar, sesuai dengan ukuran kemasan yang digunakan;
3. Terbuat dari bahan yang tahan terhadap goresan atau bahan
kimia yang mungkin mengenainya (misalnya bahan plastik,
kertas atau pelat logam) dan harus melekat kuat pada
permukaan kemasannya;
4. Dipasang pada sisi-sisi kemasan yang tidak terhalang oleh
kemasan lain dan mudah dilihat;
5. Simbol tidak boleh terlepas atau dilepas dan diganti dengan
simbol lain sebelum kemasan dikosongkan dan dibersihkan
dari sisa-sisa limbah B3;
6. Kemasan yang telah dibersihkan dari limbah B3 dan akan
dipergunakan kembali untuk mengemas limbah B3 harus
diberi label "KOSONG" (gambar 10).
b. Simbol pada kendaraan pengangkut limbah B3
Simbol yang dipasang pada kendaraan pengangkut limbah B3 harus
memenuhi ketentuan sebagai berikut:
1. Jenis simbol yang dipasang harus satu macam simbol yang
sesuai dengan karakteristik limbah yang diangkutnya;
2. Ukuran minimum yang dipasang adalah 25 cm x 25 cm atau
lebih besar, sebanding dengan ukuran boks pengangkut yang
ditandainya;
3. Terbuat dari bahan yang tahan terhadap goresan, air hujan
atau bahan kimia yang mungkin mengenainya (misalnya
bahan plastik, kertas atau pelat logam) yang menggunakan
bahan warna simbol yang dapat berpendar (fluorescence);
4. Dipasang di setiap sisi boks pengangkut dan di bagian muka
kendaraan serta harus dapat terlihat dengan jelas dari jarak
11. lebih kurang 30 meter;
5. Simbol tidak boleh dilepas atau diganti dengan simbol lain
sebelum muatan limbah B3 dikeluarkan serta kendaraan telah
dibersihkan dari sisa limbah B3 yang tertinggal.
c. Simbol pada tempat penyimpanan limbah B3
Gudang tempat penyimpanan limbah B3 harus ditandai dengan
simbol dengan mengikuti ketentuan sebagai berikut:
1. simbol dipasang pada setiap pintu tempat penyimpanan
limbah B3 dan bagian luar dinding yang tidak terhalang;
2. jenis simbol yang dipasang harus sesuai dengan karakteristik-
karakteristik limbah yang disimpannya;
3. Ukuran minimum yang dipasang adalah 25 cm x 25 cm atau
lebih besar, sehingga tulisan pada simbol dapat terlihat jelas
dari jarak 20 meter;
4. terbuat dari bahan yang tahan terhadap goresan atau bahan
kimia yang mungkin mengenainya (misalnya bahan plastik,
kertas atau pelat logam);
5. selama tempat penyimpanan masih difungsikan, simbol tidak
boleh terlepas atau dilepas atau diganti dengan simbol lain,
kecuali jika akan digunakan untuk menyimpan limbah B3
dengan karakteristik yang berlainan.
3. LABEL
Label merupakan penandaan pelengkap yang berfungsi memberikan informasi dasar
mengenai kondisi kualitatif dan kuantitatif dari suatu limbah B3 yang dikemas.
Terdapat 3 (tiga) jenis label yang berkaitan dengan sistem pengemasan limbah B3,
yaitu:
a. Label Identitas Limbah
1. Bentuk, warna dan ukuran
Label Identitas Limbah berfungsi untuk memberikan informasi
tentang asal usul limbah, identitas limbah serta kuantifikasi limbah
dalam kemasan suatu kemasan limbah B3. Label Identitas Limbah
12. berukuran minimum 15 cm x 20cm atau lebih besar, dengan warna
dasar kuning dan tulisan serta garis tepi berwarna hitam, dan tulisan
"PERINGATAN !" dengan huruf yang lebih besar berwarna merah
(gambar 9).

2. Pengisian label identitas limbah
Label diisi dengan huruf cetak yang jelas terbaca dan tidak mudah
terhapus serta dipasang pada setiap kemasan limbah B3 yang
disimpan di tempat penyimpanan. Wajib mencantumkan identitas
sbb.
PENGHASIL : nama perusahaan yang menghasilkan limbah dalam kemasan.
ALAMAT : alamat jelas perusahaan di atas, termasuk kode wilayah.
TELP : nomor telepon penghasil, termasuk kode area.
FAX : nomor facsimile penghasil, termasuk kode area.
nomor yang diberikan Bapedal kepada penghasil ketika

Label Identitas Limbah dipasang pada kemasan di sebelah atas
simbol dan harus terlihat dengan jelas. Label ini juga harus dipasang
pada kemasan yang akan dimasukkan ke dalam kemasan yang lebih
besar.
b. Label untukPenandaan Kemasan Kosong
1. Bentuk, warna dan ukuran
Bentuk dasar label sama dengan bentuk dasar simbol dengan ukuran
sisi minimal 10 cm x 10 cm2 dan tulisan "KOSONG" berwarna hitam
di tengahnya (gambar 10).
2. Pemasangan
Label harus dipasang pada kemasan bekas pengemasan limbah B3
yang telah dikosongkan dan atau akan digunakan kembali untuk
mengemas limbah B3.

c. Label Penunjuk Tutup Kemasan
1. Bentuk, warna dan ukurannya
Label berukuran minimal 7 x 15 m2 dengan warna dasar putih dan
warna gambar hitam. Gambar terdapat dalam frame hitam, terdiri dari
2 (dua) buah anak panah mengarah ke atas yang berdiri sejajar di atas
balok hitam. Label terbuat dari bahan yang tidak mudah rusak karena
goresan atau akibat terkena limbah dan bahan kimia lainnya.
14. 2. Pemasangan
Label dipasang dekat tutup kemasan dengan arah panah
menunjukkan posisi penutup kemasan. Label harus terpasang kuat
pada setiap kemasan limbah B3, baik yang telah diisi limbah B3,
maupun kemasan yang akan digunakan untuk mengemas limbah B3.
