Note that a premium less than the pure premium can lead to a positive expected
profit.
In Rothschild & Stiglitz (QJE, 1976) a positive profit was obtained if and only if
α > p · l. Here companies have limited liabilities.

with government intervention.

Consider here a two-region chock model such that
