           Major,
           The following is a synopsis of the incident I advised you of which took place after an interview of Officer
           Walter Jefferson.

           On 2/26/02 I conducted an interview of Off. Walter Jefferson at the Miami field office. The interview was
           a result of Jefferson being arrested while off-duty for DUI by the Miami-Dade police department. I met
           with Jefferson and his repr~sentative, John Puleo, prior to the interview and introduced myself. I
           explained the procedures I was going to follow, that I was going to allow Jefferson to review the Inquiry
           form and the written report supplied to me by the arresting officer (which I reasoned could be interpreted
           as a "written statement" from a witness). I advised Puleo that per our IG, he would not be allowed to
           review these statements with Jefferson. He objected and r explained to him our procedures and offered
           him a copy of the IG's memorandum. As we exited the conference room where the interview was to take
           place, the representative began to protest why I was interviewing Jefferson prior to taking any other
           witness statements, and that I was not being "fair" by doing this because I was denying Jefferson and
           himself access to complaint information. I ignored his arguments and made a copy of the IG memo and
           supporting documentation for his review. Later, during the interview I asked Jefferson similar questions
           more than once. The reasons for that action ranged from not receiving specific or clear answers to my
           belief that Jefferson was not being entirely truthful in his responses. Puleo spoke up eventually and
           objected that I was asking the same questions repeatedly. I advised him not to interrupt me while I was
           conducting my interview, that I would ask questions until I received satisfactory answers from Jefferson.
           I advised Puleo he would be allowed to speak at the conclusion of my interview. After the interview was
           completed and the recording was stopped, Puleo asked Jefferson to excuse himself from the room,
           which Jefferson did. Puleo then began to question me about why I was being so "serious, II and why I was
           being "hardass." I ignored his comments and I believe this action angered Puleo. He then told me I was
           an "asshole," and that he didn't know how may internal investigations I had done, but he had never seen
           anyone act like I did. I then responded that I wasn't going to listen him any further and that if he had
           complaints about my investigation, he could contact Major Clark or my supervisor. He walked out of the
           room and I followed a short time later. I had to ask Jefferson for a phone number and Puleo was
           standing next to him. Puleo made some comment about me needing to "lighten up," and to not be so
           serious. I responded that I take my investigations seriously and perhaps he should to. I then left the
           area. I advised Major Clark of the incident via Nextel immediately afterward. I also contacted Captain
           Bullard and asked that he advise you of the situation the following day.
