Abstract 
 
Introduction 
The bitcoin protocol has successfully created a successful peer to peer currency. While the system works 
well enough for facilitating transactions, it still suffers from the inherent weaknesses of distribution. Those 
outside of the bitcoin economy may be reluctant to enter because of uncertainty; “Is the current price inflated 
because of rapid adoption or speculation?” There are other speculators eager to enter; “Is the current price 
undervalued because future adoption will necessitate higher valuation?” These interplaying factors may 
contribute to large swings in market price vis a vis fiat currency. Regardless of the dynamics, early adopters 
are clearly rewarded and late adopters will be left to buy into the system with a currency that is rapidly losing 
strength against the BTC. This dynamic has benefits as well as impediments to the development of the 
cryptocurrency economy. 
 
These large swings in market price create risk. The cost of risk management increases transaction costs for 
merchants who run their business primarily in fiat currency. Merchants must be wary of accepting BTC 
payments, and generally employ risk management services, called bitcoin payment processors, to 
immediately exchange BTC for fiat currency. A certain amount of risk is unavoidable because future 
redistribution is wholly dependent on price signaling. 
 
The bitcoin protocol solves the distribution problem by creating an incentive of new coin to those who 
generate blocks with proof of work. This activity, known as mining, has become a burgeoning industry. 
Millions of USD are invested every year in ASIC processors built specifically to generate bitcoin blocks. This 
is a boon to ASIC engineers and semiconductor foundries that can quickly bring more and more powerful 
processors to market. Demand for bitcoin miners has done more for the advancement of ASIC technology 
than any other market demand. 
 
There have been several attempts in altcoin protocols to address the distribution problem. Litecoin 
pioneered scrypt mining to limit the mining capabilities of larger players. Other altcoins have used pre­mining 
to distribute a coinbase to a pre­defined population. The unstated goal of all these efforts is to give the new 
entrant access to an equitable share of the coinbase.  
 
One ideal would be to distribute one 1/10​10​
 share of the coinbase to each individual on earth. This would 
generate widespread adoption, at least as broad as any other currency in existence today. This ideal is 
difficult to achieve. If the share is issued by a central authority then trust becomes a concern. Bureaucratic 
costs of distribution must also be considered, as well as political ramifications. If there is no oversight of 
distribution, cheating individuals may claim multiple shares. Perfectly executing this ideal is currently 
impossible, but could certainly be attempted by existing political bodies. One thing is for certain, if shares are 
issued by a central authority that authority must be able to uniquely identify each individual. 
 
This paper argues that decentralized, equitable distribution of coinbase to every individual on earth with 
strong incentives against cheating is possible. Other benefits to humanity can also be realized. 
 
Genome Pool Protocol 
● Every transaction must include fee, minimum of 1 mUoA (minimum Unit of Account == 1/100 x 
10th percentile of transaction value in the last 10,000 blocks) 
● Building on the SHA256 hashing structure as Bitcoin for transaction blocks 
● A sequencer can sign a genome only once 
● Dual Proof of Work 
○ Blocks must include 1 to 2,048 signed genome sequences 
○ SHA256 hash difficulty adjusts every 10,000 blocks to 1 block per minute 
● Donors, Miners, and Sequencers receive a block reward. 
● Miners keep transaction fees. 
● Sequencers must gain status of trusted to receive the block reward. 
● Miners must gain status of trusted to receive the block reward. 
● Sequencers are incentivized to counterproof a false sequence. 
● Only trusted sequencers can counterproof. 
 
Distribution 
● A donor anonymously provides 16 DNA samples to a trusted miner, each with a unique signature, 
signed by a single private key 
● Donor accounts linked to genomes verified by 3 independent trusted sequencers receive a block 
reward (20,000 Units; 20 kilogene; or 20kG) 
● The sequencers also receive a block reward (X) for sequenced genomes; first verification 
receives 0.6X, second receives 0.3X, and third receives 0.1X 
● The miners also receive a block reward (Y) for each included signed genome sequence. 
● X should start at 20kG and reduce to 200G within 1,000,000 sequenced genomes 
● Y should start at 500G and reduce to 5G within 1,000,000 sequenced genomes 
● Block reward is awarded after 5 counterproofs of cheating/inaccurate sequences 
● The counterproof incentive should be structured so the 3rd verifier chooses counterproof over 
rubberstamp, 2nd verifier should be equally incentivised. 
● First counterproof receives 0.6X, second receives 0.3X, third receives 0.3X, fourth and fifth 
receive 0.0X. 
● To become trusted, Sequencers must have a 2nd proofed to 2nd counterproofed ratio of Z. 
● Z should start at 5/1 and increase to 500/1 within 1,000,000 sequenced genomes 
● To become trusted, Miners must be trusted by at least 2 trusted sequencers. 3 trusted for every 1 
untrusted ratio. 
 
Goal is to distribute widely and universally distribute a p2p currency and advance genome sequencing 
technology the same way bitcoin has for ASICs. In one decade genome sequencing will be cheap enough 
that anyone can get their genome sequenced for little or no charge and receive 20kG if not previously 
awarded it. Currency will be inflationary (over 5% for at least 2 decades) without inflationary winners, 
coexisting with BTC (BTC not inflationary, GPP inflationary)
