Group of Five Checklist
This is intended to be a guide for counsellors to assist clients in preparing
Group of Five Sponsorship Applications.
Checklist Yes No Follow-up
Undertaking Form
IMM 6000 Distribution Options
Has the client indicated which IMM 6000 Option they will be using to
submit their application? Option 3 is most preferred. Explain that
they must send a copy of the IMM 6000 package to the refugee if
they choose Option 2
Group Composition - individuals must sign a Sponsor
Assessment Form (IMM 5492) to confirm their eligibility to be a
member of the group
Are there at least 5 members?
Does everyone in the group live in the expected community of
resettlement?
Are they all over 18 and permanent residents or Canadian citizens?
Are anyone of the group members currently involved in other
sponsorships (see section B)? Have they overextended themselves?
Refugee applicants
Do they have separate applications for all adults 22 and older? Any
linked applications can be indicated in Section D - Multiple
Undertakings, to ensure they are processed concurrently.
Has the applicant listed all family members, accompanying and non-
accompanying, on their IMM 8 in the details of family members
section? All family members should be listed, even those missing or
presumed deceased, as this will affect their ability to join the family if
they are found.
Rationale - Section F (optional)
If the client chose not to fill out this section that is fine however it
may be helpful to discuss with them if they have thought about the
refugee definition and where the applicant fits in. It is important that
applications only be submitted for individuals who meet one of the
refugee definitions.
In your opinion do the individuals the sponsorship is being submitted
for meet Canada's refugee definition? (see attached interpretative
guide)
Obligations
Does the client understand their obligations as a member of a group
of five?
Ensure that all members of the group sign Section H of the
undertaking.
Settlement Plan
Is financial support outlined in Section B in-line with the CIC
Sponsorship Cost Table?
Is the budget outlined in Section B realistic?
If they are providing In-Kind donations have they used the
maximized amount possible?
In section C, has the client provided details for each service
regarding who will be responsible for what and their availability?

2. Date: Client:
Is the same individual providing all of the support? Is the work
dispersed as evenly as possible?
Does the client provide sufficient detail to provide evidence to CIC
that settlement issues have been considered?
Is support being provided adequate and reasonable according to
Canadian standards? i.e. a family of 5 is not living in a one-bedroom
home
Has the group connected with local community members (if they are
not members themselves)?
#16 Contingency Plan: has the group thought about a back-up plan if
for instance a group member loses a job, passes away, etc… Have
they considered the unexpected?
Looking at Section D - Financial Assessment, does it appear that the
group has enough finances to be successful in their sponsorship
submission. Does the total amount needed for the sponsorship,
minus any in-kind donations, equal the financial commitment of the
group?
Financial Profile
Have all the individuals who intend to use their personal income to
support the refugee applicant's (at least three) completed the
financial profile?
Are the amounts indicated to be committed to the sponsorship
realistic?
In question 4, part C, has the individual indicated the correct number
of dependents (this number should also count the individual)?
Is the proof of income provided the most recent one?
The Document Checklist is a great tool to ensure that all of the necessary forms are being submitted
