• India is politically aspiring country… we want to
become Super Power…
• …which mean… reduce obligations… enhance self
sufficiency… and oblige the poor nations…
• …which mean.. Reduce GRANT…
Reduce DEBT …
Increase Private Investment
• International Relief CSR
• Result in…. SOCIAL ENTERPRENEURSHIP
• PPP is anyway a big government priority in 12th Five
Year Plan…. Newer OPPORTUNITY EMERGING…

12. • The Moment PSU start full fledged financing of the development project
through CSR… they have option to
– Either….GRANT
– Or………..PPP
• Lets compare both…
GRANT PPP
• Not To Be Repaid • Investment & Returns
• Risk with donors • Stakeholder’s Involvement and share risk
• Free Money • Ownership with Public & Private Parties
• Unidirectional • Growth by Re-investment
• No ownership • More Financial Discipline
• Growth by another grant • Thrust to enhance quality of service and
• Less Financial Discipline always active to achieve more.
• Non-sustainable • Sustainable
• Whom Shall we choose then????
• Answer is obvious…. PPP… what government also chosen ..

13. So..what are policy initiatives & shifts…
• Stringent FCRA & Liberalize Foreign Direct Investments
• More Import on Technological Inputs
• Focus on Infrastructure Development
• Skill Development
• Introduction of CSR Policy
• Incorporate Profit enterprise in the list of NGOs
• Introduce Social Development Project under PPP
So… I would recommend…
