Local school administrators, parents and state ofcials are weighing in on the
controversial subject of vaccination, where Hawaii’s total exemption numbers
are increasing each year. Meanwhile, national reports of measles climbed
Wednesday to its highest level in 25 years, according to Centers for Disease
Control and Prevention. The latest city among 22 states to be hit is Los
Angeles, with more than 700 staf and faculty at two universities placed under
quarantine last week. In some states, fnes, threats of prosecution, mandatory
vaccinations and other measures are being taken to combat the measles
outbreak.

[T]he [Haleakala Waldorf} school report should be viewed in a bigger
context, where more needs to be done to reduce increasing numbers of
exemptions statewide. The bigger context is that we should be concerned
there are increasing numbers of exemptions. Due to high rates of travel in
and out of Hawaii, our community is especially vulnerable to illnesses that
can be prevented with vaccination. The fact is, it just takes one person
who is susceptible, regardless of which locations have the highest and
who has the lowest.

PREVENTATIVE ACTION ON NATIONAL MEASLES OUTBREAK
Under Hawaii law, “[i]f at any time there is, in the opinion of the department of health,
danger of an epidemic from any of the communicable diseases for which immunization
is required under sections 302A-1154 to 302A-1163 [HRS § 302A-1157], no exemption
from immunization against the disease shall be recognized.”
3. STRENGTHENING HAWAII'S IMMUNIZTION & VACINATION LAWS
Requirement for Parental Notarization or Afdavit in Exemption Application
Alaska, Minnesota and Virginia require parental notarization or afdavit with its
exemption applications.
Requirement that Exemption Application Includes Enhanced Education Regarding Risks or Benefts
Arizona, Utah and Vermont require that their religious or philosophical
exemption process include an educational component that discusses the
benefts of vaccination and the risks or not being vaccinated.
Temporary or Permanent Medical Exemption Provisions
Connecticut, Montana and West Virginia distinguish between temporary and
permanent medical exemptions in their application process.
Recertifcation of Medical Exemptions
Georgia, Kansas and New Mexico require medical exemption applications to be
resubmitted annually or more frequently, which includes securing a statement
or signature from a health care provider.
Healthcare Providers
Oregon's process for religious and philosophical exemptions must include either
“(i) A signature from a health care practitioner verifying that the health care
practitioner has reviewed with the parent information about the risks and
benefts of immunization . . . or (ii) A certifcate verifying that the parent has
completed a vaccine educational module.”
Washington’s application process for all exemptions requires “a statement to be
signed by a health care practitioner stating that he or she provided the signator
with information about the benefts and risks of immunization to the child.”
