Mental health has been in the news quite a bit lately. Dozens of U.S. states are currently suing Meta for contributing to the youth mental health crisis by inserting addictive features into their products, while the U.S. Surgeon General is touring the nation to bring awareness to the growing epidemic of loneliness and isolation. The country has endured periods of low national morale, such as in the 1970s when high inflation and the energy crisis worsened public sentiment following the Vietnam War. The current mood, however, feels different. Gallup recently reported that national mental health is at an all-time low, with few bright spots to lift spirits.
To better understand how Americans are feeling and their attitudes towards mental health in general, ThinkNow conducted a nationally representative quantitative survey of 1,500 respondents and found some interesting differences among ethnic, age and gender groups.
Technology
For example, 52% agree that technology and social media have a negative impact on mental health, but when broken out by race, 61% of Whites felt technology had a negative effect, and only 48% of Hispanics thought it did.
While technology has helped us keep in touch with friends and family in faraway places, it appears to have degraded our ability to connect in person. Staying connected online is a double-edged sword since the same news feed that brings us pictures of the grandkids and fluffy kittens also feeds us news about the wars in Israel and Ukraine, the dysfunction in Washington, the latest mass shooting and the climate crisis.
Hispanics may have a built-in defense against the isolation technology breeds, owing to their large, multigenerational households, strong social support systems, and tendency to use social media to stay connected with relatives abroad.
Age and Gender
When asked how individuals rate their mental health, men rate it higher than women by 11 percentage points, and Baby Boomers rank it highest at 83%, saying it’s good or excellent vs. 57% of Gen Z saying the same.
Gen Z spends the most amount of time on social media, so the notion that social media negatively affects mental health appears to be correlated. Unfortunately, Gen Z is also the generation that’s least comfortable discussing mental health concerns with healthcare professionals. Only 40% of them state they’re comfortable discussing their issues with a professional compared to 60% of Millennials and 65% of Boomers.
Race Affects Attitudes
As seen in previous research conducted by ThinkNow, Asian Americans lag other groups when it comes to awareness of mental health issues. Twenty-four percent of Asian Americans believe that having a mental health issue is a sign of weakness compared to the 16% average for all groups. Asians are also considerably less likely to be aware of mental health services in their communities (42% vs. 55%) and most likely to seek out information on social media (51% vs. 35%).

prin standarde armonizate, i, după caz, orice alte cerin eș ț
suplimentare, inclusiv cele stabilite în cadrul schemelor
sectoriale relevante, pentru realizarea activită ilorț
specifice de evaluare a conformită iiț ;

se evaluează dacă s-a demonstrat îndeplinirea cerin elorț
specificate pentru un produs, un proces, un serviciu, un
sistem, o persoană sau un organism;

evaluare a organismului na ional de acreditare, de cătreț

Acest capitol se aplică acreditării, utilizată cu titlu obligatoriu
sau voluntar, referitoare la evaluarea conformită ii,ț
indiferent dacă această evaluare este obligatorie sau nu
i indiferent de statutul juridic al organismului careș

1. Organismele na ionale de acreditare se supunț se
supun evaluării la nivel de omologi, astfel cum este
organizată de organismul recunoscut în temeiul
articolului 14.

6. Primul organism recunoscut în temeiul prezentului
regulament este Cooperarea Europeană pentru
Acreditare, cu condi ia ca acesta să încheie un acordț
în conformitate cu alineatul (2).

20. Nouă activitate principală – verificarea
Prin votul pozitiv încheiat în 24 februarie 2014, Consiliul pentru
Acord Multilateral EA a decis să stabilească EA MLA pentru
verificare conform EN ISO 14065 i Regulamentul Comisieiș (UE)
nr 600/2012. Ceremonia de semnare a fost organizată la
Adunarea Generală EA de la Praga, Republica Cehă, din 27-28
mai 2014 pentru toate cele 14 organisme na ionale de acreditareț
care au trecut cu succes evaluarea la nivel de omologi i pentruș
care s-a luat o decizie pozitivă la reuniunile MAC (Consiliul pentru
Acord Multilateral) din octombrie 2013 i aprilie 2014. Toateș
celelalte organisme na ionale de acreditare pentru care se va luaț
o decizie pozitivă în cursul reuniunii EA MAC din octombrie 2014
care vor fi invita i să semneze cu ocazia Adunării Generale EA deț
la Haga, Olanda, din 19-20 noiembrie 2014.

23. Dezvoltare în EA
Proiecte Specifice cu Comisia Europeană (1):
Implementarea regulamentelor EU/ETS, prima perioadă s-a
încheiat în 25 februarie 2014. Raportul intermediar cerut a fost
transmis i adoptat de DG Clima a Comisiei.ș
Un proiect privind Servicii Europene Acreditate pentru cancerul de
sân – în curs de a fi semnat înainte de vara 2014. Activitatea va fi
derulată de un Grup de lucru tehnic cu reprezentan i aiț
organismelor na ionale de acreditare membre EA i monitorizatăț ș
de un Grup de Coordonare a Comitetului Executiv EA.
Proiectul pentru “Apropierea dintre acreditarea din UE i dinș
Federa ia Rusă” continuă derularea conform planurilor. Pentruț
acest proiect, a fost stabilit un Consor iu cu EA.ț
24. Proiecte Specifice cu Comisia Europeană (2):
Proiectul “Acord cu DG ENTR pentru acordarea unui grant în sprijinul ac iunilorț
privind acreditarea fa ă de Directive”, conform rezolu iei 6.2.1 de la ultima AGț ț
a EA, a fost amânat deoarece nu sunt fonduri disponibile un astfel de grant. De
fapt, s-a reu it cre terea grantului pentru operare pentru EA la 600.000.-€ș ș
(vechiul grant de operare a fost de 375.000.-€ i EA a solicitat o cre tere laș ș
517.000.-€) având în vedere în elegerea ca EA va începe proiectul sub grantulț
de operare pentru a contribui în continuare la armonizare în acest domeniu.
Sprijinirea diferitelor DS´sDS´s în elaborarea legisla iei care con ine componente deț ț
evaluare a conformită ii este o temă în derulare care trebuie acoperită deț
secretarul executiv al EA, de membrii Comitetului executiv al EA i de membriiș
EA pentru anumite tematici tehnice specifice.
25. Întărirea Secretariatului EA i îmbunătă irea utilizării resurselorș ț
acestuia a rămas o prioritate importantă pe agenda strategiei EA.
O parte a acesteia, recrutarea Secretarului Executiv EA a fost
definitivată. In paralel, s-a reu it, în martie, transferul activită ilorș ț
opera ionale aleț Secretariaului MAC la Secretariatul EA din Paris.
Noul Secretar al MAC este Martine Blum ajutată de Lydie Mauger,
în particular pentru organizarea evaluărilor între omologi.
Este în derulare un alt proiect pentru îmbunătă irea func ionării deț ț
zi cu zi a Secretariat: se referă la stabilirea solu iilorț IT pentru
gestionarea fondurilor EA i administrarea sistemului de evaluareș
între omologi. Planurile sunt de a implementa aceste noi
instrumente până la sfâr itul luiș 2015.
În sfâr it, s-a decis schimbareaș logo-ului EA, o decizie finală
urmând a fi luată pentru implmentare în 2015.
26. Acreditarea în scopul notificării
DECIZIA CE nr. 768/2008/EC A PARLAMENTULUI
EUROPEAN I CONSILIULUI dinȘ 9 iulie 2008
privind un cadru comun pentru comercializarea
produselor, i anularea Deciziei Consiliuluiș 93/465/EEC
(38) În scopul asigurării unui nivel coerent al calită ii laț
realizarea evaluării conformită ii nu este necesară doarț
consolidarea cerin elor care trebuie să fie îndeplinite deț
către organismele de evaluare a conformită ii, care dorescț
să fie notificate, ci, în paralel, este necesară i stabilireaș
cerin elor care trebuie să fie îndeplinite de autorită ile careț ț
notifică i de alte organisme implicate în evaluarea,ș
notificarea i monitorizarea organismelor notificateș .
27. (39) Sistemul stabilit prin prezenta decizie este completat de
sistemul de acreditare prevăzut de Regulamentul (CE) nr.
765/2008. Deoarece acreditarea este un mijloc esen ial deț
verificare a competen ei organismelor de evaluare aț
conformită ii, folosirea acesteia ar trebui să fie încurajată i înț ș
scopurile notificării.
(40) În cazul în care un organism de evaluare a conformită iiț
demonstrează conformitatea cu criteriile prevăzute în
standardele armonizate, ar trebui să se considere că acesta
îndepline te cerin ele corespondente prevăzute în legisla iaș ț ț
relevantă din domeniul respectiv.
28. Acreditarea sub Regulamentul (CE)
765/2008
Acreditarea, efectuată în conformitate cu seria de
standarde EN 17000 de către organisme na ionaleț
de acreditare recunoscute care sunt membre ale
Cooperării Europene pentru Acreditare (EA), este o
garan ie din punct de vedere tehnic în evaluareaț
competen ei organismului de evaluare aț
competen ei în scopul notificării.ț De i nu este oș
cerin ă, rămâne un instrument important i privilegiatț ș
pentru evaluarea competen ei i integrită iiț ș ț
organismelor ce vor fi notificate. Din acest motiv,
acreditarea ar trebui considerată de către autorită ileț
na ionale de notificare ca fiind cea mai favorabilăț
bază tehnică pentru evaluarea organismelor de
evaluare a conformită ii astfel încât să se reducăț
diferen ele între criteriile aplicate în vedereaț
notificării.
29. ‘Noul cadru legislativ' pentru comercializarea
produselor
Pachetul de măsuri cunoscut sub denumirea "Noul
cadru legislativ" a fost adoptat în Consiliu în 9 iulie 2008
i publicat în Jurnalul Oficial în 13 augustș 2008. Măsurile
sunt concepute pentru a ajuta la o mai buna func ionareț
a pie ii interne de bunuri i pentru a întări i modernizaț ș ș
condi iile de punere pe pia a UE a unei game mai largiț ț
de produse industriale.
30. Regulamentul 765/2008 i Decizia 768/2008 sunt complementareș
i împreună formează baza pentru un cadru legal coerent pentruș
comercializarea produselor. Prevederile Deciziei vor fi incluse în
directivele existente ca revizuiri când acestea vor fi revizuite – de
fapt, este un template pentru viitoarea armonizare legislativă
referitoare la produs.
Regulamentul 764/2008 (noul regulament de recunoa tereș
mutuală) de asemenea întăre te pia a internă pentru o gamăș ț
largă de alte produse, care nu fac obiectul armonizării UE, de
exemplu produse alimentare cum ar fi pâinea i pastele, mobilier,ș
biciclete, metale pre ioase. Împreună, acestea reprezintă pesteț
15% din bunurile comercializate intra-UE.
31. Alinierea legisla iei existente cu prevederile cadru aleț
Deciziei 768/2008/EC
În scopul aducerii legisla iei armonizate referitoare la produs înț
concordan ă cu prevederile de referin ă din Decizia 768/2008/EC,ț ț
în 26 februarie 2014 a fost adoptat i publicat în Jurnalul Oficial alș
UE in 29 martie 2014, un ”Pachet pentru aliniere” care constă din
următoarele 8 directive (care altfel nu ar fi fost revizuite într-un
viitor apropiat):
1.Directiva de joasă tensiune
2.Directiva pentru compatibilitate electromagnetică
3.Directiva ATEX
4.Directiva Lifturi
5.Directiva privind vase sub presiune
6.Directiva privind instrumente de măsură
7.Directiva privind instrumente ne-automate de cântărit
8.Directiva privind explozivii de uz civil
32. Statele Membre trebuie să transpună în legisla iaț
na ională prevederile acestor directive care se vorț
aplica începând cu 20 aprilie 2016.
Pentru a putea fi utilizată legisla ia na ională înț ț
acreditare ca bază pentru notificare transpunerea în
legisla ia na ională trebuie finalizată ”cu bine”ț ț
înainte de această dată
În plus, Directiva privind articolele pirotehnice care a fost
parte a ”Pachetului pentru aliniere”, din propunerile
Comisiei a fost deja adoptat în iunie 2013. Prevederile
acestei Directive vor fi aplicabile de la 1 iulie 2015.
