2. Total State Budget
• Total estimated Budget for FY 2019-20 is Rs 1,39,000 Crore
• This is 19,000 Crore higher than the budget of FY 2018-19
(RE), which was Rs 1,20,125 Crore
• However the growth of budget for FY 2018-19 (RE) over the
budget for 2017-18 (Actual) was 23%. The actual expenditure
for 2017-18 was Rs. 97511.48 Crore
• Proposed outlay for FY 2019-20 will be financed mainly
through revenue receipt of Rs 1,15,266 Crore (combined
receipt from Centre and state) and other receipts including
borrowings of Rs 23,734 Crore

3. Loan Burden
• Borrowing for FY 2019-20 is estimated at Rs. 23,734 Crore
which is Rs. 6858 Crore more than the previous year.
• Total debt stock at the year end 2019-20 is estimated at
103842.86 Cr. which is 19.20% of the GSDP.
• It was Rs 87649.86 Cr. (18.03% of GSDP) during 2018-19(RE).
So the net debt for the year 2019-20 is Rs 16193.00 Cr.

4. Own Revenue
• Total Receipt from Government of India (GoI) (i.e. state’s
share in Union taxes and Grant in Aid) will increase from Rs
61382.14 Cr in FY 2018-19 (RE) to Rs 65710 Cr in FY 2019-20.
• Yet, share of Odisha’s own revenue in total revenue receipts
is very less.
• During 2018-19(RE), own revenue was 39.75% of the total
revenue receipt of the state, however for 2019-20(BE) own
revenue is 39.65% of the state’s total revenue receipt.

5. Budget For Agriculture
• Total outlay of Rs 20,714 crore which is three times the size of
Agriculture Budget in 2013-14.
• Further, about Rs 8,000 crore invested through extra budgetary
resources every year for making timely payment to farmers
towards paddy procurement.
• KALIA: Rs 5611 crore for 2019-20
• Rs 400 crore for Pradhan Mantri Fasal Bima Yojana (PMFBY)
• PM Krishi Sinchai Yojana: Rs 218 crore for 1.12 lakh hectares and
irrigation potential of 6720 hectares.
• Paramparagat Krishi Vikas Yojana: Rs 31 crore
• Procurement of seeds: Rs 60 crore
• Rs 50 crore for Odisha Millet Mission
• Rs 54 crore for Brackish Water Aquaculture, Marine Fisheries,
Intensive Aquaculture & Inland Fisheries

6. Budget For Agriculture
• Rs 83 crore for Centrally Sponsored Scheme- Blue Revolution
• Rs 65 crore for White Revolution (Development of Dairy 7
Livestock)
• Rs 18 crore for 100% vaccination of eligible bovines against Foot
& Mouth Disease
• Rs 1777 crore for Parvati Giri Mega Lift Irrigation Scheme
• Rs 334 crore for Mukhya Mantri Adibandha Tiyari Yojana (MATY)
for construction of 2,000 more check dams during 2019-20
• Rs 180 crore for ongoing Jalanidhi scheme.
• Rs 540 crore for completion of 20,000 Deep Bore Wells under
Deep Bore Well Scheme
• Rs 400 crore for Biju Krushak Vikas Yojana with a target to install
1000 community lift points.

7. Budget For Other Sectors
• Education and Skill development: Rs 19,492 crore
• Samagra Sikhya Abhiyaan: Rs 2,550 crore
• Midday meal: Rs 844 crore
• SC/ST Hostels: Rs 227 crore
• Odisha Girl's Incentive Programme (pre-matric scholarship)
PRERANA: Rs 1,425 crore
• Odisha Higher Education Programme for Education and Equity
(OHEPEE) with assistance from World Bank: Rs 1,020 crore,
State's contribution - Rs 150 crore.

8. Budget For Other Sector
• Infrastructure and development of educational institutions: Rs 150
crore.
• Rashtriya Uchatara Sikshya Abhiyan (RUSA): Rs 225 crore
• Rs 190 crore for infrastructure development of Technological
Universities, Engineering Colleges, engineering Schools,
Polytechnics
• Rs 100 crore for Odisha Skill Development Project
• Rs 1,203 crore for Biju Swasthya Kalyan Yojana (BSKY)
• Rs 578 crore for Mukhya Mantri Swasthya Seva Mission
• Rs 1,365 crore for National Health Mission (NHM)
• Rs 400 crore for establishment of new Medical Colleges
