1. Regional NAP Expo at CBA12
14 June 2018, Lilongwe, Malawi
Implementation strategies
Mr. Benon Yassin (Malawi), LEG Member
2. Objectives of NAPs and the PA global goal on adaptation
1) Objectives of the NAP process (decision 5/CP.17) are:
a) To reduce vulnerability to the impacts of climate change, by building
adaptive capacity and resilience;
b) To facilitate the integration of climate change adaptation, in a
coherent manner, into relevant new and existing policies, programmes
and activities, in particular development planning processes and
strategies, within all relevant sectors and at different levels, as
appropriate.
2) Global goal on adaptation (Article 7 of the Paris Agreement)
• Enhancing adaptive capacity, strengthening resilience and
reducing vulnerability to climate change, with a view to contributing
to sustainable development and ensuring an adequate adaptation
response in the context of the global temperature limit of less than
2°C.
3. Guidelines
Initial guidelines are contained in decision
5/CP.17, annex
Technical guidelines for the NAP process,
developed by the LEG in response to
decision 5/CP.17 paragraph 15 are
available in multiple languages at

Supplements to the guidelines are
available on NAP Central

7. Observations from the NAP Expo 2018 regarding implementation
There are numerous entry points to adaptation planning
While there is no ideal approach, methods to manage this
diversity are being developed to ensure consistency,
efficiency and effectiveness
The Integrative Framework for NAPs and SDG (NAP-SDG
iFrame) by the NAP Technical Working Group offers a
flexible approach to manage any approach
Use of a systems approach is useful in providing greater
specificity as countries shift from formulation to implementation
Adaptation in all its forms, happens at multiple levels and scales
depending on the system
There is growing evidence of effective adaptation solutions, and
more work is needed to identify a broader set of good practices
and successes
8. Examples of adaptation and related solutions presented at previous NAP Expos
Sector specific solutions / adjustments – e.g. food security, water
security, energy security, adaptive health systems
Seed preservation
Early warning systems
Climate strategies as pillars of national development – e.g.
biodiversity in Madagascar; DRR in some Asia and Pacific
countries; etc.
Insurance
Strategies in managing climate finance
Technologies for adaptation: Application of Google Earth engine
in Open NAPs; DHL Resilience 360; Microsoft AI for Earth
