Transilience depicts the journey of Lieutenant General Arnel Bernardino Dela Vega from being an airman’s son to being one of the most successful leaders of the Armed Forces of the Philippines.

n July 15, 2006, General Generoso Senga,
the then Chief of Staff of the Armed Forces
of the Philippines, approved the concept
of dividing Southern Command into two
unified commands, namely Western Mindanao Command
and Eastern Mindanao Command. Pursuant to General
Orders No. 1035 dated August 23, 2006, Southcom was
deactivated, creating the two unified commands.
The mission of WestMinCom is to intensify the
conduct of support operations for the isolation and
defeat of the Abu Sayyaf Group; significantly degrade the
capability of the CPP-NPA-NDF; ensure the success of the
normalization process with the Moro Islamic Liberation
Front; and address the Auxiliary Threat Groups in order
to help the people within its area of operations to create
an environment conducive to sustainable development
and just and lasting peace.
Directly under its operational command are the
Joint Task Forces Sulu, Basilan, Tawi-Tawi, Zamboanga,
ZamPeLan, and Central, which are composed of units
with land, air, and naval operations capabilities.

Calarian, Zamboanga City.
Western Mindanao Command is composed of troops coming from
the three major services of the Armed Forces of the Philippines:
the Philippine Air Force, the Philippine Navy, and the Philippine Army.

Composed of responsive forces deployed as the backbone of security forces,
WestMinCom’s joint area of operations covers the entire Zamboanga Peninsula,
Lanao Provinces, Misamis Occidental, Maguindanao, Sultan Kudarat, Cotabato,
and the island provinces of Basilan, Sulu, and Tawi-Tawi.
Since the activation of WestMinCom, 10 seasoned and battle-tested generals

in Lipa City, Batangas on March 28, 1964. He is
a graduate of the Philippine Military Academy “Sandiwa”

officer, has been an icon to his soldiers for having a happy family.

10. Prior to his designation as the commander of the
Western Mindanao Command, Lt. Gen. Dela Vega led
the troops of the 6th Infantry ‘KAMPILAN’ Division,
PA in Maguindanao, from January 2017 to May
2018, where his skills and acumen in peacebuilding,
peacemaking, and peacekeeping were showcased.
As the concurrent commander of the 6ID and the
Joint Task Force Central, Lt. Gen. Dela Vega effectively
employed the tools of the AFP’s Development Support
and Security Plan “Kapayapaan” through intelligence-
driven Focused Military Operations and purposive
Civil Military Operations with intensified stakeholder
engagement, all geared towards preventing and
countering violent extremism while sustaining the
peace in Central Mindanao.

299 sorties to support internal security
andterritorialdefenseoperationswith
estimated hours of 382:54.00. The
group also transported 249 military
and 14 civilian passengers along with
668 kilograms of military cargoes
with the naval operations. The Naval
Task Group of NFWM accomplished
a total of 4,234 maritime patrol
missions equivalent to 32,102:15.0
steaming time, covering a distance of
32,102:15.00 nautical miles.
On Air Operations, using the
dedicated air assets deployed in the
respective Joint Area of Operations
(JAO), the Command performed
2,258 sorties equivalent to 3,457.65
flying hours. For airlift operations, the
Air Force transported 8,500 military
personnel, 1,976 civilian passengers,
and 797,814 lbs of assorted military
cargoes within the WMC’s JAO.

conduct of Focused Military
Operations (FMO) against
terrorism and countering violent
extremism in the JAO, with the
full support and efficiency of the
Law Enforcement Operations,
and through the effective and
efficient Command and Control
of JTFs, the terrorist groups
abandoned their traditional
safe haven and moved towards
our constriction areas and
significantly degraded the
other threat groups. Moreover,
the maximum utilization of the
capabilities of the air and sea
assets reinforced the firepower
of the ground troops which
significantly resulted to a large
number of enemy neutralized.

43. With the significant accomplishment in terms
of the neutralization of enemy personalities, the
command gained headway in the multitude of
surrenderedandrecoveredfirearms. Theincrease
of government engagements consequently
upshot a large number of accomplishments in
terms of firearms gained.
The recovery of firearms shall be continued until communities
become relatively safer than ever. Similarly, close monitoring of
the local chief executives continues as provided for in Martial
Law Instructions No. 1 just to ensure that basic services are
delivered and are rendered by concerned LGUs. Thus, the sincere
cooperation of the local chief executives is what we are counting
for so as to prevent innocent lives from being lured.

T
he conduct of Civil
Military Operations
(CMO) nested in
the overall mission
and intent of the commander.
It is essential because it can
primarily assist his ground forces
in planning, preparing, and
executing civilian and military
operations. In return, it can help
the commander consider civil
components within his area of
operations and consequently
appreciate and establish its
importance. Being the prime
mover against the Ideological,
Political and Organizational
(IPO) works of threat groups,
the Civil Military Operations of
this Command has focused on
the terroristic activities of the
enemy and clan dispute issues.

45. As a catalyst of the DSSP “Kapayapaan”,
the Western Mindanao Command has
engaged with government agencies and
NGOs to address underlying issues, such as
poverty,illiteracy,socialjustice,environmental
protection, and wildlife preservation.
During the stint of Lt. Gen. Dela Vega,
from May 18, 2018 to June 28, 2019,
WestMinCom effectively and intensively
continued the implementation of CMO
programs in line with the WMC Campaign
Plan“Kasanyangan”.Hepersonallyundertook
the visit and monitoring of all units in WMC’s
JAO and attended meetings, dialogues, and
conferences with different stakeholders,
including courtesy calls with both local and
foreign military personnel and local chief
executives.

coordinated activities conducted
together with the combat
operations during wartime
become a central part of the
military’s campaign in counter-
insurgencies. The Information
Support Affairs of this Command
conducted ISA-related activities
designed to influence the beliefs,
emotions, behavior, attitudes,
and opinions of target audiences,
including the introduction of
Preventing and Countering
Violent Extremism.

47. With our changing security environment, a more complex threat progresses and emerges which subsequently
requires a solution that involves different stakeholders across the political, social, economic, and military aspect both
in the local and international landscape.
Our efforts in preventing and countering violent extremism
or PCVE engagements shall not be a one time and stand-
alone effort but more of a sustained and intensified
involvement of key stakeholders. It is here where we will
see how effective good governance works.

he Western Mindanao Command administers
public relations and understanding of the
militaryaspectasoneofthemissionthatsupport
commanders to relay timely information and
to ensure that the general public is updated with the latest
activities and programs of the Command.
Through the Command Public Information Office,
headed by Colonel Gerry M Besana (GSC) PA, who acts
as a communication channel between the Command and
the general public, WestMinCom performs its mandate by
coordinating activities; by increasing its engagements with
the interviews to local and national media; by facilitating
requests of foreign/local journalists to conduct interviews;
and by updating its social media accounts.
The launching of the WMC’s website and the WMC‘s
E-Magazine “Kapayapaan”, with the theme: “Reaching
Horizon through Integrated Effort and Multi-sectoral
Alliance last September 21, 2018 was one way of bridging
and penetrating the modern media of today’s generation.

49. Community relations were further strengthened through
visible engagements with different stakeholders in their
undertakings,suchascommemorationsof“ArawngKagitingan”
and “Dia de Caling”; inaugurations/blessings, such as that of
the AFPFC Multi-Purpose Cooperative satellite office at Yubenco
Bldg. in San Jose Gusu, Zamboanga City; Consultative-Forum at
Garden Orchid Hotel; solidarity dinner for Eid’l Adha initiated
by the Peace Advocate of Zamboanga (PAZ); various forums
initiated by the Office of the Governor, ARMM in Cotabato City;
and the likes. The continuous operation of DXWC Peace 88.3
positively reinforces the Command’s thrust of dominating the
information environment.
The intensified information support activities conducted
through the production and dissemination of information,
concepts, or ideas through social media, print, and radio
influenced the attitude and behavior of the civilians and other
stakeholders towards the Western Mindanao Command and
the AFP, as a whole.

playmates. We fondly call Arnel by his nickname, ‘Boyet’. He
was a skinny kid. In fact, the Dela Vega siblings were all skinny.
The kids from our block were called ‘Anak-Panu’, coined from
‘Anak ng Eroplano – mga batang Panu’.
I was ahead of him by a year in Fernando Air Base Elementary
School, we were also together in The Mabini Academy.
Eventually, we met each other again in the Philippine Military
Academy; I was his senior. We didn’t really plan out to walk the
same path or career; it was actually the plan of our fathers who
were both in the Air Force.”

told by his brother, this decision was no surprise to the family
since Lt. Gen. Dela Vega was nurtured in an environment that
has influenced his decision to join the military.
“He is a very kind and loving son and a very
responsible brother. He doesn’t fight with
his siblings and he does well in school. He
graduated valedictorian in elementary. Even in
high school, he still excels in his studies.
I remembered when I once visited him
in PMA and found that he was bruised.
As a mother, I thought he was beaten by
his upper class. Unknowingly, it was a
misunderstanding as he fell from the bed
bunks and bruised his knee.
As his mama, I want him to be selfless. I
want him to share whatever blessings he has
to the people around him. The Lord always
sees kindness, and those who are kind are
rewarded.”

70. “I remember we were in the same company – the Hawk Company. He
moves a lot when he sleeps. He fell from the bunks and his face hit the
study table beside it. He broke his nose. Looking back, I could have done

be no squat-thrusts, no ‘masi-masi’, and no compliance for a week.”

deployed come in Iraq. He would
often say, ‘In the Philippines, I am
a scuba diver, I am a skydiver, but,
now in Iraq, I am a driver.’ As U.N.
military observers, we go on daily
patrols to check on the conditions
of Kurdish natives and to see if there
are atrocities in affected areas. That
would be thousands of kilometers
from where we are based. We go on
patrols by twos and drive alternately,

“I was still a student when I did rural works at
the different barangay health centers of Gumaca,
Quezon. He was also there conducting dialogues
and meetings with the communities. There was then
a story circulating among the soldiers that there is
a pretty young midwife at the health centers. Arnel
heard about it and decided to check it out himself.
There, he saw me and asked to have his blood
pressure checked. He eventually asked me for my
name. That’s how we first met.”

where I was staying at. I wasn’t really
attracted to him at first. I even refused
his courtship two times. He was very

just around nine months. Thereafter,
he, together with his parents, made
the “pamanhikan” and asked for my
parents’ consent for us to get married.

Vega and Debbie were blessed with their first
child, a healthy baby boy named John Kevin. The
following years were fruitful as they were blessed
with beautiful daughters named Keith Dianne,
born on the 8th of October, 1993, and Kim Ellaine,
born on 11th of December, 1994.

79. “Daddy is a good provider. As
much as he could, he would give
everything that we need in life; even
the things that we wanted as long as it
is necessary. We can never repay him
equally for the things he has done
for us as our father. The only way we
could somehow give back to him is
become good children to them and to
do well in our profession – that way,
he sees the fruits of his hard work.
He’s always a supportive father when it comes to our endeavors. He might not often
say words of encouragements, but he often shows it through actions. When I was in the
volleyball team in college, he discreetly watches my games. When his schedule doesn’t
allow, he would text to ask how the game was.
When I was younger, I remember how rarely he comes home. When he does, he wants
us to eat together as a family. One time he came home, I was out in the neighborhood
playing basketball. They were waiting for me during meal, but I haven’t noticed how
fast the time went. I came home, they finished the meal, and Daddy was furious. I had
a good hitting on the butt. It was scary back then, but now it’s just one of those funny
childhood memories worth retelling.”

Daddy would always be away for work. He would only be
at home every weekend or often times after a few months.
We would miss him on our birthdays, special occasions like

of everything, he had always been a good father to us. He

82. “We, his children, were brought up differently due to age
gap. Kuya, Ate, and I were brought up in a stricter and more
disciplined manner, but only to a certain extent.
The twins were more like his friends since they are way
younger than us. Sometimes, I am the one who scolds
the twins since daddy cannot really tell them off. But
nevertheless, he is a very responsible father and I always look
up to him. He was my standard in finding an ideal husband,
and thankfully I married one.
Whenever I come by his office,
I always ask the people working
with him how he is as a boss.
I feel like there’s not much
difference on how he treats us to
how he treats the people working
for him – they always comment
on how he seems scary since he is
very serious-looking, which I agree
on, but they really emphasize how
kind my father is. He also gets
along with everyone. Especially
his aides, we really treat them like
family; siblings more so.

83. “It was in 1994, I was assigned with the Special Forces regiment, and Lieutenant
General Arnel B. Dela Vega AFP is my commanding officer. He was only 33 years
old, and he’s already a Captain in Philippine Army. I was only 26 years old at that
time, and I did not find any trouble working with him as he is very hands on and
he won’t leave his men behind.
I have taken care of Kevin, Dianne, and Kim when
they were little. I played a lot with them. The kids
were so playful, they always laugh at my jokes.

for 14 years and I have seen
how humble he is. He is a good
example and a good leader.
He’s good in counselling,
especially regarding family

“It has been a very long journey for
us. I remember very well when we first
explored Manila; we wanted to walk
the road until Cubao. We were cadets,
especially at the Regimental Staff, where
we served as one of the key officers of
our class.
Initially, we were together in the Army and we separated
ways. He went to the Army, and I went to the Air Force.
He did very, very well.
I remember his father; we exchanged stories when I was
assigned to Fernando Air Base, and he was already the
barangay captain there. He would always share very, very
nice stories about Arnel, to include his love life and his
passion to serve. And, really, it was also nice to learn about
him, especially his younger days.
He made a great decision and, definitely, those who
are great are blessed and are favored. If, per chance, he
wants to work again, definitely, he will never run out of
opportunities — Arnel, being competent; him, being very,
very skilled in many things.”
