A Health Sector Strategic Plan (HSSP) is a comprehensive roadmap developed by specific stakeholders to guide the direction, priorities, and strategies for improving the health system. It analyses and outlines goals and actions for a healthcare organization over a specific period.
It involves assessing strengths, weaknesses, opportunities, and threats to formulate strategies that enhance healthcare delivery. These plans often prioritize community involvement and individual responsibility for health services.
Strategic planning in health care, according to the Association of American Medical Colleges (AAMC), refers to the process of defining an organization’s direction and making decisions that align with its long-term goals.

IMPORTANCE OF STRATEGIC PLANNING
5. UGANDA’S HEALTH SECTOR STRATEGIC PLAN
• The Ministry of Health (MoH) with technical support from the National Planning
Authority developed the Ministry of Health Strategic Plan 2020/21 – 2024/25.
• The process was spearheaded by a Core Team from the MoH, Department of
Planning, Financing and Policy Department as a major driver of Uganda’s health
sector for the next five years.
• Other key actors in the development and review process of the Plan include the
Health Policy Advisory Committee members and Technical Working Groups with
representation from the Development Partners, Medical Bureaus, Civil Society
Organizations, Private Sector and other MDAs.
6. GOALS AND OBJECTIVES
• Clearly defined targets and desired outcomes for the healthcare system, often aligned with broader
national development goals.
7. PRIORITIES AND STRATEGIES
• Identification of key areas that require improvement or development within the healthcare sector.
• This may include areas like healthcare access, quality improvement, human resources,
infrastructure development, disease prevention, and health promotion.
8. RESOURCE ALLOCATION
• Plans for how resources—financial, human, technological, and infrastructural—will be allocated to
support the goals outlined in the plan.
9. MONITORING AND EVALUATION
• Mechanisms to track progress towards set objectives, assess the effectiveness of implemented
strategies, and make adjustments as necessary.
10. STAKEHOLDER ENGAGEMENT
• Involvement of various stakeholders, including government entities, healthcare professionals,
non-governmental organizations, communities, and international partners, in the planning,
implementation, and evaluation processes.
11. POLICY FRAMEWORK
• Alignment of the plan with existing health policies and strategies to ensure coherence and
synergy across different aspects of healthcare provision.
12. CONCLUSION
• HSSPs serve as guiding documents for governments and health authorities to improve healthcare
services, address health challenges, and ultimately enhance the overall health and well-being of
the population. These plans are often revised periodically to adapt to evolving health needs,
changes in demographics, emerging health threats, and advancements in healthcare technologies
and practices.
