Director, Tax Controversy and Dispute Resolution Team
Anthony ("Tony") W. Russo is a Director in the NY Metro Tax Controversy and Dispute
Resolution Team. Tony assists clients with IRS examinations on domestic and
international issues and has extensive experience using alternative dispute initiatives
including Global Settlements, Advance Pricing Agreements, the Industry Issue
Resolution Program, Pre-Filing Agreements, Closing Agreements, CAP examinations and
Fast Track Settlements.
Prior to joining PwC, Tony served with the IRS for 36 years. During his tenure, he served
in a variety of positions, including as International Territory Manager (Large and Mid-
Size Business Division for Retail Food & Pharmaceutical and Heavy Manufacturing
Industries), where he was responsible for international examinations in several states in
the mid-west and eastern seaboard. He also acquired extensive international experience
with transfer pricing examinations, Advance Pricing Agreements, permanent
establishment issues, examinations of Forms 5471, 5472, 1042 and 1120F, and the
competent authority process. Tony is knowledgeable pertaining to computer systems
used within the IRS for conducting LMSBexaminations. In the ManhattanDistrict of
the IRS, Tony's positions included being the International Branch Chief, Senior Staff
Assistant, Coordination Examination Program Analyst and Technical Advisor to the
Manhattan District Director.
Tony received the IRS Commissioners Award for his outstanding work on a complex
international issue. He earned his BS (Accounting Degree) from St. John’s University in
New York.
Tony has had several accomplishments during his time with PwC. Tony has most
recently worked with the Alternative Investment Group representing clients who are
under examination by the IRS as part of IRS's initiative to audit "Hedge Funds." These
audits involve knowledge of financial service issues, partnership law and transfer pricing.
Tony has also been involved with several successful client and industry presentations
about IRS policies and procedures. He was instrumental in a joint effort with Tax
Executives Institute (TEI) in which PwC sponsored a seminar on international issues for
members of TEI. The firm received attracted new clients and praise for this program.
