The error in this sentence occurs at (B), where there is noun-noun disagreement. The singular “a member” does not agree with the plural “trees.”
Choice (C) is correct. It avoids the awkwardness and wordiness of the original by clearly and concisely stating what the government has failed to do—it has failed to “convince the public that refined grains are bad and whole grains are good.”
Choice A is correct. The sentence indicates that Sondra knew that Mark often did not “follow through” and do things he had promised to do.
