Afterthe AvengersdefeatedUltron,ThorandHulk are nowhere tobe found.Hawkeye (Jeremy
Renner) hasgone home tospendtime withhisfamily.EvenIronMan(RobertDowneyJr.) has
apparentlydisengaged.Captain America(ChrisEvans) andBlackWidow (ScarlettJohansson)are
leadinganewteamof Avengers,consistingof ScarletWitch(ElizabethOlsen),Vision(Paul Bettany),
War Machine (DonCheadle) andFalcon(AnthonyMackie).Butthe worldhasn'tforgottenthe
numerousciviliancasualtiesthatresultedfromthe Avengers'previousmissions.
In Lagos,Nigeria,the teamistrackingthe movementsof BrockRumlow (FrankGrillo),aHydraagent
whohad infiltratedS.H.I.E.L.D.untilCaptainAmericaexposedhim.Brockwasonone of the three
shipsthatCap had causedto fire oneach other,and he managedto survive the resultingcrash,but
he was badlyburned,andnowhe wearsa skull maskandgoesby the name Crossbones.InLagos,
Crossbonesandhisteamof mercenariesrama garbage truck intothe Institute forInfectiousDisease
buildingandclearoutthe guards withsmoke canisters.Crossbonesuseshydraulicgauntletstogive
himsuperstrength,andpoundsopenthe glassaroundthe lab. He grabs a vial containingadeadly,
highlycontagiousvirus.Cap'steamtakesoutsome of the mercenaries,andCrossbonesandthe rest
of the menmake theirescape ina truck. Aftera chase,the truck istakenout of action.Crossbones
handsthe vial to one of hismen,andtellsthemall toscatter. He thenengagesCap,repeatedly
punchinghimwithenhancedstrength,while the restof the teamchasesafterthe mercenaries.
Falconfindsthe one holdingthe vial andshootshim, withBlackWidow grabbingthe vial before it
hitsthe ground.Cap getsthe upperhandon Crossbones,pinninghimagainstthe wall.Crossbones
tellshimthatBucky Barnesremembershim.WithCapmomentarilydistracted,Crossbonespushesa
button,triggeringabombon hisvest.Cap braceshimself,butScarletWitchisable tocontainthe
force of the explosion.She usesherpowerstopushitupintothe air, but she's onlyable toelevate it
a bit before she losescontrol,andthe explosionripsintothe seventhfloorof a nearbyhotel.Cap
callsfor fire andrescue,andthenruns intothe buildingtohelpevacuate.Wandatearfullylooksat
the destruction.
In a theaterinside TonyStark'soldcollege,avideoplaysof himandhisparents,Howard(John
Slattery) andMaria. Atthe end,Tonytellsthe studentsthathe isstartingthe Howard andMaria
Stark Foundation,andeachone of themhas beenapprovedforaresearchgrant. In a corridor,a
womanconfrontshimand showshima picture of herson, whohad beenkilledinSokovia,crushed
by a buildingthatthe Avengershadknockeddown.
At the Avengers'headquarters,the teamiswatchingnewsfootage of the Lagosmission.The
reportersaysthat elevenpeoplewere killedinthe hotel.Steve tellsthemthathe lethisguarddown,
and people diedbecause of it.VisiontellsSteve thatTonyhasarrived,andhe broughtthe Secretary
of State as a guest.General ThaddeusRoss(WilliamHurt) hadbeeninvolvedinthe experimentthat
turnedBruce Banner intothe Hulk,andthenhad spentyearstryingto hunthimdown.Ross tells

picturesof the destructionthatfollowsthe teamwherevertheygo.Thenhe setsa thickdocument

The team spendshoursdebatingwhethertoagree tothe accords, and Tonypullsoutthe picture of
the boy whowaskilledinSokovia.Steve askswhatwill happenif there'ssomewhere theyneedto
go, butthe panel won'tallowthem.Tonyrepliesthatif theydon'tagree to thisnow,itwill be forced
on themlater.Gettingnowhere,Steve leavesindisgust.The nextday,Natashafindshiminanold
church. She tellshimthatshe,Tony,JamesRhodesandVisionhadsignedon,withClintandWanda
holdingout.
In Vienna,several headsof state have gatheredforthe ratificationof the accords.Natashameets
the prince of Wakanda,T'Challa(ChadwickBoseman),andhisfather,KingT'Chaka(JohnKani).
Wakanda hadbecome abundantinvibranium, the material thatwasusedtomake CaptainAmerica's
shield,afterameteorite crashedthere.Additionally,someof the Lagosvictimswere fromWakanda.
KingT'Chaka takesthe podiumforthe keynote address,andNatashanoticessecuritypersonnel
surroundingavan parkedoutside.Anexplosionripsthroughthe building,killingthe king.
Back in the U.S.,Steve issittingina hotel roomwithSam andhisold friend,Sharon Carter(Emily
VanCamp),whenanewsreportcomesin,showingthe destructioninVienna.Securityfootage shows
the man whoplantedthe bomb,andSteve realizesthatit'sBucky.Sharongetsa text,and tellsSteve
that she has to go to work,andtakesa militaryplane toVienna.Natashalooksaroundandsees
hundredsof injuredpeople.Prince T'ChallapicksupaprintedphotoshowingBuckyleavingthe van
that had the bomb.NatashacallsSteve,andhe tellsherthathe hasto be the one to bringin Bucky.
He hangsup and looksat the damagedbuilding,havingalreadyarrivedinVienna.Sharonseeshim,
and she handshima file sohe can geta headstart onthe manhunt,aheadof a German militarytask
force, GSG9, who have ordersto shootto kill.
In Bucharest,Buckypicksup a newspaperandseesthathe isbeingaccusedof the bombingin
Vienna.He realizesthathe'll have toleave quickly.Steve goestoBucky'sapartmentand findshim
there.The GSG9 storm in,and Bucky blockstheirbulletswithCap'sshield.He jumpsdowntothe
street,where he isconfrontedbythe BlackPanther,whoscrapeshisarmor withmetal clawsonhis
hands.Cap jumpsdownandlandsnextto them, andall three take fire fromthe GSG9. Cap and
Bucky runfor cover,but the BlackPantherstandsstill,lettingthe bulletshithimandbounce off
harmlessly.Caprealizeshisarmormustbe made of vibranium.Buckyrunsthroughthe streetswith
Black Panthercomingafterhim,andCap and Falconfollowingthe Panther.Capcommandeersa
GSG9 SUV,while the Pantherleapsfromthe topof one car to the next,steadilygainingonBucky.
Bucky knocksa man off a motorcycle,thenjumpsonhimselfandgunsthe engine,drivingintoa
tunnel.BlackPantherisstill tirelesslygivingchase.Capdrivesthe SUV nearBucky'smotorcycle,and
the Pantherjumpsontothe SUV's roof,and thenontothe back of the motorcycle.Buckyswings
backward,knockingthe Pantheroff,buthe stickshisclawsintothe side of the SUV and clingsto its
side.BuckylooksaheadandseesFalconflyingstraighttowardhim.He hitsthe brakes,andturnsthe

Bucky.The Pantherjumpsintothe air,and landsonFalcon'swings.Buckytakesa metal ball and
throwsit upto the roof of the tunnel.Itexplodes,blowingahole inthe concrete.Falconuseshis
wingsto shieldhimself,throwingoff the Panther,whowentstraightthroughthe explosion,
unharmed.Buckyswervestoavoidacar, andfallsoff the bike.The Pantherjumpsonhim, swinging
hisclawsat him.Captacklesthe Panther,andtheytrade blows,withthe Panther'sclawsleaving
gashesinCap's shield.WarMachine fliesinthrough the hole,andthe GSG9 surroundsthemall and
tellsthemtoput theirhandsup.Theyare all arrested,andthe Black Panther'smaskisremoved.Cap
recognizeshimasPrince T'Challaof Wakanda.
On the ride to the task force headquartersinBerlin,Captellsthe prince thathe hasthe wrongman.
Cap, Falconandthe prince getout,and inanothertruck, Buckyis takenoutin a cage. Theyare met
by EverettRoss(MartinFreeman),the leaderof the headquarters.The menhave theirweapons
removed,andtheyare ledinside the building,whereBlackWidow iswaitingforthem.Everetttakes
Prince T'Challaintoone room,and the othersare ledtoanotherroom, where Tonytellsthemthat
SecretaryRosswantsto have themall prosecuted.Tonysaysthat as a compromise,theywon'tget
back the shieldandwings,whichare now governmentproperty.
T'Challauseshisinfluencetohave BuckyextraditedtoWakanda,where he will face chargesof
terrorism.Buckyisgivenan evaluationtodeterminehismental state.Still inthe roomwithTony,
Cap watchesitunfold.Tonytellshimthatif he signsthe accords now,Bucky will be transferredtoan
Americanpsychfacilityinsteadof aWakandanjail.Steve agrees,butonlyif safeguardsare putinto
place.Tonybrightens,tellingSteve thatthiswill gethimandWandareinstated.Steveaskswhathe
meansaboutWanda, and he tellsSteve thatshe isbeingconfinedtothe compoundbyVision.Tony
saysit's the besthe can do,since she'snot a U.S. citizenandtheywon'tgive hera visa.Steve says
that she'sonlya kid,and doesn'tdeserve tobe imprisoned.He leaveswithoutsigningontothe
accords.
Hawkeye breaksintothe facilitywhere VisionisholdingScarletWitch.He attacks Vision,butis
unable tohurt him.ScarletWitchusesher powerstomake Visionfall throughthe floor,andshe and
Hawkeye escape.
Colonel Zemo(Daniel Brühl),havingalreadykilledaHydra agentand recoveredabookcontaininga
listof wordsthat will triggerBucky'sreversiontohisbrainwashedstate,infiltratesthe compound
and readsoff the list.Buckypoundshiswayout of hiscell andfightsCapand Iron Man. Cap subdues
himand takeshimaway. Regaininghissenses,BuckytellsStevethatZemoisgoingtoSiberia,where
there are several more supersoldierswaitingforsomeone towake themupandgive thema
mission.
Cap assemblesateamconsistingof Bucky,Falcon,Hawkeye,ScarletWitchandAnt-Man(Paul Rudd)
to stopZemo.By operatingoutside of authority,theyall become renegades.IronManformshisown
team,made up of War Machine,BlackPanther,BlackWidow,VisionandSpider-Man(TomHolland)
to arrest the others.Inthe battle,Ant-Manturnsintoa giant,distractingTeamIronMan and buying
time forCap and Buckyto escape to an aircraft hangar.Black Widow appearsintentonstopping
them,butshe turns on BlackPanther,allowingCapandBuckyto flyoff.War Machine triesto stop

dodgesandit hitsWar Machine instead,causinghimtofall fromthe skyand nearlykillinghim.

Incensed,IronMan attacksboth Cap andBucky, andhe demandstoknow if Steve knew whathad
happened.Stevetellshimthathe onlyknew thatHydra wasbehindhisparents'murder.Theyfight,
and IronMan blastsoff Bucky'smetal arm. Cap disablesIronMan'ssuit,and Tonytellshimthathe
doesn'tdeserve tocarryhis shield.Steve dropsitandleaveswithBucky.Zemoissittingoutside,and
Black Pantherstandsbehindhim.He tellsBlackPantherthathisfamilywaskilledinZokovia,andhe
wouldn'tstopuntil he destroyedthe Avengersfromwithin.Withhissuccess,Zemotriestocommit
suicide withagun,but BlackPantherplaceshishandoverthe barrel,stopping the bullet,andthen
apprehendsZemoforjudgment.
Tony ishelpingRhodeswithhisrecovery,givinghimroboticlegstorecoverfromparalysis.Steve
breaksthe heroesoutof theirislandprisonandtheygoto Wakanda,where T'Challagivesthem
asylum.Buckyelectstobe put back intocryogenicsleepuntiltheycanfinda wayto cure his
brainwashing,sothatnoone will be able tomanipulate himagain.PeterParkerisrecoveringfrom
hisinjuriesathome,andhe triesout a new versionof the webshooter thatTonygave him.It
