Dear Comrade Masondo
The Integrity Commission would like to acknowledge that you saw it proper to seek audience
with us. We see it as important that comrades take responsibility for their actions even if,
through bad judgement, mistakes are made and there are negative consequences.
We are proud and encouraged that our younger leadership recognise the importance of
placing the organisation above any personal interest.
Your actions have brought disrepute to the organisation, but in acknowledging this and
taking responsibility, you have shown commitment to the organisation and the ideals we
strive to reach.
We have confidence that lessons have been learnt from the ordeal you are going through.
We accept that your lawyers advised you to report the matter to the Hawks and that you
acted on their advice. However, we think that you showed poor judgment and that you
should have known that involving the Hawks in a domestic matter would open you up to
accusations that you were abusing your power and your access to state resources. You are
not an ordinary member of the public. You are a senior leader of the ANC and a Deputy
Minister. You should have known that the mandate of the Hawks is to investigate corruption
and offences that fall under the Prevention of Organised Crime Act. The demands that

Palesa placed on you for money, while inconvenient to you, did not fall within the
description of extortion under the Act or within the mandate of the Hawks.
We would also like to point out that a paternalistic attitude towards women cannot be
solved by addressing the Gender Commission. In taking this path it is almost as if you are
excusing your behaviour rather than correcting it, and asking for ‘clearance’ from an entity
who tasks do not entail clearing someone’s name. We expect our leadership to have
internalised gender equality and understand fully what that entails.
We hope that in the light of the above you would voluntarily step aside from both your
positions so that our recommendation that you be removed from the position you hold at
the Political School and that you step aside from your appointment as Deputy Minister of
Finance would be redundant. It would stand you in very good stead were you to consider
this option.
