1. PUBLIC DISTRIBUTION SYSTEM
The Public Distribution System (PDS) evolved as a system of management of scarcity
through distribution of foodgrains at affordable prices. Over the years, PDS has
become an important part of Governmentโs policy for management of food economy in
the country. PDS is supplemental in nature and is not intended to make available the
entire requirement of any of the commodities distributed under it to a household or a
section of the society.
PDS is operated under the joint responsibility of the Central and the State/UT
Governments. The Central Government, through Food Corporation of India (FCI), has
assumed the responsibility for procurement, storage, transportation and bulk
allocation of food grains to the State Governments. The operational responsibility
including allocation within State, identification of eligible families, issue of Ration
Cards and supervision of the functioning of Fair Price Shops (FPSs) etc., rest with the
State Governments. Under the PDS, presently the commodities namely wheat, rice,
sugar and kerosene are being allocated to the States/UTs for distribution. Some
States/UTs also distribute additional items of mass consumption through the PDS
outlets such as pulses, edible oils, iodized salt, spices, etc.

Telangana State Civil Supplies Corporation Ltd. is a State Agency appointed by the
State Government for distribution of rice under PDS along with other essential
commodities and purchase of paddy on MSP. It is the responsibility of the Corporation
to undertake transportation, storage and delivery of the stocks under PDS at the door
steps of the Fair Price Shop Dealers.
SUPPLY OF ESSENTIAL COMMODITIES UNDER PDS
The Corporation has been distributing various essential commodities under PDS to the
BPL card-holders of Telangana state under various schemes. Details of commodities
issued under PDS are as follows:
Rice :
Rice is being supplied under PDS through various schemes like NFSA schemes and
other welfare schemes.
RICE UNDER NFSA SCHEMES:
TSCSCL has been supplying rice under various NFSA schemes like Priority, Antyodaya
Anna Yojana (AAY), etc. As per instructions of State Govt, TSCSCL has been releasing
rice under PDS @ 6 Kgs per head without any limit on number of members in a family.
The total allocation per month is about 1.74 Lakh MTs per month. The short fall is
being met from additional rice purchased by the State Government under State pool.
RICE UNDER WBNP - SCHEMES:
Rice is being released to ICDS Projects of Women Development & Child Welfare
Department @ Rs.4.00 per Kg under WBNP Scheme. The said schemes is being
implemented in all the districts of Telangana.
MID DAY MEALS SCHEME:
Mid day meals (MDM) Scheme is a scheme to provide meals to Primary and upper
primary school children under Central Government Scheme and to IX & X Class
2. children under state Government Scheme. Rice under MDM scheme is released free of
cost to school education department by Civil Supplies Corporation.
From 1st Januaryโ 2015 onwards preferred varieties of Rice (Sanna Biyyam) is
procured and released to the Schools under Mid Day Meals Scheme in the State as per
instructions of Telangana state Govt.
WELFARE HOSTELS & OTHER INSTITUTIONS :
Rice is released to welfare hostels and other welfare institutions @ Re.1/- per Kg as
per GOI instructions. Further the State Government has instructed to release
preferred varieties of rice ( Sanna Biyyam ) from 1st Januaryโ 2015 onwards to welfare
hostels and other welfare institutions as well.
