3. Mimi Garcia
Director of Healthcare Organizing for
Engage, Texas
Mimi is the Director of Healthcare Organizing for Engage Texas and coordinates the Texas Well and
Healthy campaign. She has a Masters in Public Policy from the Heller School of Social Policy at Brandeis
University where she studied the Massachusetts health law and other health policy issues.
Mimi has worked as a community organizer, in the labor movement, with the interfaith justice movement
and has coordinated statewide grassroots campaigns in Texas. She works with organizations and
communities to translate policy into action, and communal needs into local, state, and national changes.

4. Stephen Sofoul
President, Benefits Science Technologies
Stephen Sofoul is a healthcare executive specializing in Health Insurance and Employee Benefits.
Stephen is the President of Benefits Science, an analytics firm providing healthcare plan design, claims
analysis, and total plan management services for employers sponsoring benefits for their employees.
Benefits Science is pioneering medical cost prediction and personalized wellness programs to support
cost control and lifestyle improvement for employees. Stephen has also served as the President of
PeopleManage Pro, a Texas based Benefits Management firm, and as Vice-President of an industrial
manufacturing firm. Stephen has a BS Degree in Finance and an MBA from MIT. Stephen lives in Boston,
MA and is married with four children.

5. Dr. Charles E. Begley
Professor of Management, Policy, and Community
Health at the UT School of Public Health
He is Co-Director of the Center for Health Services Research, director of the Houston Health Services
Research Collaborative, and an adjunct faculty member of economics at Rice University. Prior to moving
to Texas, Dr. Begley was a faculty member at the University of Illinois Springfield. He has also taught at
the University of Texas Health Science Center at San Antonio.
Dr. Begley has authored or co-authored numerous scientific papers, book chapters, books, government
reports, and other professional documents over the past 25 years. Dr. Begley is a co-author of the 3rd
edition of a widely used textbook on health service research and is the lead author of the 4th edition
scheduled for publication in 2012.
He has served on local, state, national, and international committees addressing various health services
and public health topics. Dr. Begley teaches masters and doctoral level courses in health policy, health
services research, and health economics. His current research interests include disparities in health care,
performance of healthcare safety net systems, and health care reform.

6. Dr. Robert A. Behar
Founder, Chairman of the Board and Chief Executive
Officer of North Cypress Medical Center.
A true visionary, Dr. Behar wanted to develop a hospital with state-of-the-art equipment and amenities that
truly put its patients and physicians first. A native of Chicago, Dr. Behar graduated with honors, and
received his MD from the University of Chicago's Pritzker School of Medicine. He completed his internship
at Northwestern University and his residency at Stanford University in Radiation Oncology.
Dr. Behar started his private practice in Florida, where he served on the faculty of the University of Miami
Medical School. He relocated to Houston where he formed Western Radiation Oncology Associates, a
practice that has been successful in starting five Cancer Centers including the North Cypress Cancer
Center. North Cypress Cancer Center is the first and only Cancer Center in the area to perform both High
Dose Rate Brachytherapy and Stereotactic Cranial and Body Radiosurgery. Dr. Behar is one of a select
group of physicians who have been trained in Body Radiosurgery at the Karolinska Institute in Stockholm,
Sweden.
Fluent in both English and Spanish, Dr. Behar is an international lecturer and has published studies in
Peer Review Journals such as Cancer, Surgery and the International Journal of Radiation Oncology. His
specialty interests, include Head and Neck Cancer, Lymphoma, Thyroid Cancer, Prostate Cancer and
Brain Tumors.

7. Mr. Terrell A. Rogers
Sr. Executive, UnitedHealthCare
Terrell Rogers is an Army Veteran who hails from Springfield, Ohio. He has a bachelor’s degree in
Business Management from LeTourneau University, a MBA from University of Phoenix in Global
Management and currently working on his Doctorate in Organizational Leadership from University of
Phoenix.
Terrell is a Sr. Account Executive with UnitedHealthcare for the past 10 years. He has worked for AIG,
PacifiCare, Cigna & Aetna. He is the immediate past-president for the Houston Association of Health
Underwriters which is the largest chapter under the National Association of Health Underwriters. He is
married to his beautiful wife Denise and they have a blended family with four children.

8. Dr. Guru N. Reddy
MD, FACP, FACG, FASGE
Dr. Reddy got his training in Gastroenterology and Hepatology, including liver transplantation, at the
Baylor College of Medicine, Dr. Guru N. Reddy successfully established one of the largest
gastroenterology, hepatology and hepatobilairy practices in north Houston in 1988. Dr. Reddy remains on
the clinical faculty at Baylor College of Medicine He has given numerous talks on a variety of
gastroenterology and liver topics in the past 24 years to primary care physicians, gastroenterologists,
nurses, and patients.
In 2011, Dr. Reddy received the distinct honor of being elected as the 110th President of the Harris County
Medical Society, which is the largest county medical society in the United States with more than thirteen
thousand (13,000) physician members. During 2011, Dr. Reddy attended close to a hundred meetings,
spoke at about a dozen events, visited the capital hill during the legislative session, met the leadership of
our academic institutions, while maintaining continuity of care for his patients and his practice.
In 2008, Dr. Reddy served as President of the Houston Academy of Medicine , Chair of the Hospital
Chiefs of Staff, Harris County Medical Society representing over 80 hospitals and in 2003, Chair of the
Board of Medical Legislation for the Harris County Medical Society , during the year the Tort Reform “Bill”
was successfully enacted in Texas.
