19. Tobacco sales to minors is still serious
problem in rural communities.
Specific problems in rural community
• selling tobacco to minor by self-service
• provide lighters for minor customers without charge
• provide a smoking area for the minor customers.
All of rural retailers know about prohibited tobacco
sales to minors, however they still sell tobacco
illegally which can be explained by
the value, the perception of law, the definition of
minor and the reference group.
