MAGHREB ECONOMIC FORUM
Amel Karboul (founder of Change, Leadership & Partners and former Minister of Tourism) is leading an
ambitious new initiative to transform the Tunisian economy through identification of opportunities to
unlock growth, better governance and leadership development in collaboration with the existing Maghreb
Economic Forum (MEF) platform.
Today, the root causes of the Tunisian revolution (Employment, socioeconomic fairness and prosperity)
are still relevant, in fact regional differences and unemployment especially among the youth have
worsened. Economic reforms are badly needed, however there is a huge vacuum. This think tank will play
an instrumental role by contributing to unlocking Tunisia’s economic growth potential, and strengthening
its democratic institutions in the public and private sectors and civil society. It aims to foster fair and
sustainable economic and social development.
The MEF project #jobsfortunisia – Putting economy in the center of national dialogue to serve
democracy will tackle this gap by putting – as its names suggest – economy in the center of a large public
debate. The project is dedicated to the renewal of Tunisian socio-economical politics, prosperity, and dialog
- in a Digital Age adapted manner. The success of this initiative will depend on attracting high profile
candidates and building a team driven by a passion for Tunisia, aspiring for excellence and motivated by
social responsibility to make a difference.
We are seeking to hire a Communication & Policy Outreach Officer who will develop and lead the
implementation of the MEF’s communication and policy outreach strategy. The incumbent shall play a pro-
active and central role in the development and management of the MEF’s communications activities,
including corporate communications, research communications and public affairs.
Key Responsibilities
Develop & lead implementation of MEF’s communications strategy to enhance the impact of its
research on policy.
Oversee the MEF’s overall corporate image including style guidelines and quality control systems
for all communication outputs.
Provide strategic counsel to the senior management team and MEF’s board members on external
representation of MEF to various stakeholders.
Maintain an up to date knowledge base of, and build appropriate contacts in the media in Tunisia
and other relevant markets.
Lead a media engagement strategy (especially in Social Networks) and monitor & report on impact.
Advise on and oversee the development of MEF’s program of events, ensuring topical links to key
external events and emerging development issues.
Help with the identification and attraction of major speakers and develop even partnerships to
highlight and maximize the impact of MEF’s research.
Assist the senior management team with the development & implementation of the MEF’s
fundraising strategy.
Develop and manage an annual communications budget.
Oversee the development of MEF’s internal communication efforts and strategy.
Candidate Profile & Requirements
Bachelor/Master degree in marketing, communications, market research or related field
3+ years of experience managing a communications function with a track record preferably in
research, policy, political or civil society field.
Experience across the marketing activity with strong strategic experience in at least two of the
following areas: publication sales & marketing, events programming, public affairs, online
communications, internal communications, fundraising, media communications.
A passion for and dedication to civil society & Tunisia’s development
Demonstrated ability to cultivate and manage key relationships
Self-motivated, proactive & entrepreneurial spirit;
Excellent project management skills
Fluency in at least two of these three languages is required: English, French, and Arabic.

MEF’s #jobfortunisia project will provide a platform that enables individuals and groups working on
solutions to drive different stages of change, from inspiration to implementation. The project will
concentrate on the following categories:
Identify and nurture new and diverse thinkers, researchers and writers; helping them to join the
public conversation and debate.
Develop and implement ideas and policies to address socio-economic problems at the local,
“governorate”, national and international levels.
Bridge the worlds of technology, policy, politics and academia, both by creating, testing and
piloting new communication and advocacy technologies and integrating existing channels into
policy solutions.
Use media/social media and live events to share ideas and engage audiences in Tunis and across
the country around shared challenges and solutions.
