1. Guidance to Develop your Action Plan
on Meaningful Youth Involvement in the Global Fund Process
in your Country or Region
Deadline for First Draft Action Plan 18 January 2012
Dear Participants of the Global Fund and Young People Training Workshop:
Congratulations! You have finished the Global Fund and Young People Training
Workshop during December 9-11 2011 organised by the Youth Coalition for Sexual and
Reproductive Rights.
It’s great to see that you are all keen to do follow up activities in your country and your
region related to the Global Fund and Young People as you committed to in your
applications. What you have developed during the training workshop will be a strong
basis to further work on your own action plan. This document will also give you some
assistance and tips to develop your own action plan.
What you need to include in your Action Plan:
A full action plan includes several important elements:
1) Goal and Objectives. Before you move to your detailed activities, please make sure
you will think about the question: what do you want to achieve in the long term
period and short term period? Why is it important?
2) Activities. With the clear goal and objectives, you need to think about what kind of
activities you could organise to achieve your goal and objectives and how are you
going to do it. While developing your action plan, please be sure to distinguish
between the completion of your activities and the results you would like to achieve!
These are not the same things!
3) Partnership. Strong partnerships will provide you enough resources and information
to organise the activities. Establishing partnerships at the country level will make
your implementation much stronger and increase the impact of the project.
4) Timeline. To make sure different partners will be accountable for this activities,
please develop a detailed timeline with responsibility divisions among partners,
which can guide you during the implementation of your activities.
5) Budget. A budget must be included in the action plan if you would like to be
considered for funding from the YC. It can be used for fundraising and tracking
finances during the project. Please be sure to be realistic about the project costs.
Please use the budget template in Annex 1.
6) Follow up. It’s important to make sure your activities are sustainable. To do the
follow up, please think about the question: what do you want your participants do
2. after the activities? What could you do to make sure you could track their actions
after the activities and how you are going to do with a specific timeline.
7) Expected output, outcome and impact.

8) Monitoring and Evaluation. You also need a monitoring and evaluation plan including
your indicators and evaluation methodology to make sure your activities are
measurable.

TIP! Please make sure that all of the information mentioned below meet the SMART
principle, which is specific, measurable, achievable, relevant and time-bound.
What You Don’t Need to Worry About:
- No template for action plan. Some of you might think that if there is a template it
will be easier for you to develop your action plan. We would like to encourage you to
use your creativity and develop your own action plan with those important elements
we mentioned above. We are young people, we shouldn’t be limited by templates.
- No preference for your action plan. Some of you might also think that there are
certain activities that the YC prefers you to do. We would like to share with you that
you are the expert, who know what youth need in your country or region. Please
feel free to develop your agenda with the unmet needs from your country or region.
What Support YC Could Provide for You:
Technical Assistance
In the coming months, the YC will provide continuous technical assistance to all of you to
implement your activities in your country through your focal point person. For example, YC
could introduce you to your CCM delegation; YC could assist you to revise your action plan.
Each of you have one focal point person to YC, they will address your problems and
difficulties with the support from the whole organisation. You will receive an email from
them soon. Keep your eyes open!
Resource mobilisation
The YC will work to put you in contact with some potential donors in your region to provide
funding resources or human resources to you and your networks to implement your
activities.
International-Level Advocacy
Each year, YC involves into several important international key advocacy events around HIV
and AIDS, such as the International AIDS Conference, the United Nation General Assembly
Special Session on HIV and AIDS. There is a possibility that YC will support our alumni from
3. previous training workshop to attend the events, and share with your best practice at
country level.
