An increasingly culturally and linguistically diverse
(CALD) society in the City of Logan
The 2006 and 2011 Census indicated an increase of
the Vietnamese community in Logan City
LCCL’s most available records on LOTE collections
reflected considerably low borrowing rates from the
Vietnamese community

Logan West Library as stop there after shopping, about
twice per week … but I don’t think there they have books
for children, or about health care or Vietnamese cooking
books… Almost seem fictions and not attractive for my
children and grandchildren.’ …
‘Once, my son took me to library but there was no books in
Vietnamese or weekly SS Newspaper there…. we did not go back. I
live and own my farm here for about thirty years, but can’t drive …
So, son and grandchildren sometimes go to Inala to borrow few
things for me, take SS or AVN newspapers… We also listen to SBS
radio when they broadcast Vietnamese news.’

Applying Framework for Community Development in Local Government (introduced by LG Association of Queensland), my practice has fit nicely with almost elements of CD and brought in positive outcomes to both Vietnamese community and LCCL, particularly:

To LCCL and Logan City Council: Functioning in the ways responsive to community needs
1. The tools helping public libraries comprehensively record and monitor the borrowing rates of LOTE collections, which may assist library staff understand the needs of interest of CALD communities and evaluate the quality of LOTE collections.
2. The tools assisting librarians in recordings of cultural and linguistic backgrounds of library members, program/session participants and meeting rooms’ users. This may importantly inform planning and service improvements towards library programs and community connection for the groups from CALD backgrounds, but there’s always concerns about the right to privacy and inconvenience of users.
3. The program that can help all public libraries develop and possess the welcome packs in a range of LOTE while local governments are providing the services, which share high percentage of similarities.
Projects/programs initiated to address these gaps are suggested for SLQ future considerations in order to maximise the advantages for LG public libraries.
The process of preparing this Engagement Plan highlights significant opportunities for the State Library of Queensland and Logan City Council Libraries to improve service provisions for the communities from CALD backgrounds in general and the people from Vietnamese background in particular.
For the Logan City Council Libraries, there are opportunities to make improvements on:
Vietnamese collection
Promote marketing strategies to raise awareness and make availability of Vietnamese items more appropriate with the interest and the needs of Vietnamese community, particularly non-fiction, cooking and health care books and magazines in Vietnamese at LCCL branches with higher proportion of Vietnamese residents as Beenleigh, Hyperdome, Jimboomba, Greenbank, Logan Central and Logan West Libraries;
Make availability of resources to support lifelong learning and literacy needs of Vietnamese community in both Vietnamese and English; and
Offer the customers from Vietnamese background to read the newspapers in Vietnamese, published in Queensland, namely the Weekly SS Newspaper and the AVN at Logan Central, Beenleigh, Hyperdome and Logan West Libraries.
Connection
Consolidate volunteer group(s) from the Vietnamese background
Connect with Vietnamese community leaders to identify innovative and culturally effective ways to promote existing programs and services.
Programs
