32. Start Up Village Entrepreneurship Program (SVEP)
• 16 states are implementing the SVEP across 46 blocks.
• DPRs submitted by 11 States. DPRs from Andhra Pradesh, Chhattisgarh, Kerala,
Rajasthan, Telangana awaited.
• SVEP States to position a dedicated Block project manager (BPM) to look after
the implementation of the program.
• State Missions are required to finalize and implement the monitoring processes
and calendar for SVEP at the state, district and block level.
• State Missions who have not yet submitted proposals, may submit the same for a
maximum of 2 blocks. NE States to submit supplementary AAPs.

33. RSETI
• 583 RUDSETIs/ RSETIs are functional across the country
• Since inception, 18.46 lakh candidates trained and 11.18 lakh settled
• Allotment and handing over possession of land for construction of RSETIs is an
issue.
• Poor progress in construction– only 130 buildings out of 583 RSETIs completed
• Out of total training cost claims of Rs.52 crore, only Rs.13 crore reimbursed to
the banks.
• Reimbursement of training cost continues to be a problematic area in many
states.

34. RSETI- Way Forward
• Procedure of settlement of training cost claims have been decentralized to the
State level. The pending claims must be cleared at the earliest.
• To introduce Biometric system of attendance in all the RSETIs at the earliest.
• From 2016-17, reimbursement of training costs will be linked to introduction of
Biometric systems in the RSETIs.
• The Missions to send supplementary AAP, in respect of the total pending claims,
year-wise, to this Ministry immediately.
• States to constitute State Level Committee of RSETIs
• Intensive Mobilisation Drive to Sponsor Candidates for training at RSETIs under
various thrust activities/schemes, identified by PMO may be carried out.

50. FM- Issues
 From 1st April 2016 Interest Subvention category (II) scheme has been merged with NRLM
 Unspent balances under IS-II to be treated as NRLM funds.
 IS- II scheme - SRLMs (other than Andhra Pradesh, Karnataka and Telangana) to submit year
wise progress report (Physical), Utilization Certificate and Audit Report.
 Delay in transfer of funds by State Treasury to SRLMs
 The main states are Bihar, Kerala, Punjab, Madhya Pradesh, Mizoram, Nagaland, Tripura and Telangana. This
is adversely affecting the implementation of the scheme.
 Closure report of SGSY received only from Chhattisgarh, Haryana, Punjab, Tamil Nadu, Mizoram
and Nagaland.
 NRLP funding to largely cease after 2016-17 except for for projects under dedicated funds,
NROs and B1 component

51. FM- Issues
• CG, Goa, UK and ASA haven’t claimed first instalment of NRLM Funds since 2013-14.
• States should have a definite plan for expeditious utilization of the available balance to ensure
that funds under NRLM do not lapse.
• Audit Report for 2015-16 to show scheme wise details
• NRLM (NRLM Main, Interest Subvention, RSETIs, SARAS, DDU-GKY and SVEP)
• NRLP (NRLP, IPPF-II, NRO and SLACC as applicable to SRLMs) details.
• Audit Report should not include any details pertaining to State projects which are operational
by the State Society.
• SRLMs to ensure submission of Audit Report 2015-16 latest by 10th of Sept. 2016.
• IPPE-II - Funds released to 23 SRLMs during 2015-16
• Only Andhra Pradesh, Bihar, Kerala, Nagaland, Telangana and Tripura SRLMs submitted UCs and claimed the
2nd instalment.
• Remaining SRLMs to take necessary action.

52. PMO Action Points
• Identification of 5-10 commodities or products per block as additional sources of
income for SHG women
• Data entry module developed and placed on the National MIS portal. SRLMs to facilitate
intensive blocks to identify, collect and upload data in MIS
• Identification and training of SHG women on a range of services/events, where
they can provide services
• 32 services have been identified and communicated to RSETI.
• SRLMs requested to identify SHG members and send them to RSETI centers for training
• Promotion of medicinal plants in high potential areas as additional livelihood
source
• 4 proposals on medicinal plants projects are under appraisal process: SRLMs may submit
few more proposals.

53. PMO Action Points
• Promote livelihoods diversification through commodity value chains
• SRLMs may submit value chain development proposals for agriculture commodities and
NTFP under MKSP.
• Creation of a database of trained community cadres
• States to enter the details of community cadre on the National MIS portal.
• States with details of community cadres in their own MIS to share it with the National
system
• Training 15-20 Master trainers per block
• 600 State Resource persons trained at NIRD
• SRLMs to further develop State & District Resource persons by 15th Aug’16.
• 30 Block resource persons/trainers to be developed in every intensive block by Nov’16

• Engage with Banks/ corporate BC to facilitate servicing of SHGs at all BC points by Sept 2016
