PART II: PE DETAILS / POST CONTEXT
1. General
Verification in arms control is based on INFORIvIATION EXCHANGE (data exchange) between singte STATE
PARTIES, signatories to the Treaties and Documents on conventional arms controt. These data on strength,
composition, [ocation and activities of units can then be authenticated and verified by other signatory State
Parties through OUTGOING INSPECTIONS and EVALUATIONS.
For the recipient countries this resutts in obtigations, receiving and escorting these INCOMING INSPECTIONS
and EVALUATIONS.
These three activities are the cornerstones of the verification regime. The information exchange is the basis
and therefore the main activity. These three cornerstones need to constitute the basis of any form of
cooperation.
2. BACA
The BENELUX ARMS CONTROL AGENCY is a Tri-national unit, specificalty designed to execute the above
mentioned conventional arms contro[ retated tasks for the Benelux State Parties. In order to ensure that the
agency can adequatety represent the three Benelux State Parties and exercise the national rights and futfitt
the national obtigations within the reatm of the conventional arms control treaties and documents, such as
CFE, VD11 and OS, a BACA Oversight Committee (consisting of the nationa[ line managers) and a BACA
Coordination Board have been created. The responsibitities of both entities have been described extensivety
in TORs.
Each member of the Coordination Board is responsibte for poticy matters to his or her next higher national
echelon (i.e. NLD: IMS/BMS, BEL: ACOS STRAT, LUX: ETAT MAJOR DE L'ARMEE).
The unit consists of a Command etement, an Operations element and a Support etement. The Commander
witt be assisted in his duties by a Deputy Commander Operations (DCOM Ops) and by a Deputy Commander
Support (DCOM 5p).
The Command and Contro[ function of the unit is executed by the COM under OPCON conditions, but
overseen by the BACA Coordination Board. ln this Coordination Board the Commander, DCOM Ops and DCOM
Support, alt three in the capacity of Senior Nationa[ Representative (SNR), have a chair. The Coordination
Board decides on the tasking for the Ops Etement and the Support Etement, thus ensuring fut[ respect for
the national sovereignty and autonomy of the Benetux State Parties and a correct execution of national
poticies.

1. General

command retationship is OPCOM.
2. Reports to
a. To the Mission and Admin 5p Action Officer BACA , to the DCOM Sp BACA and to the BACA Coordination
Board or COM BACA on specific topics.

PART IV: DUTIES AND AUTHORITIES
1. Principal duties
a. Coordinate at[ incoming and outgoing missions' support.
b. POC for the National units and entities, subject to evatuations and inspections.
c. POC for a[[ National support entities.
2. Authorities

3. Additional duties
a. Perform supptementary national duties as SNR of his or her Benetux State Party national contingent to
BACA.
b. Ftexibitity Ctause: The incumbent may be required to perform other duties etsewhere within the
organization as directed. ln order for the command to deal with emergent requirements the incumbent
may be required to perform other related duties as directed (in particular, the incumbent can expect
to work as a member of Working Groups, Project Teams, etc. for defined periods of time).
Additionatty, for military personnel the incumbent may atso be reassigned as directed by Nationat
Authorities (national tine managers) for up to 180 days (and where necessary in excess of 180 days with
the agreement of the other Benetux State Parties).
c. Operations/Temporary Duty: The incumbent may be required to undertake Operational Deployments
both within and outside OSCE boundaries (subject to national caveats).
d. Daily work is normalty performed in a typical office environment where normal working conditions
appty and where the risk of injury is categorized as "Low".
e. Annual TDY Requirement The incumbent may be required to go on TDY both within and outside OSCEs
boundaries. Missions abroad are executed in a myriad of circumstances ranging from comfortabte (Risk
[ow) to austere (Risk medium). Risks are evatuated for each mission and the necessary precautionary
measures wit[ be taken by the Lead Nation State Party, possibly supported by the BEL Host Nation.
