The Technology Procurement Hub:
Where did we come from?
• The procurement hub services are commissioned by NHS England from NHS South,
Central and West Commissioning Support (SCW)
• Initially commissioned to provide procurement support to projects being delivered
under the Estates and Technology Transformation Fund (ETTF)
• Has worked extensively with GP Access Fund pilots prior to the ETTF programme

• Seek out and encourage the exploitation of procurement opportunities.
• Offer targeted and practical commercial and procurement support to NHS England,
CCGs, legally incorporated practice affiliations and GP practices.
• Provide a point of contact, and signposting service, for emerging digital suppliers
seeking to engage with general practice. Scan the supplier market for new and
emerging digital technologies.
• Work with NHS Digital (and wider stakeholder) national programmes to represent
the procurement needs of general practice transformation projects working with
the Hub.

Our specific commission
Identify and exploit opportunities for collaborative procurement activity to improve value
Contribute to the:-
• Due diligence processes leading to review and prioritisation of ETTF technology investment schemes
• Support and monitoring of progress and benefits realisation of approved investment initiatives;
• Cost-benefit analysis of major investment decisions, identification of proven technologies and promotion of adoption at scale by general practice;
• Shared learning and experiences across the ETTF and GPFV Online Programme and STP/LDR footprints;
Set up and maintain a Dynamic Purchasing System (“DPS”) framework agreement to support the GPFV online programme and enable Clinical Commissioning Groups (CCGs)
to procure online systems effectively;
Harness the capability and capacity of NHS procurement organisations to support successful ETTF applicants as well as facilitate networking with other national programmes
active in the digital technology space to identify collaborative procurement opportunities;
• Scan the supplier market for new and emerging digital technologies to enable general practice transformation and provide a point of contact, and signposting
service, for emerging digital suppliers seeking to engage with general practice;
• Inform and influence direction of travel for NHS Digital and other national procurement delivery vehicles which will be supporting general practice during
transformation, so that they are ready to meet new and emerging needs.
• Stimulate and facilitate the development of existing local procurement hubs to support general practice in transformation, so that there is alignment with national
strategy, and joined up working.
• Offer targeted support for legally incorporated practice affiliations and GP practices adopting digital solutions by providing access to:
• A repository of procurement collateral including process guidance, template documentation and terms and conditions.
• General advice/guidance on commercial and procurement related issues.
• A signposting service to established NHS and public sector framework agreements to include development and maintenance of ‘How to Guides’

• As part of the General Practice Forward View, a £45 million fund has been created to
contribute towards the costs for practices to purchase online consultation systems
• The fund will be available from 2017/18, with £15 million in 2017/18, £20 million in 2018/19
and £10 million in 2019/20
• CCGs and practices/federations can now draw on support from the Hub in the form of:-
• general procurement advice/support; and
• template documentation (e.g. adverts, SQ, RFQ, ITT).
• The GPFV included a commitment to the establishment of a national framework for the cost-
effective purchase of e-consultation tools - from December 2017
• A plan has been developed for the establishment of the national framework, in the form of a
Dynamic Purchasing System to support the initiative.

ETTF) fund is likely to be available for 2017/18 - Have previously found that contracting for
all/almost all Practices in CCG region, over a 3 year period has deliver best value; this could
change as more suppliers introduce an online consultation product.
