4. 1) Unfortunately, it is not a matter of IF, but WHEN there will
be another Mass Casualty Incident (MCI) in the Salt Lake
Valley. As such, joint training & preparation is critical.

• In October 2013, in partnership with our area Fire Department
counterparts, the Salt Lake Valley Fire/EMS Training Alliance
conducted a series of 6 large Valley Wide Mass Casualty
Incident (MCI) Drills; 3 north and 3 south; simulating the recent
theater and schools shootings.
• Utah's largest mass-casualty drills ever included partnership this
year with Military, Civilian Air Medical Transport, Police and
simulated victim as sets.

32. LESSONS LEARNED:
Drills in 2011-2105
STRENGTHS:
• Excellent teamwork from all agencies
• Communication during the planning phase was
excellent
• The training power point was helpful
• All agencies demonstrated an initial capability to
manage a MCI event.
• Participating agencies had an excellent understanding
of the ICS system.
• The participants demonstrated a positive attitude and
the ability to recognize and react to an escalating
event.
33. LESSONS LEARNED:
Drills in 2011-2105
STRENGTHS:
• Plus, 2011 the FIRST major MCI drill that involved all
the Salt Lake Valley Alliance agencies.
• 9 fire agencies,
• Gold Cross and
• all of the hospitals.
• Result:
• We were able to partner with ~80% of all the
County fire assets with either MCI training or
drills.
34. LESSONS LEARNED:

OPPORTUNITIES:
• We need to better identify command positions.
• Triage systems and tags were not consistent among
agencies.
• Crews were consistent in mitigating the MCI events, but
it was apparent that yearly training should take place
on a routine basis.
• Hospital communication was poor while using hospital
common frequency.
