The consumer protection act was amended by 1986 and in which one act are also given and in which the three forum are given like districts forum and .state forum.. and national forum etc that types of content I add in my presentation. This is the more informative for students and easily understood the content..........................................

4. Introduction
Consumer is :- A person who buys any
good for a consideration.
a) Which has been paid or promised to be
paid .
b) Partly paid and partly promised to be
paid
c) Under any system of deferred payment
like ( car finance )

a consumer also includes any user of such
good other than person who buys goods for
consideration paid or promised to pay or
under any other system of deferred payment
when such use is made with the approval of
such person but does not includes a person
who obtain such goods for resale or for any
commercial purposes.
6. Consumer of service
• It means any person who hires or avails of any
service for a consideration .
a) Which has been paid or promised to be paid
b) Partly paid and partly promised to be paid
c) Under any system of deferred payment
7. Meaning of consumer
It means protecting the consumer from unfair
and restrictive trade practice adopted by the
seller of good and services .
8. Act and its amendments
The consumer protection act was passed on 5
December 1986 .
the act has been amended number of times
first it was amended in 1991, thereafter in
1993,it was again overhauled in 2002. later
on all act is changed and made COPRA.
(consumer protection act 2019).
The consumer protection act 2019, was got
the approval of president on 9 august 2019.
9. Extent of consumer protection act ,
1986
• The act extent to whole of India expect the
state of Jammu and Kashmir. This act will
apply to all good and services, unless ,
otherwise expressly provided by the central
government .

- features
CPA – 1986 is replace by CPA – 2019 .
CPA bill 2019 July was passed in lok sabha on
30 July 2019 and in rajya sabha on 6 august
2019.
The consumer protection act 2019 was got
the approval of president on 9 august 2019
This act is implemented from 20 July 2020
CPA -2019 Is applicable to whole of India
including Jammu and Kashmir .
11. Consumer protection act (2019)
1. It cover E.commerce transaction and tele
shopping .
2. Consumer complaint can be filed at a place
where complaint resides or works.
3. E – filling complain is included e – mail
4. District forum – value of good or service (up
to 1 crore ) State commission (from 1 to 10
crore ) and national commission ( above 10
crore).

been established . This authority can
investigate the matter recall the product can

• The act aims to provide better protection of
interest of the consumers.
• The act aims to promote the protect the right

consumer councils and other authorities for
the settlement of consumer disputes.
• To set up quasi judicial machinery for speedy
and correct redressal of consumer disputes

• Consumer protection councils are advisory
bodies . It has been establishment at three
level.
a) the central consumer protection council
b) The state consumer protection council
c) The district consumer protection council

• The central government shall by notification
establish a council to be know as central
consumer protection councils referred to as
central council
a) Member / constitution :-
The minister in charge of consumer affairs in
central government who shall be its
chairman

Acc. to rule 3 of the consumer protection
rules 1987 the central council shall consist of
150 member.

• The provision for establishment of district PC
was made by consumer protection act- 2002
• The state government shall by notification
establish for every district council
• Member:- at district level the district collector
is chairman
• Meeting :- yearly 2 meeting per year at distrct
level
