NATURE: The Human Rights Observatory (HRO) in the
Philippines will be a human rights based approach
monitoring & evaluation (HRBA-M&E) system to track the
implementation of pertinent laws, policies, programs and the
fulfilment of international conventions by the state to
protect, promote and fulfil human rights in the country. It will
be a permanent mechanism for gathering, analysing and
producing relevant information from different local, national
and international sources. It will utilize a KNOWLEDE
MANAGEMENT (KM) System with an online-database system
producing regular human rights situational reports.

FUNCTION: HRO in the Philippines will support the general
protection and promotion mandates of the CHR, particularly
in reporting results of monitoring. Cases of human rights
abuses need to be documented in order to provide
appropriate corrective actions. It can also be preventive
since it can serve the purpose to advocate the respect,
protection and fulfilment of human rights. Thus, it will also
incorporate an effective referral system to protection &
promotion services by CHR and other state duty bearers as
well as provide the necessary information (research) & tools
(including systems) to an effective policy advocacy.

a) Component (C1): Data Entry/Acquisition
for HR Situational Reports. (online data form
accessible from a PC or Mobile Phone Apps.)
For reporting HRV/HRA individual cases (or
incident report). This will be complemented
with an HRV/HRA online reporting form and
mobile phone apps
b) Component (C2): Verification and Action
Referral. All submitted reports (situational
and HRV/HRA incident reports) will be
verified by appropriate CHR offices or other
designated 3rd party using this automatic
online notification and checklist mechanism
before submitted data is allowed to populate
the main database or referred to action by
CHR offices, HRO inter agency partner
mechanism or through our CSO partnership
mechanisms (victims support, etc.)

e) Component (C5): Data Search: This is an
online search function that will allow different
set of people to access different parts of the
database. At the least, for the public access, it
will allow the users to get data, its corresponding
analysis and visualization of information we have
along monitoring per human rights based on the
HR Indicators of SPO (Structure, Process,
Outcomes) that we can then analyze spatially
(area-focus), temporally (across time) and
sectorally/thematically (along HRO categories
plus plus). Another layer of analysis is the HR
analytical perspective of average, disparity and
inequality.
f) Component (C6): Data Visualization (Human
Rights Observatory DASHBOARD). Using the
analytics function of our online database system,
this system will generate the necessary data
visualization (graphs, tables, geo-based visuals
such as maps and map overlays) that can be
embedded to the HRO website and/or CHR main
website to report on various analysis generated
by our system on HR obligation compliance
monitoring.

g) Component (C7): Research and Reporting Guidelines.
This part of the system will provide guidelines to
appropriate line function offices (Protection,
Promotions, Legal, Centers Mgmt., Policy) and other
interested parties on how to properly use the generated
analysis and information from this system for our various
regular HR situation reporting and other compliance
reporting. Further, when tied up to our HR Research
Agenda and Research Guideline, this part of the system
will provide guideline for the continuing process of
further analyzing information we have for succeeding
researches and analysis. Pop-up technical guidelines that
can be embedded in information search results from
component C6 might be the expression of this part of
the system. Written guidelines to appropriate offices will
also be another way
h) Component (C8): Human Rights Situational Report
Development. This component is based on the guideline
and tools we are currently developing for the
preparation of the 2018 Annual HR Situation Report. This
online platform may be use to further enhance the way
we collect, integrate and analyze data together for this
purposes. Component C1 is one such mechanism for use
in data gathering and transmittal. Also, we can create
online chat groups and discussion board along this
system to facilitate our collaboration.
