8. STUDY PROBLEM:
The problem lies in the existence of a discrepancy in the geographical spatial
distribution of the activities and processes of innovations, industrial and
production areas, also areas of modern technology production activities in
specific geographical areas in the world, as well as the absence and decline of
the phenomenon of innovations in geographical areas, including the Arab
world, which affected the decline in economic production and international
trade and mainly intra-Arab trade.

9. . RESEARCH OBJECTIVES:

1- To understand new theories and concepts of innovation, as well as the relationship between and the role of Yemen and
Arab Geography that affected on policy, economy development and Arab trading in order to build Modern Arab innovation
Strategy.
2. Clarifying the role of the geography of innovations and the factors that affected the distribution and activities of
intellectual production centers.
3. Evaluated and analyzed the importance of the role of Arab research institutions that are interested in scientific research
and intellectual development in international trades, development of technologies and sharing ideas in the Arab area as well
as the Asian region.
4. Describe and analysis of the Union of Arab Academics in opening horizons, perceptions and plans, in order to contribute to
the promotion of innovations and research, to reach the realization of the Arab and modern strategy Awareness of the
importance of preserving intellectual property rights in the Arab world, as well contributing in improving international relations.

10. METHODOLOGIES: DESCRIPTIONS, ANALYSIS, GIS,INDEX
ARABIAN GEOGRAPHY MORPHOLOGY, APPLICATIONS.
1- The descriptive approach is used to describe the phenomenon in reality by
recognizing the spatial distribution of the areas of human resource presence from
inventors, innovators and creators in the Arab world and the world. Where it was found
that the centers of intellectual production in the Arab world and when comparing them
globally did not reach the required level, and through the reports of the International
Organization on Intellectual Property, the percentage of those registered in ownership
and patents is still limited.

13. THE ROLE OF ARAB INSTITUTIONS IN DEVELOPING INNOVATIONS:
MODERN EDUCATION AND TECNLOGYES , INOVATIONS AND RESEARCHES DEVELOPMENT,
QATAR, EUA, EGYPTE ,SAUDIA ARABIA AND JORDAN .
There are a number of scientific research institutions that are interested in inventions,
innovations and modern technology at the level of the Arab world and are surrounded by all
the economic, political and social challenges and problems and due to the scarcity of
capabilities and support for these institutions, as well as the outputs in the market.
According to the World Bank report for the year 2009, the number of students enrolled in
primary education in the Arab world is 98%, and secondary education is 73.6%. Qatar is the
most prominent country that finances scientific research projects in the Arab world, as it
finances about 145 research projects out of 14 A Qatari institution, in cooperation with 134
international research institutions from 25 countries in a number of major research
disciplines, including health, medicine, modern technology, social sciences, agricultural

1- We propose to provide financial, moral support through the support of local governments, including the
Republic of Yemen and the countries of the Arab world, establishment of local, regional and international
scientific organizations and research centers interested in this aspect so that we can enhance the concept
and importance of Arab scientific research through ideas and inventions and innovations among young
people.
2- Benefit from services, research and innovations and work to encourage them, provide financial, in-kind
and moral incentives for distinguished students, and hold conferences, exhibitions, and regional and
international workshops.
3- Interest in knowledge and research among young people, males and females, as knowledge and
knowledge are the main foundation in building and succeeding peoples.
4- Interest in unifying the topics of local and Arab scientific research, which achieves the requirements of
comprehensive development at the present time.
5- Cooperation of companies, bodies, industrial and commercial establishments in providing financial and
moral support to the Federation and the Federation members for what it offers in finding solutions about
the protection of the mechanism.

GEOGRAPHICAL FACTORS ARE ONE OF THE MAIN FACTORS IN INTELLECTUAL PRODUCTION AND THE IMPACT OF CLIMATE AND
ENVIRONMENT IN THE DISTRIBUTION OF PRODUCTION CENTERS.
2- AS THE PERCENTAGE OF FUNDING FOR SCIENTIFIC RESEARCH HARDLY REACHES 1% IN THE GENERAL BUDGETS OF ARAB
COUNTRIES AND THE RATE OF ARAB SPENDING ON SCIENTIFIC RESEARCH IN THE PERIOD FROM 1970 TO 2005 NATURAL, AS IT
ROSE FROM 0.31% IN 1970 TO 0.067% IN 1990, COMPARED TO THE GROSS DOMESTIC PRODUCT, WHICH IS CONSIDERED VERY
WEAK.
3- THE PERCENTAGE OF EXPENDITURES FOR SCIENTIFIC RESEARCH IN RELATION TO THE GROSS DOMESTIC PRODUCT DID NOT
EXCEED 0.5% IN THE ARAB COUNTRIES IN1992, WHICH IS A VERY SMALL PERCENTAGE WHEN COMPARED WITH SWEDEN AND
FRANCE, WHERE IT AMOUNTED TO 2.9% TO 2.7%, RESPECTIVELY IN 2009. THE PERCENTAGE OF EXPENDITURES FOR SCIENTIFIC
RESEARCH WAS 1.7 BILLION DOLLARS IN 2004.
4- ORGANIZATIONS PLAY A MAJOR ROLE IN PROMOTING INTELLECTUAL PRODUCTION, AS THE PRIVATE SECTOR IN AMERICA
