Credentials of academic standing were submitted to the Comparative Education
Service for interpretation and appraisal.
According to the diploma and the academic record in Russian and the corresponding
English translations, the above-mentioned person registered for a program of post-graduate
studies at the Moscow State University of Communication, Moscow, Russia.
Degree or Diploma obtained: Doctor of Philosophy (Ph.D.) in Technical Sciences,
specializing in "Telecommunication Technologies and Computer Networks", in 2002. The
degree was awarded by the Supreme Attestation Commission of the Russian Federation,
Moscow, Russia, upon the decision of the Council of the Moscow State University of
Communication.
We consider Muhammad Towhidul Hoque Mollah's academic qualification to be
equivalent in academic level to the standard required for the Doctor of Philosophy (Ph.D.)
degree from a Canadian university, even though programs and degree requirements may differ
to some extent.

Service for interpretation and appraisal.
According to the diplomas and the transcript of academic record in Russian and the
corresponding English translations, the above-mentioned person registered for a program of
studies from 1992 to 1997 at the Moscow State University of Railway Engineering (also
known as the Moscow State University of Means of Communication), Moscow, Russia.
Degree or Diploma obtained: Diploma and degree of Bachelor of Science in
Engineering in the field of "Informatics and Computer Technics", in 1996; Diploma and
qualification of System Engineer, specializing in "Computers, Computer Complexes, Systems
and Networks", in 1997 (issued in 1998). By a special decision of the State Examination
Commission, Muhammad Towhidul Hoque Mollah was awarded the degree of Master of
Science in Engineering.
We consider Muhammad Towhidul Hoque Mollah's combined degrees to be at least
equivalent in academic level to a four-year Bachelor's degree (and possibly somewhat
beyond), specializing in Computer Engineering. The extent to which Muhammad Towhidul
Hoque Mollah's degrees might exceed the level of a Bachelor's degree in this country could
be determined only upon admission into a post-graduate program after a detailed examination
of his academic courses in terms of the requirements of a particular Canadian university.
This assessment is for general and employment purposes only, and it does not

According to the certificate and the statement of marks, the above-mentioned person
passed the Higher Secondary Certificate Examination (Science Group), in 1989, issued by the
Board of Intermediate and Secondary Education, Comilla, Bangladesh.
We consider the Higher Secondary Certificate Examination from the above-named
country to be equivalent in academic level to the Ontario Secondary School Diploma; that is,
completion of the secondary school system in this Province. Furthermore, depending on
certain conditions as to subjects, credits and grading, the Higher Secondary Certificate
Examination may meet the general admission requirements of a Canadian university.
