This presentation will outline The main four parties associated
with the engineering projects in Kurdistan , the first party will not be
discussed here.
We will define the problems associated with the Engineering profession
in Kurdistan which directly affect the projectexecution and we will put
forward some proposals on deficiency remedy measurements.
A. The deficiencies in Engineers Education at University level.
B. The deficiencies at professional practicing level.
C. The problems in construction industry and local contractors.
5. 1. Our graduates start practicing their professional work (
supervision, design, etc ) and given responsibilities
beyond their capabilities the next day after graduation.
2. Little or no professional training or continuing
education available to engineers.
3. Engineers lack the spirit of pursuing further learning and
the follow up of advances in their field.
4. Lack of national Eng’g professional bodies to foster and
regulate the practice of Eng’g and to offer continuous
professional development and new technologies.
5. Our Eng’g unions are political oriented rather than
professional orientation.
6. 6. No information data base is available to our engineers.
7. Lack of evaluation regulations in the process of promoting an
engineer from one grade to another.
8.Lack of evaluation system for our Eng’g consulting offices.
And lack of laws to regulate their professional services.
7. C. THE PROBLEMS OF CONSTRUCTION AND LOCAL CONTRACT
1. Lack of company’s qualification and good Eng’g
experience.
2. Lack of well qualified experienced eng’g permanent staff.
3. Lack of training programs for the contractors technical staff.
4. Lack of advanced construction technology, and of exposure to
international experience.
8. 5. Lack of evaluation and qualification system for contracting
firms based mainly on qualification and past experience.
6. Lack of supporting financial facilities.
7. Shortcomings in our contracting procedure which basically
depends on lowest – price bid.

9. D. DEFICIENCIES RELATED TO GOVERNMENT OR
POLICY
MAKERS
1. Lack of laws regulating the services of Eng’g consulting and
construction firms, and for their classification.
2. There is no data bank for engineering projects and engineering
profession.
3. There is no National research centers for research and
development of local materials and building technology.
4. There is no National strategic long term plan for the demand of
engineers and type of specialization needed in future.
5. There is no National building code or materials
specification codes or any national code of that
matter.
10. 6. Inefficiency in the procedure of licensing the
construction of buildings and eng’g projects and the
absence of a follow up system.
7. Inappropriate system of promoting the engineer’s title
from one grade to another.
8. There is no post graduation training and development
institution for Eng’g profession.
Closure
1. For Kurdistan Eng’g profession and projects to go
forward, some changes should be made in our Eng’g
practice
2.The engineer is the key role in the whole process of
construction and building the infrastructure.
11. 3.Therefore, his/her preparation for the profession after
graduation should be improved.
4.Changes must be made in our project execution system
and regulations. Also, professional bodies must be given
greater role.
