What is the Abortion Counseling Service?
                          We are women whose ultimate goal is the liberation of women in
                          society. One important way we are working toward that goal is
                          by helping any woman who wants an abortion to get one as
                          safely and cheaply as possible under existing conditions.


                          Abortion as a social problem
                          We are giving our time not only because we want to make
                          abortions safer, cheaper and more accessible for the individual
                          women who come to us, but because we see the whole abortion
                          issue as a problem of society. The current abortion laws are a
                          symbol of the sometimes subtle, but often blatant, oppression of
                          women in our society.
Women should have the right to control their own bodies and
lives. Only a woman who is pregnant can determine whether
she has enough resources — economic, physical and
emotional — at a given time to bear and rear a child. Yet at
present the decision to bear the child or have an abortion is
taken out of her hands by governmental bodies which can
have only the slightest notion of the problems involved.

The Network for Reproductive Options is a grassroots, feminist organization committed to providing access to reproductive options to women and their communities.Our work is a continuation of grassroots efforts to provide women with the information and resources they need to have healthy and satisfying sexual and reproductive lives. We are part of the movement to wrest control over women’s bodies and women’s sexuality away from doctors, the state, men and give that control back to women. Period. That’s what this is about:   women exercising their right to control what happens to their bodies.Women’s reproductive and sexual health has long been controversial and complicated. The abortion issue alone is a good indicator of how contentious women’s bodies and sexuality have been throughout history. At NRO we believe in a woman’s fundamental right to her body and each woman’s ability to make decisions concerning her sexuality and reproduction. No one, ever, can know what it is like to be a particular woman in a particular moment in time, except the woman herself. Each and every woman has a fundamental human right to make decisions concerning her health and well-being. Part of a woman’s right to make her own decisions is her right to information to make informed decisions and her right to resources to act on those decisions. This is the work of NRO:  we provide information about reproductive options and we assist women in need to ensure they have the resources to act on their reproductive choices.This presentation covers some of the history of reproductive rights in the United States and some higlights of what has been happening since Roe v. Wade was decided. Some images in this presentation are graphic. If you feel uncomfortable feel free to laugh, giggle or leave the room. All we ask is that you be respectful of other people’s experience as you do what you need to do.  One of the basic tenets of self-health is that the answers we need are right here in this room.  If you have a question or an experience to share, please do so. All of us are learning to be experts of our own bodies and we can all benefit from each other’s knowledge and experience.
  2. We are so happy to be celebrating R v. W’s 40th birthday with all of you today! “Roe v. Wade is the historic Supreme Court decision overturning a Texas interpretation of abortion law and making abortion legal in the United States. The Roe v. Wade decision held that a woman, with her doctor, could choose abortion in earlier months of pregnancy without legal restriction, and with restrictions in later months, based on the right to privacy.All state laws limiting women's access to abortions during the first trimester of pregnancy were invalidated by Roe v. Wade. State laws limiting such access during the second trimester were upheld only when the restrictions were for the purpose of protecting the health of the pregnant woman. Roe v. Wade legalized abortion in the United States, which was not legal at all in many states and was limited by law in others.”Jone Johnson Lewis, About.com Guide Abortion was legalized in Oregon in 1969.Next, we’ll show some slides regarding the history of reproductive justice in the USA.

We’re back to 1/22/1973 ”The Supreme Court ruled 7–2 that a right to privacy under the due process clause of the 14th Amendment extended to a woman's decision to have an abortion, but that right must be balanced against the state's two legitimate interests in regulating abortions: protecting prenatal life and protecting women's health. Arguing that these state interests became stronger over the course of a pregnancy, the Court resolved this balancing testby tying state regulation of abortion to the trimester of pregnancy.The Court later rejected Roe's trimester framework, while affirming Roe's central holding that a person has a right to abortion until viability.[1] The Roe decision defined "viable" as being "potentially able to live outside the mother's womb, albeit with artificial aid", adding that viability "is usually placed at about seven months (28 weeks) but may occur earlier, even at 24 weeks."[2] Wikipedia
  5. Immediately, the attacks on Roe begin. One of the early great setbacks was out of the U.S. Bishops’ Pastoral Plan for Pro-Life Activities: the passage of the Hyde Amendment in 1976. This amendment to an appropriation bill, offered by Congressman and Catholic activist Henry Hyde of Illinois, restricted the use of Medicaid (Federal)money for abortion, limiting access to abortion for poor women and federal employees, women in the armed forces and native american women who receive their primary health care through the Indian Health Service.http://churchandstate.org.uk/2012/08/meet-the-federal-judge-who-took-on-the-catholic-church/From National Network of Abortion Funds: The Hyde Amendment has a disproportionate impact on women of color, both because women of color are more likely to live in poverty and to rely on Medicaid for health care, and because women of color are also more likely to seek abortion care.  And immigrant women, both citizens and non-citizens, are far more likely to live in poverty than women born in the United States. Most immigrant women, even those who have citizenship, are excluded from federal Medicaid altogether.Because of the Hyde Amendment, low-income women sell their belongings, go hungry for weeks as they save up their grocery money, or risk eviction by using their rent money to pay for an abortion.Some women never manage to get the money they need to pay for their abortion – which means that they are forced to carry the pregnancy to term.In Oregon, the OR Health Plan does pay for abortion as well as contraception. NRO reaches women who don’t qualify for OHP (undocumented, under insured, insurance doesn’t pay for abortion, for example.)
  6. Native American women who get their health insurance through the Indian Health Service face huge barriers to services including AB. Sunny Clifford is joining in a women’s rights march in June 2012 above. This particular photo appeared in an article describing the struggle of Native American women, who experience sexual assault at a rate of 1 in 3, to get easier access to Plan B, or the “Morning After Pill,” not the same thing as RU-486 or the abortion pill.http://www.indianz.com/News/2012/006227.asp
  7. During the 80s & 90sViolence and harassment against women’s clinics forced many women-centered, women-run clinics to close which leaves 85% of US counties with no abortion provider, and many communities without a place for low-income women to receive routine gynecological care.

The Court's plurality opinion upheld the constitutional right to have an abortion and altered the standards for analyzing restrictions of that right, invalidating one regulation but upholding the other four. Five provisions of the Pennsylvania Abortion Control Act of 1983 authored by Rep. Stephen F. Freind[1] were being challenged as unconstitutional under Roe v. Wade, which first recognized a constitutional right to have an abortion in the liberty protected by the Due Process Clause of the Fourteenth Amendment.The informed consent rule under the Act required doctors to inform women about detriments to health in abortion procedures.The spousal notice rule required women to give prior notice to their husbands.The parental notification and consent rule required minors to receive consent from a parent or guardian prior to an abortion.The fourth provision imposed a 24-hour hold before obtaining an abortion.The fifth provision challenged in the case was the imposition of certain reporting mandates on facilities providing abortion services.http://en.wikipedia.org/wiki/Planned_Parenthood_v._Casey
  9. “The Freedom of Access to Clinic Entrances Act (P.L. 103-259), passed on May 26, 1994 and codified at 18 U.S.C. § 248), popularly known by its acronym, FACE, makes it a federal crime intentionally to use force, threats of force, or physical obstruction in order to intimidate or interfere with a person because that person is providing or obtaining reproductive health services. The definition of prohibited physical obstruction includes making ingress to or egress from a facility impassable, but it goes further also to prohibit rendering passage in or out "unreasonably difficult or hazardous." FACE also prohibits actual or attempted property vandalism of reproductive health clinics.”Especially in the Buffalo NY and Wichita KS, protestors had been aggressively preventing women from accessing services. Several women testified in front of Congress about being physically prevented from entering a clinic; one was even locked in her car. Law enforcement needed assistance.“The final impetus that made FACE inevitable happened in March 1993, when an antiabortion protestor named Michael Griffin, who had previously limited himself to blockades and picketing, murdered a Florida physician, Dr. David Gunn, as Gunn tried to enter the clinic where he worked. SandraFluke OnFebruary 29, 2012, American conservative talk-show host Rush Limbaugh's remarks about contraceptive mandates included statements concerning third-year Georgetown law student Sandra Fluke as a "slut" and "prostitute". Limbaugh was commenting on Fluke's speech the previous week to House Democrats in support of mandating insurance coverage for contraceptives. Despite disapproval from major political figures, Limbaugh made numerous similar statements over the next two days, leading to the loss of several national sponsors and Limbaugh's apology on his show for some of his comments. Fluke rejected the apology as dubious and inadequate.http://en.wikipedia.org/wiki/Rush_Limbaugh%E2%80%93Sandra_Fluke_controversyDuring a hearing before the House Committee on Oversight and Government Reform on February 16, 2012, the Chairman (Darrell Issa) refused to allow Sandra Fluke to testify about the critical importance of contraceptives to millions of women across the country.  Claiming that the hearing would address only issues relating to religious freedom, Chairman Issa stated that Ms. Fluke is “a college student who appears to have become energized over this issue,” that she is not “appropriate or qualified” to testify, and that she does “not have the appropriate credentials” to appear before the Committee.When finally allowed to appear, Ms. Fluke responded to questions from Congressman Elijah Cummings about the nationwide campaign being conducted at both the state and federal levels to roll back women’s access to contraceptives.  “Contraception when it first became available was a revolution in this country,” said Fluke. “It allowed women to enter employment and educational opportunities that had previously not been accessible because they were unable to control their reproduction in the same way. Thanks to Sandra Fluke and her willingness to put herself in the limelight on behalf of Reproductive Justice, in 2012 we started to see more and more supporters come out of the closet.“Religion and reproductive rights are usually pitted against each other in public debates and the media. But in real life they are not on opposite sides. According to the Guttmacher Institute, nearly 8 in 10 women who have abortions are religious, as are many of the doctors and nurses who provide abortion care. And the other one in which women suggested that free abortions would eliminate socioeconomic and class barriers? We still deal with those same fears and barriers today!! NRO’s mission is to support a woman’s right to access reproductive services by assisting with funds and resources.
