Time is changing. Earlier Assam and the Northeastern states

were ‘Outreach’ for the investors. But, now, the North-East
has grabbed the attention of the investors. The (positive) effect
is clearly visible in the economic scenario of these states.
From Tourism, Handloom & Handicraft, Food processing
etc. to IT, MSME sector the NE has great potentiality to climb
in the ladder of development. Considering this more and more
investors are coming and what the most important fact is that
the employability field has increased to a great extent. Great
numbers of youth got absorbed in various industries which is
a very good sign in this conflict ridden region. The Central
and State government introduced various schemes to promote
Industrialization and trade & commerce. Lots of local
entrepreneurs are also emerging. On the other hand, It is the
duty of the government and the people of North East to create
an investment-friendly environment. Extremist activities along
with sudden bandh culture, Strikes would definitely discourage
the investors and the Entrepreneurs.

4. Hemendra Prashad Barooah
Tribute to a Real
Achiever
H e was a real achiever. By dint
of his hard work, dedication,
intelligence and discipline, he rose
to a position that everybody
admired him. He had a great tastetaste of art and culture, taste of
truth and honesty, taste of
patriotism and betterment of
society. He was one of the few
leaders who in true sense guided
the state and its people to the path
of progress. He is none other than
Hemendra Prasad Barooah, the tea
doyen of the state. Barooah left for
heavenly abode on 31 st July in
Bankok leaving a huge vacuum in
the heart of the Assamese people.
Actually the octogenarian went to
Bankok on 27th July along with his
niece for his Medical check-up. He
was undergoing his treatment in
Bamrungrad international hospital
in Bankok. On 31st July after due
medical check-up and treatment he
returned from the hospital back to
Holiday Inn, where he stayed. when
he was taking his lunch, suddenly
he felt uncomfortable and despite
the best efforts of the doctors of the
hospital, Barooah breathed his last
around 7.20 pm in Indian time.
Barooah was the son of

famous Shiva Prasad Barooah and
Kamal Kumari Barooah. Father
Shiva Prasad Barooah was the
pioneer in many field, he was the
publisher of Doinik Batori, the first
daily newspaper in Assam. He was
also a tea planter, he was among the
few first entrepreneurs of Assam.
Born on 1 st April 1926,
Hemendra Prasad Barooah passed
his childhood in Thengal Bhawan.
He was a very meritorious student.
He passed matriculation on 1942
securing 6th position under Calcutta
University. Appearing from
Presidency College he secured 16th
position in ISC and than
completed his graduation in
English from Scottish Church
college, under Calcutta
University with flying colours.
He earned gold medal for
securing position. He went to
US for higher education. In
1949 he got MBA degree from
Havard University of US.
Indeed, he was the first MBA
of the North-East.
Than he returned back to his
native land and took charge his
father’s business. In a short span
of time, he proved himself as a
successful entrepreneur. He not
only revived the dying tea estates
of his father, on 1962 he bought
Gotonga,
Samuguri
and
Kamarbandha tea estate from the
giant Williamson Magor. Later on
he bought Lohpohiya, Gobinpur etc.

tea estates, he established Super
Packaging Pvt.Ltd in Jorhat and
B&A packaging Industries in
Orrisha. Proving himself as a tea
doyen he earned the membership
of Indian Tea Board on 1963. It was
due his effort that the Guwahati Tea
Auction Centre was established on
1970. Barooah was nominated as
the president of Indian Tea
Association in 1992. He was the
one and only Assamese who
presided twice in 100 years history
of ITA. He was a member of
Advisory board of Central
Industrial Development Council.
He held the post of lifetime MD of
B&A Associates. Besides he was
the director of , B&A packaging
Pvt Ltd. and Assam tea Brokers
Pvt. Ltd.
Barooah was truely a man of
culture. Intimate friend of Dr.
Bhupen Hazarika, Barooah
produced the Hindi movie Ek pal,
directed by Kalpana Lajmi. An
avid lover of painting, he had
5. collected more than 600 paintings
including the art work of MF
Hussain. But what the most
important fact is that to encourage
and promote local artists of this
region, he too bought paintings
from them with heavy price.
In 1980 he established
Kamal Kumari foundation. Through
this foundation, in a bid to promote
science, culture, literature,
journalism etc. he initiated Kamal
Kumari Barooah National Award
(science, culture, literature), Shiva
Prasad Barooah National Award
(journalism) and Amit Kumar
Barooah Award (art & painting).
The later award was dedicated to
his son, whom he lost forever in
2007. In 2013, the central govt. had
endowed him with Padmashree
Award; in 2012 Assam Agriculture
University endowed him with
honorary Doctorate degree. The
CII, Guwahati chapter honoured
him with Visionary Business Leader
of Assam (2010). On the other hand
noted journalist Wasbir Hussain
wrote ‘Life & Times- story of an
Assamese Tea Baron’ on his life
and activities. Likewise another
compilation of articles ‘Swapna
Sandhan’ based on the life of this
visionary entrepreneur was
published on 2009 edited by famous
litterateur Arun Sharma.

APL gears up for integrated
methanol-acetic acid plant
Assam Petrochemicals Limited (APL), the only PSU in the state listed in
theBombay Stock Exchange is going to produce 500 tonnes of methanol
and 200 tonnes of acetic acid per day, with a capital outlay of Rs 1,028
crore. The Namrup-based PSU, with a net worth of Rs 70 crore, signed
financial agreements with 10 banks, the Oil India Limited and other equity
holders for the new project. This is revealed by Mr Ratul Bordoloi, MD of
Assam Petrocamicals ltd here in guwahati. The PSU is Assam Petro
chemicals is looking to acquire around 200 acre land to set up a new
manufacturing plant with an installed capacity to produce 100 tonnes of
sulphonated formaldehyde per day. Assam Petro-chemicals Ltd managing
director Mr Ratul Bordoloi told PTI that “We will set up a formalin plant in
the state. For this, we are looking to acquire around 200 acres of land in
the next one year.”
He added that the company has already seen a land parcel in Goalpara
and it is likely to take the possession within next one year. Mr Bordoloi
further said that “We will set up the formalin plant after we are done with the
ongoing methanol-acetic acid project. It will be after 2016. The unit is
proposed to have an installed capacity to product 100 tonnes of formalin
every day.”
The product sulphonated formaldehyde is a chemical used as additive
with cement for bringing down the cement requirement for civil constructions.
PMC Consultancy has been engaged for setting up of the integrated
Plant. The Project is scheduled to be completed in 2014.
Incorporated in 1971, Assam Petro-Chemicals was the first entity to
manufacture petrochemicals in India using natural gas as feedstock.

Bongaigaon Refinery
Bags Oil & Safety Award
The Bongaigaon Refinery of the Indian Oil Corporation Ltd has won the
prestigious Oil & safety Award 2011-2012, instituted by the Oil Industry Safety
Directorate, Ministry of Pertoleum & Nartural Gas.
Dr M Veerappa Moily, Union Minister for Petroleum & Natural Gas,
handed over the award to A Saran, Executive Director, who was accompanied
by R K Sharma, GM(HSE) and MN Das, DGM (production) of the
Bongaigaon Refinery, at a function held at New Delhi recently. Lakshmi
Panabaka, Minister of State, Ministry of Petroleum and Natural Gas , RS
Butola ,Chairman, Indian Oil Corporation Limited , were also present on the
occasion.The Bongaigaon Refinery has been conferred the award under the
category of Best Overall Safety Performance Refineries.

6. OIL plans Rs 12,000 crore
investment in the North-East
‘Oil India Limited(OIL) will
invest Rs 12,000-cr in the
North-East by 2017 as the
public sector energy major
looks to step up exploration
and development activities in
the region. During the 12th
Five Year Plan period OIL has
a capex plan of over Rs 19,000
crore. Out of this, Rs 12000
crore, which is more than 63
percent is for operations in
the north East region.’
—In an exclusive interview with
Business Positive OIL Chairman and
Managing director SK Srivastava
inform this. He said- ‘In the current
year we have a capex plan of Rs 3,581
crore out of which Rs 1,982 is
earmarked for the North Eastern
assets. So the major chunk of
expenditure is kept for exploration and
development activities in the North
Eastern region.’
According to him the
company has over 150,000 sq km of
petroleum Exploration licence, Mining
Licence areas for its exploration and

Production activities. OIL has 65
domestic E&P blocks and an
International presence spanning USA,
Venezuela, Gabon, Egypt, Nigeria,
Libya and Yemen among other
countries. OIL along with ONGC
Videsh Limited (OVL), has signed
definitive agreements in Singapore on
25 th June 2013 with Videocon
Mauritius Energy Limited to acquire
100% of shares in Videocon
Mozambique Rovuma 1 Limited, the
company holding a 10% participating
Interest in the Rovuma area 1
Offshore Block in Mozambique, for
US$2.475 Bn. The acquisition is
expected to be implemented via a
newly incorporated special purpose
vehicle jointly owned by OIL & OVL.
The acquisition is subject to the
approvals of the government of
Mozambique and India, relevant
regulatory approvals, pre emption
rights and other customary conditions.
The transaction is expected to close
in the 4th quarter of 2013.

gas market which will supplement the
countries energy security endeavour.
OIL and OVL will also devote
significant financial and technical
resource to the development of the
project. This investment is expected
to farther enhance the strong business
and cultural links between
Mozambique and India.
The Investment provides an
early for OIL into one of the world’s
largest natural gas assets. It will
significantly enhance OIL’s reserve
base improving the longer term growth
prospects of the company. This
equation is in line with our strategic

Financial performance
¾ The gross income of the company
during FY 2012-13 was Rs 11456.32
Crore as compared to Rs 11279.90
Crore during FY 2011-12, an increase
of 1.56%. During FY 2012-13 the
company has achieved PAT of Rs
3589.34 Crore. PAT during FY 201112 was Rs 3446.92 Crore, hence a
jump of 4.13%. This was mainly due
to higher Natural Gas sales.
¾ During the FY 2012-13, the
subsidy sharing by the company
towards OMCs under recovery has
increased by 7.35% to Rs. 7892.17
Crore as compared to Rs7351.77
Crore during FY2011-12. The
subsidy sharing in the Q4 FY 201213 at Rs. 1849.72 was 35.63 lower
than subsidy in Q4 FY2012-13.
During FY the subsidy shared by
Upstream Oil PSU was 37.26% of
total under recovery of OMCs, which
has adversely affected the profitability
of the Upstream Oil PSU like as
during the period.
¾ Due to lower International Crude
Oil price the Gross realization of crude
oil for the Financial year 2012-13 was
US$ 109.58/barrel last year. The net
realization during the FY 2012-13
decreased by 10.43% to US $ 53.58/
barrel as compared to US $59.82/
barrel last year.

discoveries including heavy OIL strike
in Rajasthan NELP block.

New Banks to Create
Huge Job Opportunities
The Reserve Bank of India’s decision to allow new players in
the banking sector would result into the improvement of
efficiency, increase in capital base to meet the credit needs of
the economy and generate huge employment opportunities,
says a survey by industry chamber FICCI.
According to the survey which
drew responses from existing banks,
NBFCs, corporate and industrial
houses and other stakeholders, the
setting up of new banks is
considered significant in view of the
fact that only 35% of the country’s
population has formal bank accounts
as compared to an average of 41%
in other developing countries.
88% of the respondent feel
that RBI’s condition for an applicant
applying for a license to set up at
least 25% branches in unbanked
area with a population lf less than
9,999 will play a significant role in
expansion of banking services and
hence help in increasing financial
inclusion. Nearly 70% of India’s
population lives in villages, it said,
adding that a vast majority of
approximately 6.5 lakh villagers do
not have a single bank branch thus
leaving a huge chunk of rural
population in the hands of money
lenders. The total number of
branches in India stood at 37,471
and the total banking outlets in
villages after taking into the account

banks and grow.

Support My School
campaign, an initiative to build happy,
healthy and active schools for students
in rural and semi-urban areas, reached
its target of revitalizing 8 schools in
Guwahati, marked with the dedication
of the Government L.P. School in
Markang. The school has been
provided facilities such as access to
safe drinking water and separate toilets
for boys and girls under the campaign.
The Support My School campaign
recently commemorated completion of
200 schools touching the lives of over
80,000 students.

Support My School campaign
partners will invest nearly Rs 70
lakhs for revitalization of sixteen
schools in Assam. The Government
L.P. School, Markang has been
revitalized with contributions made by
campaign partner World Vision. The
school was dedicated to the children
and the community by Mr. Deepak

and South West Asia along with Chief

T he organic tea produced by Gobin Hazarika, the
famed Meen Mohon tea has attracted the Canadian buyers
for its quality and traditional flavor .Mr Hazarika had
started tea cultivation in 1995 on nine bighas of land near
modhupur village in Lakhimpur. Hazarika is now planning
to expand his garden up to 22 bighas in view of the huge
demand in the Canadian market.
But what is the specialty of Meen Mohon tea? Hazarika
explained that he does not use any fertilizer or machine for
producing the tea. “I crush tea leaves by a traditional wooden
device (Dheki) and dry it in an iron pan under regulated
temperature, which keeps
flavour and nutrients
intact” he revealed.
Interestingly, Hazarika
christened the garden after
his parents - Meen and
Mohan - who died long
back.
Hazarika’s
objective today is to
establish his tea in the
global market. He has
already ventured into the
Canadian market and
his next destination is to
enter the European
market.
Hazarika has been
exporting tea to Canada since 2007. His tea has emerged
a leading brand in the Canadian market. “I export nearly
25 kg to Canada annually. But demand for my tea has
been increasing in Japan also. As my production process
is purely traditional, Canadian buyers therefore prefer it
as compared to other brands,” he added.
Hazarika has been motivating the small tea growers
to switch over to organic format due to high demand in
the global market. Despite high demand, organic
tea cultivation in the State is still poor. According to
available information, total organic tea cultivation in the
State stands at 10 lakh kg
per annum. Of the 10 lakh
kg, nearly 8 lakh kg is
exported to overseas
market and the rest is
sold in the domestic
market.
“This is a small
beginning in my life. I need
to work hard to enter the
European market. Since
European consumers are
very quality conscious, I
have to strictly maintain
the quality quotient,” Mr
Hazarika said.

13. Power Grid
signs Pact with

6,000 MW
power by 2020
The North East Electric Power Corporation (NEEPCO) has set a target to
add 6,000 MW of power to its generation capacity by next six to seven years to
tide over the severe power shortage in the Northeastern region. The Corporation is
working on five power projects in the Northeastern region. Out of the five projects,
three are hydro while two are gas-based power projects. NEEPCO Chairman
cum Managing Director(CMD) PC Pankaj informed this in Agartala.
Besides conventional power project, the NEEPCO would also focus on
non-conventional power sources. “A 5 MW solar power project will be set up
at Manarchak power plant where a 101 MW project is scheduled to be
commissioned by September next”,. Mr Pankaj Said.
Apart from this, Neepco has already signed an MoU last month
with Arunachal Pradesh government to install a 3750-MW capacity hydropower
project, biggest ever in the county, along with a 240-MW capacity plant in Assam,
176MW in Mizoram and 85MW in Meghalaya, he said.
With the increasing power demand across the region, Neepco is enhancing
generation capacity in all its existing thermal power plants by switching over to
combine cycle from open cycle, which will also reduce pollution as well as wastage
of energy.Pankaj stressed on starting power generation in gas turbines from
September at the Monarchak gas-based power project provided the ONGC
supplies the necessary gas. Giving details on the 101 MW Manarchak power
project, Pankaj said the fist phase 61.9 MW unit is scheduled to be commissioned
by September if the ONGC ensures gas supply in time.
“We had inked an agreement with the ONGC to supply 0.5 MMSCMD
gas daily to run the Manarchak power project. However, the gas pipeline has
not been completed yet. We do hope, the ONGC will ensure the required gas
supply so that the NEEPCO could operate the turbine in time”, Mr. Pankaj said.
According to NEEPCO sources, the project cost of Manarchak has
increased from Rs 623 crore to Rs 690 crore due to price escalation. The
NEEPCO proposes a power tariff per unit of Rs 3.50.
Pankaj also informed that the NEEPCO has started revival of the Dumbur
power project, the State’s lone hydro electric project in Gomati district. Besides,
the NEEPCO would increase power generation of Agartala Gas Thermal
Power Project at RK Nagar. Currently, the power project is producing 84 MW
and the NEEPCO plans to add 51 MW power generations by converting it into
a combined cycle power project.

T elecom operator Reliance Jio
Infocomm will invest around Rs 600 to
Rs 700 crore to roll out 4G on TD-LTE
technology in Assam and Northeast.
Reliance Jio Infocomm, which
received the BWA spectrum in 2010 to
offer mobile broadband services, will
create job opportunities for more than
3000 people in Assam. The company
has taken an office in Guwahati and
recruited around 100 engineers to carry
forward the 4G roll out plan.
Work of laying optical fiber
network (OFC) work has started
across the region. The company will set
up around 800 mobile towers across
Assam alone. Reliance Jio will finish this
work by the year end or early next year
and things will be ready for roll out by
April next year. Reliance Jio is expected
to have a 10,000 member team next
year from the current 3,000. RIL is
committing Rs 150,000 crore
investment in the next three years for its
expansion plans including 4G venture.
RIL did not share details about its
specific investment in the 4G project
though the Indian telecom industry is

Nissan India recently launched two
variants of its top-selling hatchback

of Rs.3.50 lakh and Rs. 4.79 lakh
(petrol) respectively.
The Japanese auto major had
launched Evalia, its first MPV, in last
October and it has sold only 1,567 units
so far. “We are in serious
discussions...we are not too far (from
a refreshed version),” Nissan India
president and CEO Kenichiro Yomura
told reporters in Mumbai.
On the two Micra variants, he
said the company has set sales target
of 2,500 units a month for the new
models. “Our total sales target for this
fiscal is 1 lakh units,” he said.
According to the company,
Micra Active (petrol) is a spacious
hatchback offering quality and
functionality at a competitive price. It
is based on the popular fourth
generation city car with redesigned
exteriors, refreshed premium interiors
and gives a mileage of 19.49 kmpl.
The New Micra (petrol) comes
for Rs. 4.79 lakh, while its diesel
variant is priced at Rs. 5.99 lakh.
