This report represents my analysis of bidders on 10th bidding of CGD business held by PNGRB to increase the gas cover in India to protect environment from global warming and also to increase gas consumption from 6.5% to 15%.

BIDDING
To increase the gas cover, PNGRB listed 50 Geographical Areas (GA’s) under 10th
Bidding. It had received quite well
response from the bidders to supply PNG & CNG in the requisite GA’s to expand their business. Out of 50 GA’s offered
there were several GA where the bidder have to expand business in remaining areas than earlier provided were 8 which
means 16% of total GA’s offered which covers 3 states namely: Madhya Pradesh (MP), Uttar Pradesh (UP) and West Bengal
(WB).

From Table 1, it can be seen that out of 8 GA’s, bidders have shown well interest in 4 GA’s i.e. 10.28 (MP), 10.37 (UP),
10.42 (UP) and 10.48 (WB). And 29 biddings are carried out by 14 companies to expand in this areas with high intention
to expand came from HPCL who had bid for this 5 out of 8 GA’s which is focused greatly in UP & WB but not MP.
Now moving ahead in 10th
Bidding, 25 companies have actively participated for 50 GA’s with majority of interest to
expand business came from only 9 company’s means one-fourth of total companies have shown an aggressive interest
in bidding which consists of 165 biddings of total 225 biddings (73% of total bids). Thus the average bidding from this
9 companies comes to around 18 bids/company compared with remaining 16 companies cumulatively comes to around
~4 bids/company.

Based on Table 3, it can be seen clearly that 3 players have shown more than 15% of interest in Exceptional GA’s which
are:

Taking into consideration remaining 16 companies (Average ~4 bids) have not shown much interest to expand their
portfolio in the gas market though they plays a significant role in this business.

Based on table 4, it can be seen that only 6 out of 16 bidders remaining are above the average bidding i.e. 4 bids namely:

Here it is cool to see that new players such as H-energy, PLL & Sholagasco have shown an ultimatum to grow in the
market compared to existing players who have shown very low interest in bids are Avantika, Bhagyanagar, Central UP,
Green gas, IRM, MGL & SGL.
Let’s see how well GAIL is involved in business by direct or shareholding participation in companies. Out of 25 companies,
GAIL incorporates holdings in 8 companies (33%) who have carried out only 35 bids of total 225 (15%). Of this
majority of bidding being carried out by 2 companies namely GAIL (10 Bids) and IGL (15 Bids), which means remaining
6 companies had bid only 10 (< 2 bids/company) which has holding of GAIL.

Based on table 5, it showcase several aspects:
Out of 50 GA’s, 25 GA’s have received too low bidding means 50% of allocated GA.
Of this it consist of 4 Exceptional areas of total 8 GA’s means 50% of total exceptional areas.
So there is opportunity for this players who have bid for this GA’s to grab the opportunity the explore market.
IOCL is showing more interest to expand in 16 of 25 GA’s, who had bid for 35 GA’s in total.
HPCL had shown interest to expand in 6 of 25 GA’s, who had bid for 24 GA’s in total.
TORRENT have shown interest for 7 of 25 GA’s, who had bid for 20 GA’s in total.
At the end it concludes that IOCL, HPCL and TORRENT flourishes in 10th
bidding of CGD.
