The President notified the creation of the Department of Health Research under the Ministry of Health & Family Welfare through an amendment to the Government of India (Allocation of Business) Rules, 1961 on the 17th September ,    2007 The Department of Health Research was formally launched on 5th October 2007 by the Minister for Science & Technology and Earth Sciences in a function presided over by the Minister for Health & Family Welfare, in the presence, inter-alia, of the Minister of State for Health & Family Welfare.

“ Department of health research ( DHR)

departments of MOH& FW as well as other Science

9. OBJECTIVE

promote & assist institutions for the study of disease , their

11. Schemes to achieve the objectives -
 Promotion , co –ordination & development
of basic , applied & clinical research -
Under this scheme, the activities of the new
Department will be geared towards promotion and co-
ordination of basic, applied and clinical research
including clinical trials and operational research in areas
related to medical, health, biomedical and medical
profession.

12.  Promotion and guidance on research governance
issues.
This overarching scheme will cover activities such as -
* Formation of a National Health Research Management Forum.
* Mapping health research institutions;
* National Health Research policy

13.  Inter-sectoral co-ordination in medical, biomedical
and health research -
Under this scheme the Department will cover areas such as
 Health Technology management.
 Health Technology, Academia-Industry link.
 Innovation Promotion Fund.
 Clearing house for health research technologies and facilitator
of commercial applications.
 Establishment of a National award for R&D in Translational
research in the fields of drugs, diagnostics, vaccine and devices.

14.  Advanced training in research in medicine
and health
Under this scheme the Department will initiate steps to develop
 Targeted research investments focused on
emerging opportunities and challenges.
 Supporting multidisciplinary and multi-sectoral teams of
researchers as well as teams of researchers working in medical
colleges, universities research institutes .

15. Under this scheme ;
The Department will oversee the activities of the Indian
Council of Medical Research and assist it in strengthening and
modernising its existing infrastructure, setting up new institutes,
expand its scientific and other manpower base and increase the
quantum of support for extramural research.
