These changes have three primary goals:
• Make it easier for customers to bring their software to the partner’s cloud: With expanded
use rights customers can run their software, including Windows 11, on hosters’ multi-tenant
servers and more easily license virtual machines for the Windows server.
• Ensure that partners have access to the products necessary to sell cost-effective
solutions that customers want: Create more opportunities for partners to work with more
customers to sell the solutions that they need and to run them where they prefer.
• Empower partners to build hosted solutions with speed and scale: Partners can build
hosted desktop and server solutions to help directly fulfill customers’ hosting needs.

12. CHANGES And UPDATES On SPLA
changes include:
Making it easier to license Windows servers in virtual environments. Customers can now license
the virtualized compute capacity that they need without having to count the number of physical
cores where the virtualized environment are hosted.
Cloud providers can run more Microsoft products for their customers—including Windows and
Office (as well as Windows 11 and the Microsoft 365 apps for Business and Enterprise)—on their
own servers.
Customers licensing by virtual machine must license based on the number of virtual cores in that
virtual operating system environment subject to a minimum of eight licenses per virtual machine
and 16 licenses per customer (for example, any customer with at least 16 eligible licenses can
license by virtual machine).
