3. ESSENTIAL DRUG CONCEPT
Essential drugs are those that satisfy the
health care needs of the majority of the
population;
they should therefore be available at all times
in adequate amounts and appropriate dosage
forms.
4. •The WHO defines essential drugs as
those that are:
•Indispensable and necessary for the
health needs of the population. They
should be available at all times, in the
proper dosages forms to all segments of
society
•Antimalarials are “essential medicines”
5. The Essential Drugs List
It is a list of selected essential drugs.
•It is a compilation of drugs that are
deemed to meet the health care needs of
majority of a population.
6. a list of drugs that specifies the level of care
at which individual drugs may routinely be
distributed, prescribed, and dispensed.
It names the drugs considered optimal
treatment choices to satisfy the health care
needs of a given population.
7. •In the simplest form, it is used for one
health facility e.g a hospital or a group of
health facilities to initiate which drug
should be procured or dispensed.
•In most developing countries the ministry
of health has prepared a list of national
essential drug list (NEDL) for the public
sector.
8. The NEDL indicate for each level of care,
the drugs to be procured, distributed and
used in a particular level of care and
therefore form a leveled essential drug list
(LEDL).
LEDL is a compilation drugs available at
dispensary, health centre, district hospital
and referral hospital with a number of
drugs increasing with the level care.
9. The drugs are identified by INNs (generic) names
without indicating the manufacturers.
For practice purposes the list can be considered a
supply list defining the kind of drugs for different
levels of care and indicating dosage form and
sometimes packing size and other specification.
The purposes of EDL are to ensure provision of
(i) affordable,
(ii) Equitable and
(iii) quality medicine

There are four component of drug supply
management that are arranged to form
the drug management cycle:
selection
procurement
Distribution
Rational drug use.

•When the system is not functioning well, important
drugs will not be used as they should be
•When the system is functioning well, the proper use
of drugs will reinforce the proper selection,
procurement, and distribution of drugs.

15. DRUG POLICY AND LEGAL FRAMEWORK
POLICY DOCUMENTS
•A Kenya national drug policy (KNDP) is a guide of
actions specifying goals set by the government for the
pharmaceutical sector and the main strategies and
approach of attaining them.
16. • A NDP provides a framework to coordinate
activities by various actors in the
pharmaceutical sector; The public and private
sectors, NGOs, Donors and interested parties.
