Governor Brown Signs AB 762

Ensures continuity of care for toddlers transitioning from child care to state pre-school
Sacramento -AB 762 by Speaker pro Tem, Kevin Mullin (D-San Mateo) was signed into law by
Governor Jerry Brown this week extending the toddler option on an infant and preschool child
care license from 30 months to 36 months. This extension helps bridge a previously existing gap
in care that often put parents in a situation where they had to leave work or school for six months
while their children waited to be eligible for pre-school.
"I know this bill will ease the burden on many working parents," said Speaker pro Tem Mullin.
"Knowing that their child will have a consistent and stable childcare environment until they are
eligible for pre-school will be a great relief."
Studies have shown that a child's social, emotional, and academic development is tied to
relationships with care givers and peers. AB 762 will bridge the current gap in care and help
ensure the development of our children is continuous.
Many individuals and entities within the childcare arena were supportive of Mullin's effort. Ted
Lempert, President of Children Now said, "We applaud Assemblymember Mullin's efforts to
pass this new law that will help ensure young children get continuous care as well as support
their families' ability to work. It is a win for kids and families."
