  1. Hello my name is Sarah Fennell and I am going to talk about the Consolidated Omnibus Budget Reconciliation Act which is more commonly known as Cobra.
  2. Cobra is the acronym for the consolidated omnibus budget reconciliation act which was implemented in 1985. The act was an effort by the government to help individuals who lost their healthcare benefits. Cobra impacts any company who has more than 20 employees although many states have something called mini Cobra plans for companies with fewer than 20 employees. Cobra also defined what events qualified the individual for continued coverage through the previously enrolled company plan. These events include voluntary or involuntary job loss, work hours being reduced, transition between jobs, death, divorce, and various other reasons. The allowable coverage ranges from 18 months to 36 months based on the precipitating event and the individual’s circumstances. A person may also enroll for a shorter time and may cancel Cobra benefits whenever it is no longer required. An individual is eligible to enroll immediately after coverage ends and will be provided with a notification via their employer. They may not change plans unless it is during open enrollment.
  3. Cobra allows the individual to have continuous healthcare coverage with no gap. This is especially important for individuals with chronic health conditions or known upcoming hospitalizations like the birth of a child. While it provides the same coverage the person is accustomed to with all the same providers and rules, it can be quite expensive. The plan is allowed to charge the individual as much as 102% of the full cost of the plan which can be more than many people may be able to afford. I once had to use Cobra during a job transition as my new employer did not provide coverage until after the ninety day probationary period. I was barely able to afford the cost of the plan as it was about $900 per month so in the three month period I spent almost $3000 on health insurance. The result was I could not really afford to use the insurance because all of the funding had gone into paying for the plan. I would never have been able to continue this coverage for the 18 months for which I was eligible. While this act was well intentioned it may not provide for the individual in as reasonable a way as was initially intended.
