few months back, Chennai
was staring at a possible
water shortage due to in-
sufficient rains from the
south-west monsoons. But
with the recent unprecedented rains,
the major reservoirs around the city
have water levels higher than what
were recorded in the previous year.
"If not for the recent heavy down-
pour, Chennai would have probably
faced a water crisis. The focus of the
state has been on replenishing
groundwater through rainwater har-
vesting. But in practice, Chennai to-
day depends on the flawed Rain Wa-
ter Harvesting (RWH) structures in
the city. Metro water has indicated
that there are nearly 8,00,000 RWH
structures in the city. But most of
them have not been repaired for sev-
eral years and several more are com-
pletely defunct because of clogging,"
says Satish Chander Narayanan, as-
sociate director, investments, Cush-
man &Wakefield.
Rain water harvesting is consid-
ered one of the most preferred solu-
tions to save water which comes from
natural rain. The practice has not
been effectively followed in many
parts of the country, but Tamil
Nadu's experiment with the alterna-
tive water conservation technique
met with success to a large extent.
The Rain Water Harvesting (RWH)
scheme was made compulsory by the
Tamil Nadu government and was
launched in 2001 in a bid to rejuve-
nate water sources. It has helped im-
prove ground water levels in the
parched southern state.
"The programme initially had
starting troubles when the govern-
ment had made it mandatory for all
government and residential build-
ings. Later, it became the norm and
most developments which came after
that are said to have RWH as part of
the builder deliverables and it is
mandatory for buildings to get ap-
proval. As per norms, every builder is
providing RWH structures," says R
