• Daily couriers head count= 2 x 6hrs x 60 mins x

• Exempting couriers who:
-work at non-peak hour
-use exit A & B illegally
-MTR station other than Sheung Shui
31. Numerical fact
• 24 “Windsand” operations since 22th Sep
• A total of 563 Mainlanders + 10 Hong Kong
residents were arrested for suspected
involvement in parallel goods trading.
• 97 Mainlanders were prosecuted for breach of
conditions of stay. 90 were sentenced to
imprisonment for four weeks to two months.
Charges were withdrawn for another 7
• remaining 466 people were repatriated.
