When His Holiness the 14th Dalai Lama, Tenzin Gyatso, spoke to the United
States Congress in Washington, D.C., he outlined a five-point plan for achieving
peace in Tibet. He began his address by speaking on his goal of transforming Tibet
into a safe zone before advocating for the abandonment of China's population
transfer policy, which had long threatened the livelihood of the Tibetan people. The
Dalai Lama emphasized that the people of Tibet must focus on working toward a
brighter future with the nation of China. Lastly, His Holiness discussed how Tibet
must focus on the restoration and protection of the Tibetan environment, in part by
rejecting China's use of the country as a nuclear weapons production site and as a
location for dumping nuclear waste.
