SEMINAR ON
"THE CONTRIBUTION OF CIVIL SOCIETY TO THE FIGHT AGAINST
OFFENSES COMMITTED AT SEA: CASES OF ARMED HANDSHIP,
MARITIME PIRACY, MARINE POLLUTION AND ILLICIT TRAFFIC"
08-12 November 2021 at ARSTM / ISMI, Abidjan
Within the framework of the Integrated Maritime Strategy of ECOWAS, the European
Union (EU) has decided to finance, under the SWAIMS project ("Support for Integrated
Maritime Security in West Africa"), a program training and capacity building for
ECOWAS national staff in maritime safety and security. ECOWAS has entrusted the
implementation of this training project, called the FORMAR Project, to the Interregional
Maritime Safety Institute (ISMI) of the Regional Academy of Marine Sciences and
Technologies (ARSTM), located in Abidjan.
It is in this vein that ISMI is organizing from 08 to 12 November 2021, under the
chairmanship of the ECOWAS Commission, represented by Col. Dieng
Abdourahmane, Head of the Regional Security Division of ECOWAS, the fourth
seminar of the FORMAR project on the theme "Contribution of civil society in the
context of the fight against offenses committed at sea : case of armed robbery,
maritime piracy, marine pollution and illicit trafficking ”.
Intended for civil society organizations from ECOWAS Member States and Mauritania,
twenty-eight (28) participants are expected to attend this training which aims to
strengthen the capacities of civil society organizations in the fight against armed
robbery, maritime piracy, drug trafficking and IUU fishing.
The various topics to be addressed will be led by several experts of different
nationalities, for five (05) days, from Monday 08 to Friday 12 November 2021 at the
hotel IBIS Marcory and at ISMI / ARSTM -Yopougon-.

2. This training is supported by the European Union and the SWAIMS project team based
in Abuja and Abidjan, in particular the expert in charge of the private sector and civil
society.
Journalists are invited to attend the inaugural session of this training which will be held
on Monday, November 08, 2021 at 8:30 am at the IBIS Marcory hotel.
